The purpose of this amendment is to:

1. Post vendor questions and VA responses.

NOTE: All responses are in bold.

Question 1: Can a contractor be awarded if they provide only some of the exotic languages listed and not all? Meaning if a contractor can offer all of the core languages priced out per line item on the pricing sheet, but in the “all other exotic languages” line item cannot fulfill some of the languages called out in the bid, can they still apply?

Answer 1: Yes, the contractor can still provide a quote. The contractor must be able to provide translation services for all languages listed in CLINs 0001AA – 0001AF (and follow-on option year CLIN). The ability to translate all other languages not listed in these CLIN (as shown in section 4.2 of the SOW) is not required at the time of contract award, but should the need arise, the contractor must be able to obtain and provide these services (possibly through subcontracting, partnering, etc.).

Question 2: What is the typical volume in words that the vendor will receive for a 5-7-day turnaround?

Answer 2: Approximately 100,000 words. Please note this is a high estimate as the word count changes weekly based on the work received.

Question 3: What is required of a “progress report”?

Answer 3: A progress report would indicate timeliness and error rate (i.e. pages incorrectly or missed translations).

Question 4: What are the typical types of changes that occur during the client review step? Implementation of preferential changes after a translation is completed takes time and can be considered an additional service outside of translation. If the types of changes are preferential, are we permitted to charge an hourly rate for the post-client review verification? Or, should that be built into our per word rates?

Answer 4: The typical types of changes that occur during the client review step are that the translation is not submitted in the correct format or the translations are unclear. Very few changes are usually required, and they are normally corrections for which no additional charge should be made.

Question 5: For the handling of the translations, is it to be assumed that we would mail our linguists the documents for translation, as well, or have our translators work in-house with the physical files?

Answer 5: The document will be transferred to the contractor on an encrypted CD. The file can then be sent physically (printed and mailed via tracked mail), electronically via encrypted e-mail, or shared on a “Dropbox” type system as long as the system meets HPPA and GDSM requirements. Translators do not have to work in house.

Question 6: For calculating the word count, is it assumed we would do this manually? Or, are we allowed to scan the documents and use Optical Character Recognition software to determine the word count?

Answer 6: If the word count is accurate then either method is fine.
