Factor 3, Corporate Project Experience, is revised as follows: The requirement that “the project shall have been completed within three (3) years prior to the date of issuance of the RFP” is now changed to “the project shall have been completed within five (5) years prior to the date of issuance of the RFP.”

General
1. Contractor is not locating instructions on how to submit items that would typically be part of a “Price Proposal” such as pricing, a completed SF1442, acknowledgement of amendments, reps and certs, bid bond, etc. Please clarify what items are required to be submitted and how they should be submitted (in a file along with Factors 1-4, a separate file, etc.)?
The price proposal should include all required pricing documents, a completed SF1442, acknowledgment of amendments, representations and certifications, and any required bid bonds. These documents should be submitted as a separate file from Factors 1-4.
2. Confirming that pricing is to be submitted as 1 grand total and no breakdown or pricing of individual work items is required?
Offeror shall submit separate prices in accordance with the attached price proposal document.
3. Is there a requirement for turf watering, establishment, and/or maintenance? Work item #29 clearly calls for sod and a maintenance period, but the other work items do not address this.
All lawn and planting restoration must be maintained in accordance with Item #29, which includes a maintenance period. The extent of restoration will be determined by the contractor’s means and methods.
4. Is there a particular type of grass seed that is desired?
The required grass seed is Heartland True Tall Fescue Blend or an approved equal.
5. In areas where turf will be disturbed and is not directly addressed in the Scope of Work, should the contractor Seed & Straw or is Sod required?
Sod shall be installed.
6. What will be required for submittals?
Submittals are required for materials including, but not limited to, paint, conduit, irrigation systems, electrical material and equipment, water main pipe, asphalt, concrete, and pavement markings. Additional specifications will be provided as necessary.
7. What will be required for a warranty?
A standard one-year material and workmanship warranty will apply.
8. What will be required for contractor supervision, quality control, and safety?
These requirements are covered in the attached specification sections, which should be reviewed as part of the solicitation documents.
9. Is work within manholes considered confined space? What are the VA’s safety requirements for this work?
Work within the three manholes designated for partial demolition can be performed with two means of egress, similar to an excavation. Access into active steam or chilled water manholes shall be considered confined space work and must comply with VA safety regulations.
10. Contractor has diligently worked on this solicitation to date, but unfortunately, due to the nature of this project and the lack of plans and specifications, the contractor expects more important questions relating to the scope of work to arise. Will the VA please consider extending the cutoff for questions?
The VA extended the deadline for request for information from 31 January 2025 to 3 March 2025. Refer to Amendment 0002.
11. Will the VA please consider extending the proposal due date to allow offerors time to adequately price the project based on the responses to the submitted questions?
The VA changed the proposal due date from 10 February 2025 to 14 March 2025 to allow offerors adequate time to price the project based on the responses provided. Refer to Amendment 0002.
12. Factor 3, Corporate Project Experience, has a time limitation of three (3) years for the example projects. That is a very restrictive requirement. Will the VA please consider extending the time period to a minimum of five (5) years?
Factor will be changed from three to five years for the example projects.
13. For the sections of handrail that are to have toe rails added to existing, our railing contractor requests the option of removing the existing railings, adding the toe rails at their shop, and then re-installing the railings. Is this acceptable to the government? If this is done, what temporary measures need to be incorporated while the railings are removed?
Answer: The contractor may remove east half or west half of the handrails south of the main Building 1 entrance and add the toe rail in the shop. The contractor will be required to maintain one side or the other south of the Building 1 main entrance. The other hand rail sections will need to be replaced by a temporary handrail of equal strength, size, and dimensions when removed to have the toe rail installed.
Work Item #3
1. What are the testing requirements for the new 8” water line? Pressure? Bacterial?
The Medical Center requires a two-hour pressure test and two bacterial tests at the Building 1 and Fisher House locations.
Work Item #9
1. Should the contractor plan on replacing the valve box?
Yes, the existing valve box must be replaced due to damage in the uneven asphalt pavement.
Work Items #14 and #37
1. Confirming there is no work item #14 or work item #37?
There are no Work Items numbered 23, 25, and 37. However, Work Item 14 pertains to installing edging and mulch around flagpole bases and in-ground lights.
Work Item #15
1. Is the VA wanting the void between the new curb and existing asphalt filled with concrete or aggregate?
If there is a gap between the new or old concrete curb, it may be filled with concrete up to two inches below the top of the asphalt. The mill and overlay asphalt will then fill in the remaining two inches.
1. A detail was included for a handicap ramp with detectable warning pavers. Is this part of the scope of work for item 15? If so, where? Dimensions?
There are no handicap ramps or detectable warning pavers included in Work Item #15.
Work Item #18
1. Please clarify the quantity - 100, 63, 60?
The contractor must install 100 new custom-engraved pavers within the existing band of engraved pavers.
Work Items #20 and #28
1. Can the VA provide more details / specifications for the materials required for these work items?
The VA will provide additional material specifications as needed.
Work Item #27
1. Confirming that there are 19 manholes that each need 2 support brackets installed?
17 manholes require 2 support brackets each.
1. Can a detail be provided for the support brackets discussed in work item #27?
A bracket detail will be provided; however, field measurements and shop drawings will still be required.
1. Work item #17 states “Brackets to be L8x4x1/2 galvanized angle iron welded together w 4 each 5/8-inch anchor bolts per bracket with 4-inch depth of embedment per anchor bolt.” What is to be welded together?
The bracket detail will specify how the L8x4x1/2 galvanized angle iron is welded together, along with four 5/8-inch anchor bolts per bracket with 4-inch embedment depth.
1. Contractor is interpreting this work item to include inspecting the anchors on all 19 manholes, epoxying any cracks that are found, and replacing anchors as necessary? Contractor is uncertain how to quantify this work for the bid.
The VA will revise the work description for clarity regarding anchor inspections, epoxy crack repair, and replacement requirements.
Work Item #29
1. Plan shows to remove existing pipes 1’ outside of the structures before backfill. Is it safe to mechanically excavate outside of the structures due to existing utilities? Or will this be a Hydro excavation?
Hydro-excavation should be used to safely clear the area of existing utilities before backfilling.
Work Item #38
1. Can the government please provide the square footage of wall that requires the removal of the existing epoxy wall coating and replacement with spray-on acoustic plaster?
The total square footage is 3,400 SF.
1. Is this work just on the walls? Is any of the work overhead?
The work is limited to walls only; no overhead or ceiling work is required.
1. Are there any expansion joints in the walls to receive spray-on acoustic plaster? If so, how is that to be addressed during installation?
No existing expansion joints are present. Installation joints may be added per the coating manufacturer’s recommendation.
1. Is the spray-on acoustic plaster to be all one color, or striped as shown in the photos?
The spray-on acoustic plaster should be applied in a striped pattern as shown in the provided photos.
1. Is the spray-on acoustic plaster to be painted? Dyed?
The spray-on acoustic plaster must be dyed or painted.
1. Note states “Multiple Photos but not all of the failed locations inside the pool.” How many rooms are involved?
The work will take place in two rooms—the pool area and the connecting hallway.
1. Do all of the walls that are to receive the spray-on acoustic wall panel have CMU block underneath the existing surface?
All walls receiving the spray-on acoustic plaster are constructed of CMU block.
1. The provided photos are zoomed in and the contractor is struggling to get a bearing on the quantity of work and the area in which the work is to be performed. Can photos be provided to show elevation views of the walls to receive this spray-on acoustic plaster?
The VA will explore the possibility of providing additional photos showing elevation views for better clarity.
1. What is the thickness of the existing epoxy wall coating system? Is it different than the thickness of the proposed spray-on acoustic plaster? The reason for the question, is I am trying to determine the full scope of work. Are items such as the flooring, trim, doors, windows, electrical, controls, wall penetrations, etc. going to also be impacted?
The thickness of the existing epoxy wall coating and the new spray-on acoustic plaster is similar. Perimeter elements such as flooring, trim, doors, windows, electrical, controls, and wall penetrations will not be impacted.
1. Confirming that the photos showing the “New Wall Coating to be install after the old wall coating has been completely removed.” are from a different facility as the other provided photos?
The reference photos of the new wall coating were taken at a facility in Tampa, Florida.
