| GOVERNMENT RESPONSES TO DRAFT SOLICITATION QUESTIONS 36C10G18R0093 | ||
| Solicitation Section | Comment | Government Response |
| Price/Cost Schedule - Ordering -5.4..8.1 | Will there be multiple vendors awarded for each CLIN? I know section E.11 says that government may make up to eight awards, but my question is to see if the government will award a single line to multiple vendors? | One brand name or equal award group may be awarded to multiple vendors. |
| Price/Cost Schedule - Delivery requirements - 5.6.4 | I just want to verify that any orders received to deliver to an alternate destination will not be authorized to have any additional fees added for the shipment? This will include shipments to a residential address for direct to patient shipments? | There are no additional fees added for shipment to alternate location (Veteran homes). |
| Order Limitations - C.3.B.2 | At times there are orders that exceed the amount of $150,000.00. Can that dollar threshold be increased in order to cover the needs of facilities? | Limit increased to $500,000. See 52.216-19 Order Limitations for details. |
| Service Level Agreement Fee | Is the amount of 3% for the SLA for each item awarded correct? Similar types of fees are .05%. Three percent seems to be quite high for this type of fee. | The SLA fee is applied at the contract line item level. |
| Service Level Agreement Fee | The NAC requires all products that are on a vendors' GSA schedule contract to pay a quarterly industrial funding fee, IFF. Is a vendor required to pay both the SLA and the IFF if a product has been awarded to a contractor that has the product on both of the contracts? | GSA IFF is not applicable to this acquisition. The only fee applied is the SAC Service Level Agreement (See SAC 16-01 SAC Service Level Agreement Fees and Submission of Quarterly Sales Reports; Open Market for details). |
| Attachment B | Some of the manufacturers currently have products that are being offered and sold to VA hospitals that are not on your list of items that you are requesting information. Can the list be updated to include the other offered products? | The question is still under Government review and any revisions will be made via amendment to the solicitation. |
| Volume 1- Technical | Can the government provide a sample letter of supply that will outline the minimum requirements to make the letter valid? | See Attachment E - Sample Letter of Supply for details. |
| Volume 1- Technical | Each manufacturer has many "Authorized Distributors". Can the terminology in this section be changed to "Authorized Government Distributor"? This will help the government to quickly identify the possibility that a quote submission does not contain "Grey Market" items. | Terminology revised. See solicitation for details. |
| Volume 1- Technical | For both letters that the government is asking to be furnished with a bid submission, is there a timeframe in which the letters have to be dated from the date of submission? Example would be 30 days prior to the date of submission. | The letters have to be dated within 60 days of the offer due date in the solicitation. |
| B2 | CAN THIS SOLICITATION BE AMENDED TO INCLUDE SMALL BUSINESS CONCERNS AS WELL AS SDVOSB? | This solicitation is set-aside for VOSB. This includes SDVOSB business concerns. |
| 3.5.1 | CAN WE ADD ADDITIONAL PRODUCTS TO THIS PRESOLICITATION? | The question is still under Government review and any revisions will be made via amendment to the solicitation. |
| E-14 Evaluation Factors | To award an IDIQ contract valued at over $281M of IDIQ contracts without any past performance evaluation is an unnecessary risk for the VA. | While the CO determined past performance need not be evaluation factor in this solicitation. Offerors are required to demonstrate corporate capability. |
| 5.6 Delivery Requirements | The RFP page 18, paragraph 5.6.4 calls for 7 day standard delivery, and 3 day expedited delivery for alternate delivery to a veteran. There is no specified time for standard delivery to VA facilities (CONUS and OCONUS). |
| Question: What delivery time requirements should be the basis for IDIQ pricing? | Standard deliveries shall be made within 7 business days after receipt of a delivery order and alternate delivery shall be made within 3 business days after receipt of an delivery order. | ||
| E.13 Letter of Supply | The Letter of Supply is not required to have a list of products to which the letter applies | See Attachment E - Sample Letter of Supply for details. | |
| E.13 Authorized Distributor | The Authorized Distributor Letter is not required to identify the contract number or state that the distributor is authorized to supply the products to the VA | See Attachment F - Sample Authorized Distributor Letter for details. | |
| 36C10G18R0093-004.xls | A review of the four Award Groups in the Price Schedule document 36C10G18R0093-004 and provided comments and suggestions. Our review has identified a few areas that require updating.
