ATTACHMENT B - PRODUCT DESCRIPTION

NON-EXPENDABLE EQUIPMENT

PATIENT TEMPERATURE MANAGEMENT SYSTEM

Prepared By:

Strategic Acquisition Center Department of Veterans Affairs 10300 Spotsylvania Avenue, Suite 400 Fredericksburg, VA 22408

1. SCOPE OF WORK:

The Veterans Health Administration (VHA) Equipment Life Cycle Management (ELCM) Program identified Patient Temperature Management System, which are also called Circulating-Liquid Patient Warming Cooling Units, as a candidate for a VA-wide (otherwise referred to as “national”) single award Requirements contract.

The Patient Temperature Management Systems in this requirement circulate warm or cold liquid through channels to raise, lower, or maintain a patient's body temperature. The system allows clinicians to control and stabilize a patient’s body temperature by programing it to heat or cool fluid in the disposable large pads or blankets. They are used to warm hypothermic patients or to cool feverish patients and are frequently used to induce mild hypothermia during neurosurgery or in patients who have experienced a stroke or cardiac arrest. Induced hypothermia lowers a patient's metabolism and has been shown to have neuroprotective effects. Preventing heat loss and hypothermia during other surgical procedures helps reduce the risk of pressure damage and wound infection due to decreased circulation.

The contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Patient Temperature Management Systems to be used by clinicians throughout the VA medical centers and facilities. The contractor will be required to deliver Patient Temperature Management Systems and accessories to VHA facilities throughout the United States. The period of performance is for one (1) 12-month base period with two (2) twelve (12) month option periods.

2. REQUIREMENT

This requirement will be IAW FAR clause 52.211-6, “Brand Name or Equal” which requires the quoter indicate that each product being offered as an “equal” product to the Blanketrol III® Model 233 which is manufactured by Gentherm Medical Company. For each equal product, the offeror must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The vendor must also clearly identify the item by brand name (if any) and make/model number. Finally, the vendor must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the contracting officer, and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements.
