SUPERVISORY CONTRACT SPECIALIST
1. The purpose of this Amendment is to answer Vendor questions, as reflected below. Also, there is an attachment to this Amendment with additional questions and answers. No extension is granted.
2. See answers to questions and concerns below:
1. Are virtual servers acceptable? (this has been successfully utilized at other VISN-wide temperature monitoring initiatives) Answer 1: Yes virtual servers are acceptable and preferred.
2. Are site walk-throughs permitted prior to submission? Due to the complexity and scope of this initiative – the site walk through would go a significant way towards supporting this initiative in the best and most efficient manner Answer 2: Sensor and Probe quotes should be submitted at solicitation. The walk throughs will occur after the award is made. After each walk through, the quantities of sensors and probes can be edited based on the needs of the facility.
3. Can we integrate additional CLINS (or sub-CLINS) to the pricing schedule? i.e., if a certain component is required but not covered on the current price / cost schedule – we’d like to integrate and provide context as to why the component is necessary for the functionality and utility of the system.
Answer 3: No, do not add extra CLINs to the current pricing sheet. If there are additional components that would need to be added as a subCLIN, then add a footnote to your pricing volume that outlines the additional equipment and cost of that additional equipment.
4. Do you have a particular software or hardware manufacturer in mind?
Answer 4: No
5. 9.1.1 One-VA TRM - What if the software has not been approved for VA TRM yet? Is the VA willing to wait and/or assist in getting the proposed software approved or the assessment/waiver signed by the Deputy CIO of AES? The website says requests for assessment can be submitted through the TRM tool, but we can’t locate this tool. Please provide the link.
Answer 5: The system needs to be TRM approved at time of purchase. Here is the TRM website: https://www.oit.va.gov/Services/TRM/TRMHomePage.aspx
6. Will you consider a cloud-based software solution?
Answer 6: No.
7. For invoicing, please encourage the task order CLINs to be crafted so the hardware can be invoiced separate. Consider payments once key milestones have been achieved versus FFP all at once.
Answer 7: Based on the necessary requirements, no change is expected to the CLINs. Progress payments will not be made on the anticipated TO.
8. B.1.2 says maximum ceiling amount is $5.5m. What if a task order causes the contractor to exceed that amount?
Answer 8: Please provide your pricing based on your proposed costs. The Government may have to review the projected ceiling max.
9. Does the VA anticipate all the task orders will be received at once or is there a plan to spread them out?
Answer 9: Site visits will be conducted on a rolling basis. The sample task order maybe used as an actual task order to the awarded contractor. In which case, there will be a schedule for the work at each location. Additional task orders maybe issued for additional locations.
10. I appreciate the effort on the spreadsheet. It would actually be easier if we knew how many of each of these need to be monitored.
· Laboratory - Refrigerators, Freezers, Water Baths and Incubators
· Pharmacy - Medication Storage Refrigerators and Freezers
· Ward Equipment (Nursing) - Refrigerators and Freezers that store medication and Patient Nutrition, Incubators, and Blanket Warmers
· Nutrition & Food Service – Food Transport Carts, Refrigerators, Freezers, Walk-in Refrigerators and Walk-in Freezers
· Temperature & Environmental Room Level Monitoring - Sterile Storage, Operating Room Environment, Laboratory, and Linen Storage Closets.
· Research – Refrigerators and Freezers Answer 10: These amounts will be determined at the site visits after award is made.
11. Do any departments besides Lab require NIST?
Answer 11: No.
12. Do any 7.2 #9 includes pressure differential – hardware can be supplied but installation is considered construction; we would need way more information to quote install with interim life safety measures; I would be surprised if any offerors included in the proposal Answer 12: Pressure differential is an optional feature that should be quoted if offeror can supply.
13. 7.2 #9 includes pressure differential – hardware can be supplied but installation is considered construction; we would need way more information to quote install with interim life safety measures; I would be surprised if any offerors included in the proposal Answer 13: See question #12 answer above.
14. 8.1 requirement for contractor to arrive on-site in response to a service call within 12 hours. Is the contractor going to have access to secure locations such as the Pyxis to troubleshoot the refrigerator? If not, this is an expensive portion of the service level agreement that may not be necessary.
Answer 14: As stated in 8.1, VA staff members will handle the initial trouble calls. If the issue cannot be resolved locally, the contractor will be called via the Help Desk. The expectation is that after working through the issue on the phone, if it cannot be resolved, the contractor will be on site in 12 hours. If this on-site visit is required, VA personnel will escort the contractor and help them access any areas that are needed.
15. Is it VA’s intention that the contractor respond to all of the alerts? Work with the facility to set up alerts to VA employees? Contractor is the final fail safe alert?
Answer 15: VA employees will respond to the system alerts. The Contractor will work with each facility at implementation to ensure these alerts are set up properly and going to the correct individuals.
16. Is it VA’s intention to have a super admin employed by VA at the VISN level? Facility level? Neither?
Answer 16: Each VA facility will have several super users to help run/maintain the system.
17. In Active Directory, will VA have a checkbox for users to select the monitoring software so new users are automatically added to the system?
Answer 17: This will be determined as the system is set up at each facility.
18. 11.0 software demo within 2 weeks of Feb. 12; how soon can we schedule this if we’re planning to submit an offer? Can we choose a tentative date now?
Answer 18: Product Demonstrations will be scheduled after the closing of this solicitation. Contracting staff will reach out to all proposers for scheduling.
19. Yes sir, I have seen all of the postings, but we were actually asking for an extension beyond the February 12th response date, if at all possible?
Answer 19: Unfortunately, due to the necessary turnaround, we will not be able to extend the subject requirement beyond the current closing date.
20. I found solicitation number 36C10G19R0013 and noticed the statement “Contract under a Service Disabled Veteran Owned Small Business (SDVOSB) Set Aside (SA)”. Does this mean only companies listed as SDVOSB will be considered and can submit bids?
Answer 20: Yes, the subject requirement is a SDVOSB set-aside.
21. Are the VA hospitals hard wired for internet access in addition to having wireless access points?
Answer 21: VA hospitals have both wireless access points as well as hard wired connections.
22. What is the make and model of the wireless access points in the hospitals?
Answer 22: The access points are Cisco. They may vary in model throughout VISN 1 but most are AIR-CAP2702I-A-K9.
23. In attachment B you refer to 'tags'. I assume that this is a synonym for sensor. Is that correct?
Answer 23: Correct tags = sensor
24. Am I correct in understanding that you want to control the collected data locally? You do not want cloud storage?
Answer 24: Want to collect data locally.
25. Actual equipment specifications will need to wait until after site assessments? Correct?
Answer 25: Correct. Sensors, probes and necessary hardware will be quoted in the proposal and the numbers finalized at each site assessment.
26. In attachment B the quantities for temperature Monitor -Non probe based and Temperature and humidity monitor are identical. Are you saying that you need two sensors in each location: one to monitor temperature and one to monitor temperature and humidity?
Answer 26: The non-probe based tags refer to room level temperature monitoring. For items requiring temperature and humidity monitoring – one sensor should be quoted unless 2 are required.
3. See attached document: Additional Responses to Vendor Questions
4. All other terms and conditions remain unchanged.
