OFFERORS ARE ADVISED THAT IN ACCORDANCE WITH FAR 15.306(a)(3) and FAR 52.215-1, THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND MAKE AWARD WITHOUT DISCUSSIONS. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. Responsibility determination will be made in accordance with FAR 9.1, Responsible Prospective Contractors. | |
| B. | Technical Evaluations - All technical factors (other than cost or price) when combined are approximately equal in importance to cost or price. Technical criteria and weightings are as follows: Project Personnel Experience is more important than Technical/Management Approach, which is more important than Corporate Project Experience, which is more important than Past Performance, which is more important than Schedule. Offerors are advised that proposals may be rated lower or considered unresponsive if any of the information requested in the technical proposal requirements listed in paragraph C.3 is not provided. Technical factors are listed below (Technical Proposal Requirements as well as the Basis of Evaluation for each can be found in Section III, paragraphs C3.A.1. thru C3.A.5.) | |
| Factor 1: Project Personnel Experience | ||
| Factor 2: Technical/Management Approach | ||

4. Factor 4 - Past Performance:
a. Submittal Requirements: The offeror shall demonstrate performance on relevant past projects by providing complete General Contractor Reference forms for each example project (under Corporate Project Experience), with accurate point of contact information. In addition to considering all other information available to the Government on the Offeror’s past performance, the evaluation panel will evaluate the information supplied by the offeror on these forms, in response to this solicitation, including contacting the owner’s point of contact supplied for projects submitted under Corporate Project Experience to determine:
1. Presence and character of any cost growth
2. Presence and character of any schedule growth
3. Client overall satisfaction with project: Contact persons will be asked:
a. Does the project fulfill the requirements of the client’s stated function?
b. Does the project require unexpected maintenance activity?

5. Factor 5 - Schedule:
a. Submittal Requirements: The offeror shall provide information on his proposed plan for executing the work in the time allocated for the contract. Proposal shall:
1. Identify name, address, phone number of proposed schedule consultant, if any (include resume for individual who will prepare all schedule submissions).
2. Provide proposed schedule in a time scaled bar graph format. The horizontal axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. The vertical axis will show the milestones and major portions of the contract work. All schedule items will show a start date and a completion date. The detailed schedule will indicate specific tasks with dates for each step of the process including:
a. Construction Period: Mobilization; submission, review, and approval of key submittals and notices; abatement and testing activities; demolition method and sequencing; excavation, removal, and disposal of buried construction; procurement and installation of equipment; provisions for overtime or shift work; utility interruption notices and associated outage durations; excavation, installation, testing, and backfill for site utilities; backfill and grading; parking, paving, sidewalk, and roadway completion and realignment including temporary re-routed Medical Center vehicular and pedestrian routes; testing; preliminary and final inspection(s); punch list completion; closeout submittals. Show relationships between these activities and durations.
3. Provide a narrative to explain the proposed general project delivery schedule. The Offeror shall specify:
a. How much allowance has been made for bad weather in the schedule
b. The days of the week and the hours of construction operations during each sequence of the work
c. The percentage of contract completion that will be achieved at the end of each month of the contract.
4. Short Schedules - Short schedules will not be accepted and will be evaluated unfavorably. Critical path activity durations shall total the number of days indicated on Standard Form 1442, Construction, Offer and Award (Construction, Alteration or Repair), and in section I, paragraph A.2.C. and D. This duration shall establish the contract completion date (see preceding paragraph C3.A.5.a.3)d) for definition of “completion” as it relates to duration) and assessment of liquidated damages (see FAR 52.211-12 Liquidated Damages – Construction, Sept 2000).
b. Basis of Evaluation: This factor will be evaluated based on how reasonably and realistically the proposed schedule captures and addresses key elements and project phasing with respect to conditions and requirements indicated in the RFP and how effectively it demonstrates a successful approach to completing all the work of the contract in the time allotted for performance.
