| CLIN | Item Description | Question |
| X0001 | Temperature Monitor- nonProbe based | This appears to be a temperature sensor with a built-in probe that is used to monitor the environment in a room. Is this a correct assumption? Correct - non-probe based environmental room monitoring with temperature capabilities only. |
| X0002 | Temperature and Humidity Monitor- nonProbe based with LED Screen | This appears to be a temperature/humidity sensor with a built-in probe that is used to monitor the environment in a room. Is this a correct assumption? Correct - non-probe based environmental room monitoring with temperature and humidity capabilities. |
| X0003 | Temperature Monitor Probe-Based/NIST certified | This appears to be temperature data acquisition unit that has been calibrated to NIST-traceable standards and provided with a calibration certificate. Is this a correct assumption, Correct. |
| X0004 | Temp Probe:-20C to 50C & Holder | Please describe the function and physical properties of the "holder." If there is a way to mount the probe inside a device (i.e. a holder or mounting bracket) this should be quoted. |
| X0005 | Temp Probe: -100C to -20C & Holder | Please describe the function and physical properties of the "holder." See X0004 |
| X0006 | Temp Probe: -200C to -100C & Holder | Please describe the function and physical properties of the "holder." See X0004 |
| X0007 | Temperature and Humidity Monitor | Is this the same as X0003, but not NIST certified? Correct. |
| X0008 | Temperature Monitor - nonProbe based - upgrade with 900 MHz | This appears to be a temperature monitoring instrument that has been upgraded to 900 MHz communications. Can we assume this is a temperature sensor with a built-in probe like X0001? Correct - if the same sensor can be used for both WIFI and 900MHz this line item is not needed. If there are separate sensors for the various different capabilities, each one should be quoted. |
| X0009 | Temperature Monitoring Ribbon Cable – Extended Variable Length | |
| X0010 | Temperature Monitor - nonProbe based - Battery | Is this the battery for X0001? Yes |
| X0011 | Temperature Monitor Probe-Based/NIST certified - Battery | Is this the battery for X0003? Yes |

| X0017 | Server Hardware - Application /Database | |
| X0018 | Server Hardware - Disaster Recover | Does this refer to a Disaster Recovery Plan to does it mean that a "hot backup" system needs to be provided? When developing the server architecture, there should be redundancy built in. If the server in one location was to go down (or fail) the data would be backed up to an alternate location. |

| X0047 | Site Survey | |
| In addition to the above, please answer the following general questions. | ||
| You have done a great job showing us where the Wi-Fi access points are located and in some cases, have documented the Wi-Fi signal strength. The problem is, we have no idea where the monitoring will take place and therefore, we can't make an accurate determination whether or not the Wi-Fi infrastructure will be adequate. Can you provide floor plans containing this information? An alternate would be for the VA to guarantee adequate Wi-Fi signal strength in the areas where monitoring will take place. During the site survey, locations for temperature monitoring will be identified. At that time it will be determined if additional hardware is required. CLIN amounts will be edited following each site survey. | ||
| Use of new wireless instrumentation. Certain cables (X0009, X0014 & X0015) seem to be used with existing equipment. Do these cables need to provide ? If so, please provide a complete description of each. There is no existing equipment. Please include only items on the quote for full functionality of your system. | ||
| With regard to on-site Calibration Services (X0039), does a full 3-point sensor calibration need to be performed or will a simple offset trim with a NIST-traceable instrument at a single measurement point suffice? The calibration must be compliant with Joint Commission, CAP, AABB, and FDA. Currently, the process is to use a NIST-traceable instrument at a single measurement point. This can be continued for these new sensors. | ||
| Are calibration certificates required with each sensor initially provided and with each after annual recalibration? Yes | ||
| In the RFI, the statement was made that the Wi-Fi devices must be FIPS 104-2 compliant. What security level of FIPS 104-2 needs to be implemented? To clarify - the Wi-Fi devices must be FIPS 140-2 compliant. |
Requirements
| General Questions on the Requirements contained in the RFQ |
| The term "Tag" in a monitoring system often means different things to different people. In a classical SCADA (monitoring) system, a "tag" refers to variable (number, quantity, etc.) that represents a particular monitoring point. The term "Tag" in the RFQ and supporting documents often refers to a physical piece of hardware (see below). So, when you talk about a tag being mounted in the interior of assists that have a closed container (7.2.7), you are referring to a probe, separate from the sensor electronics, mounted inside the asset. Do you concur? If not, how should we treat the term "Tag?" The "tag" is the sensor electronics which sends information to the larger temperature monitoring system. The piece that needs to be mounted inside the closed container is the probe. Both probes and "tags" should be quoted in the solicitation if they are separate part numbers. |
| Reference | Requirement from RFQ | Responses |
| 7.2.1 | Temp Tags should provide a NIST Traceable Probe that can be calibrated. | Tag refers to sensor electronics, probe refers to the piece which collects the temperature readings. |
| 7.2.2 | Contractor shall provide a Thermometer certificate of accuracy guaranteed to meet NIST Standards for each thermometer. | This implies that each sensor must be provided with a calibration certificate that meets NIST standards for each temperature sensor. In other words, each temperature sensor must be at least 3-point calibrated using NIST-traceable standards. |
| 7.2.5 | Tags should have the capability to measure temperature ranges from 100 degrees Celsius to -200 degrees Celsius. | The term "Tag" in this case refers to the fact that the system must have the capability to monitor temperatures between -200°C and +100°C with one or more sensors with different ranges. It does not mean that a single . sensor must be able to measure the temperature between -200 and +100°C. The sensor houses the electronics, different probes should be quoted based off the different temperature reading requirements for various equipment types. |
| 7.2.6 | Tags should have ability to be mounted in the interior of assets that have a closed container (refrigerators and freezers, for example). | In this case, "tag" refers to the probe that may be separate from the sensor electronics. In this statement the sensor electronics can sit outside of the asset while the probe sites inside. |
