The purpose of this amendment is to:

1. Post vendor questions and VA responses.

NOTE: All responses are in bold.

Question 1: Is there an incumbent? If so, what was the solicitation number and award price?

Answer 1: Yes there is an incumbent. Award was made to Prescient Technologies, LLC, 43076 Candlewick Sq., Leesburg, VA 20176, on 3/6/2018, in the amount of $200,000.00 (POP 3/15/2018 – 3/14/2019). The solicitation number was 36C10E18Q0083.

Question 2: Reference Section 7 of the SOW - Place of Performance, where it states that “The Contractor shall support this effort at an approved contractor facility.” What does this mean?

Answer 2: The above sentence has been changed to the following: “The contractor is responsible for the locations in which translators are performing translations, and shall ensure that all VA Documents are received, secured, stored and protected from loss of data or privacy while in translator possession.”

Question 3: Reference Section 4.2 of the SOW. What is required for background info on linguists at time of award? Do we need to provide background info for all the languages or only the ones specifically called out in the CLINs?

Answer 3: If you are referring to background information showing capability and skill of individual interpreters at the time of award, this is not a requirement. Please refer to the Addendum to 52.212-2 in the solicitation for an explanation of information that must be included in the quote (technical and past performance) to be used for evaluation purposes. If you are referring to any information that may be required for background investigations for each individual interpreter, please refer to section 15.2 of the SOW, for details regarding the Contractor Responsibilities.

Question 4: Can you provide several pages of representative samples of translation? (excluding any HIPAA/PII, of course).

Answer 4: We do not have any sample packets to provide and each request varies depending on the situation. For example, one case may only require a few words on a single page translated while another case may require 100 pages of medical records translated.

Question 5: What is the anticipated volume and frequency in terms of individual shipments and pages per task order?

Answer 5: It will vary depending on the volume of requests received.

Question 6: Will the material be in PDF or MS word or will there ever be hardcopy requiring scanning?

Answer 6: The vast majority of documents will be in PDF format. In very rare occasions a hard copy may be required. We have not submitted any paper hard copy in the last two years.

Question 7: Will the government consider reimbursable ODCs for shipping since we have no idea of the volume? Specifically, the costs for shipping, CDs or USB thumb drives.

Question 8: Will invoicing be through the Tungsten system?

Answer 8: No, invoices must be emailed monthly in arrears to the VA points of contact listed in Section B.1.4. of the solicitation.

Question 9: Reference Section 3.4 of the SOW: Does the 5-7 business day turn-around time include shipping time?

Answer 9: The shipping time will not count provided package is sent VIA overnight or 2-day shipping.

Question 10: Does this solicitation allow the prime to team with a key-subcontractor to perform translation services?

Answer 10: A subcontractor can be utilized as long as you can still comply with the limitations on subcontracting as defined in 13 CFR 125.6.
