Amendment 0003

1. Question

It appears that drawing sheets AE-206 and AE-207 are missing. For estimate purposes, please provide drawings in full scale.

Government’s Response

AE drawings A-206 and A-207 do not exist. Any reference to these drawings on the documents will be revised. References on CLIN items 002 and 003 in specification 01 00 00 will be revised accordingly. For CLIN 002, refer to AE201 and AE 202 and any other related detail on the civil and structural drawings. For CLIN 003 refer to drawing AE190.

2. Question

Drawings included on amendment 001 are not in scale. For estimate purpose, provide full scale drawings.

Documents provided under amendment 1 are appendices relating to Phase 4 existing garage as-built drawings intended for reference and coordination only. All documents contained in this volume 4 are properly scaled. Please specify what documents exactly were found without scale that are needed for the estimation effort of Phase 5 Garage Addition.

3. Question

Which Labor Insurance will apply to this project? Work’s men compensation or local F.S.E.

(Fondo del Seguro del Estado)?

Labor laws and related acts requires all employers to secure compulsory insurance to cover employees' work-related accidents or illnesses. This insurance is entirely employer-funded and can be provided only by the State Insurance Fund corporation (SIF) unless otherwise directed by the local jurisdiction's law.

4. Question

Please confirm that the minimum wage of $10.80 is applicable to this project, even though page 91/111 of the RFP refers to Heavy and Highway Construction Project.

EO 13658 is not applicable to Puerto Rico. VA will correct reference and include applicable minimum wages to Puerto Rico in accordance with FLSA and Davis Bacon Act.

5. Question

Page 23/111 of the RFP indicates that the Construction Quality Control Manager shall have a minimum of 5 years construction experience, and has to be a graduate engineer, graduate architect or graduate in construction management. Notwithstanding, Spec Section 01 45 00

(page 5) indicates that the CQC Manager is required to have a minimum of 10 years of post -tensioned design and construction experience and also be certif ied by the PTI as Level 2 unbonded post-tensioned inspector or be a licensed Professional Engineer. Please clarify.

Refer to 01 45 00 para. 1.4 for CQC minimum qualif ications required. Solicitation document page 23 will be revised to be consistent with 01 45 00. Replace paragraph, "Contractor

Quality Control Manager with a minimum of five (5) years construction experience on construction work of a similar size and complexity to VAMC San Juan, PR Phase 5 Parking

Structure. The CQC System Manager is required to be a graduate Engineer, graduate

Architect, or a graduate of Construction Management" with "The Construction Quality

Control (CQC) System Manager is required to be a graduate engineer or graduate architect with a minimum of 10 years of post tensioned design & construction experience on projects similar to the scope and complexity of this Contract and certif ied by the PTI as level2 unbonded post-tensioned inspector, or a licensed Professional Engineer (PE) in the common wealth of PR with 5 years of minimum experience with Post-Tensioned design and construction."

6. Question

General Requirements Spec Section 01 00 00 (page 3), paragraph 1.5, C.1 (Construction

Security), makes reference to the requirement of one (1) unarmed guard at the project site, 24 hours a day, 7 days a week after construction hours. Please confirm that during the weekdays and/or during any day of the weekend that work is being performed, an unarmed guard will only be required for the period of time that the project remains closed (which is not the same as 24/7).

Security requirement will be revised as follows: "Provide one (1) unarmed Security guard, at the project site, during construction hours only."

7. Question

Paragraph 2.2 & 2.3, spec section 03 30 00 (CAST-IN-PLACE CONCRETE) make reference to Fly Ash. Notwithstanding, Table I (Concrete Strength, W/C Ratio and Air -Entrained Data) does not include the requirement of Fly Ash. Please confirm if Fly Ash is required in the concrete mix and percentage. If required, please also confirm that Slag can be used in lieu of Fly Ash.

Fly ash limits were provided on 03 30 00 para 2.2.B. Limit percentage, by weight, of f ly ash in concrete to 20 percent. Table 1 has nothing to do with the fly ash requirement. Slag cannot be used in lieu of fly ash.

8. Question

Plants and sections do not identify where the traffic coating occurs. Please confirm if all levels will require traffic coating per Specification 07 90 20.

Refer to AE 602, SB 107 and SB 104 for traffic coating locations.

9. Question

Standard Form 1442 item 10, sub item 11 specifies “11. CONTRACTORS WILL BE

REQUIRED TO ELECTRONICALLY SUBMIT PROPOSAL BY EMAIL TO THE

CONTRACTING OFFICER. BID BOND shall be included in emailed proposal and original bid bond mailed to address in block 8 by the proposal due date and time.”, but item No. 13

ADDITIONAL SOLICITATION REQUIREMENTS specifies “Sealed offers in original and 5 copies (BY MAIL) to perform the work required are due at the place specified in Item 8 by

2:00PM EST (hour) local time 09/11/2020 (date). If this is a sealed bid solicitation, offer must be publicly opened at that time. Sealed envelopes containing offers shall me marked to show the offeror’s name and address, the solicitation number, the date and time offers due.”

Please clarify.

Delete sentence," BID BOND shall be included in emailed proposal and original bid bond mailed to address in block 8 by the proposal due date and time,." and replace sentence with

"BID BOND shall be included in emailed proposal by the proposal due date and time." Bid

Bond is no longer required to be mailed. This solicitation is not a Seal Bid. This solicitation is an RFP as indicated in Item 2, TYPE OF SOLICITATION. The RFP is due by the specified date and time.
