The solicitation is issued as a firm-fixed-price (FFP) contract with a proposal due date extended to Thursday, September 10, 2026, at 4:00 p.m. PST, with electronic submissions sent to 003C4C.acquisitions@va.gov. Liquidated damages are set at $408.07 per day. The project includes replacing control valves on steam heating coils per drawings, electrical panel replacement (Panel EM and Panel MDP with 800A 3-phase main breaker), fire alarm system programming and testing through SecureCom per specification 28 31 00, and removal of contaminated soil from pipe insulation in the crawlspace per specification section 02 82 11. The contractor will act as general contractor and is responsible for circuit tracing for electrical panels (accurate as-built documentation does not exist), developing a phasing plan with outage dates, and coordinating with VA operations. Building 11 has an existing metal roof that will not be replaced. Key personnel requirements include resumes for Project Superintendent, Project Manager, CQC System Manager, and Site Safety and Health Officer; the CQC System Manager requires either a bachelor's degree in engineering/architecture/construction management with four years' construction experience (including one year as QC representative), or eight years' construction experience in related work with one year as QC representative.

Electrical outages lasting longer than 8-10 hours must be spread across multiple days, with coordination required between the contractor, Contracting Officer Representative (COR), medical center, and affected services. TB screenings are not required for onsite workers. A pricing schedule will be included in the solicitation amendment, and price will not be rated but will be a factor in establishing competitive range and making best value award decisions, evaluated for reasonableness per FAR 15.404-1. No additional site visits beyond the initial walkthrough are available for contractors.

B11 Seismic Retrofit and Renovate Laundry
1. Do you want to replace control valves on the steam heating coils in Building 11?
Response: Drawing M-111 references detail 2/M-501 for steam and condensate piping.
Detail 2/M-501 shows a new control valve, steam traps and other fittings. Steam heating coil schedule includes control valve pressure drop and steam flow rates. Provide new control valves per drawings.
2. On page 17 of solicitation, it says the proposal is submitted electronically, EXCEPT for the Bid Bond. Does this mean an electronic copy is not acceptable? If not, where do we send it?
Response: An electronic copy is acceptable, and may be sent to the following e-mail:
003C4C.acquisitions@va.gov
3. From page 6 of solicitation to page 33, at the very top of the page is says “653-105- Seismic Retrofit & Renovate B13 Warehouse.” This is incorrect and should say 653-107- Seismic Retrofit & Renovate B11 Laundry.
Response: This is a heading error and has been corrected by the solicitation amendment.
4. Page 49 of 92 on the solicitation it states liquidated damages of $408.07 per day. We have never had to pay liquidated damages on a VA project, more specifically the Roseburg VA. Is this amount correct and how will we ensure the VA operations don’t affect the contractor from finishing on time. It’s our understanding that these buildings will remain occupied.
Response: The liquidated damages is a prescribed FAR clause that is rarely assessed but necessary.
5. Who do we send our electronic bid to? Michelle Belkot, Andrew Page, or just to 003C4C.qcquisitions@va.gov ?
Response: Send bid to 003C4C.acquisitions@va.gov by September 4th, 2026, at 1:00 p.m.
6. Can excavated material in crawlspace be left and spread out evenly?
Response: Contaminated soil from pipe insulation is present in the crawlspace under building 11. Follow specification section 02 82 11 for requirements of removal of ACM/Dirt floors.
7. I don’t see a pricing schedule in the documents.

5. PRICE EVALUATION
i. Price will not be rated but will be a factor in establishing the competitive range prior to discussions (if held) and in making the best value decision for award of any resultant contract(s). It will be evaluated for reasonableness as well.
ii. Pricing shall be completed and submitted on the Pricing Schedule attached with the solicitation. The pricing shall be representative of the work to be completed for this project and shall be binding for the full term of the contract. The Government will perform a price analysis on all proposals. Price analysis will be performed in accordance with FAR 15.404- 1, to determine fairness and reasonableness. Historical price information, competitive price information, the Independent Government Estimate (IGE), or any other pricing tool as necessary will be utilized in this analysis. The evaluation will determine the extent to which the price proposal is consistent with the requirements of the RFP. Offerors are advised that any offer wherein pricing is deemed unfair or unreasonable will be rendered ineligible for award.
Response: Pricing schedule will be included in the solicitation amendment.
8. This solicitation is being issued as a Design-Bid-Build procurement (Reference Revolutionary FAR Overhaul Subparts 36.1 and 36.2. One Firm-Fixed-Price (FFP) contract will be awarded.
My understanding from the walkthrough is that this is a proposal only and is not pricing evaluation provided?
Response: Price will not be rated but will be a factor in establishing the competitive range prior to discussions (if held) and in making the best value decision for award of any resultant contract(s). It will be evaluated for reasonableness as well. Please refer to page 31 of the solicitation.
9. Is the intent that we identify subcontractor/trade partners now for the proposal? Or is the intent that we are proposing as the general contractor, working with your team, and then bidding the project out to subcontractors like we typically would on a negotiated public works project? It’s an important question because if we need to show specific trade partners now, that modifies how we approach our write-up to this proposal.
Response: Proposing as the general contractor.
10. What manufacture of composite tile would you like on roofs. Also, just pitch roofs on building 11 not flat roof outback.
Response: It is not the intent of this project to replace the roof on B11.
11. Is access available to return to the site for further review of the onsite conditions?
Solicitation: 36C10F26R0082 RFI Response Page 3 of 6
Response: No additional site visits will be available.
12. We need to revisit the sites in order to further review the existing site conditions.
There will likely be additional questions that arise after a 2nd site visit. Can the deadline for RFI's be extended to allow time for this?
Response: The RFI period was extended. No additional site visits will be available.
13. Sheet EP621 of the Bldg. #11 Plans indicates that we are to replace Panel "EM" but there is no panel schedule for Panel "EM". Can something be provided?
Response: Accurate As-Built documentation does not exist. Please include circuit tracing in bid.
14. Panel MDP is shown as an MLO panel on the one-line but as having a Main Breaker on the panel schedule. Is this supposed to be a Main Breaker or MLO Panel?
Response: Provide an 800A=3P Main Breaker.
15. Specifications calls for TB Screenings before working onsite. Is this required for all workers onsite?
Response: No, TB screenings are not required.
16. Can you let us know who the manufacturer(s) are for the cart wash and folding machine equipment per detail F5 on AD111. “GC shall have the manufacturer remove and reinstall”
Response: Folding machine:
