About this file
This document is a solicitation for tumor molecular testing services. The Department of Veterans Affairs, through its Strategic Acquisition Center and in support of the Veterans Health Administration's National Precision Oncology Program, seeks to secure specialized and comprehensive reference laboratory-based tumor molecular profiling services for clinical care. Services should include test offerings spanning both solid and hematological malignancies using next-generation sequencing panels, comprehensive genomic profiling, and complementary tests such as immunohistochemistry and fluorescence in situ hybridization. Proposals are due by January 31, 2024 at 1:00 PM Eastern Time and will be evaluated based on technical approach, past performance, socio-economic considerations, and price, with non-price factors significantly more important than price. The place of performance will be virtually from the contractor's location within the United States.

QUESTIONS/RESPONSES
Due to technical issue, the attachment for amendment 0003 was not posted. This amendment is being posted to provide the attachment and provide additional clarification for the questions posted under Amendment 0002 for the below stated question.
9. Page 22, Section B8 - Our Partner Laboratory is CLIA and COLA certified, Can COLA certification be substituted for CAP certification, I have seen RFQ with CAP or COLA requirement.
Original Response: CLIA is preferred but COLA will be reviewed at the time of evaluations. At this time, the VA will do additional research into the use of the COLA certification as an accepted substitute.
Follow-up Response: A CLIA license is required to do testing in the US and to work with the VA. The entity used to obtain a CLIA license should be indicated in your proposal, and can be CAP (preferred), COLA (allowed) or others (please indicate). Regardless, all labs will all still need to provide a CLIA certificate in their proposal to perform testing in the U.S by law.
The issuance of this amendment does not require an extension of this solicitation. Proposals are due on January 31, 2024 by 13:00 EST.
