Questions and Answers 36C10E18Q0135 A00001
NOTE: All responses are in bold.
Question 1: Will another site visit be possible?
Answer 1: Not at this time. The VA has offered two site visits for this project which should be adequate for quote preparation purposes.
Question 2: Please note existing condition, age, CIP slab thickness, level of acceptable noise when preparing surface, and accessibility.
Answer 2:
o Condition – Normal wear and tear o Age – the building is 10 years old o CIP slab thickness – 4” o Level of acceptable noise – It is anticipated that the majority of the work will not produce enough noise to disrupt others in the building, so it can be accomplished during normal business hours (6am-6pm). If any part of the work (such as the cleaning of the floor) is going to produce noise disturbance it would be required that this work be done after 6pm. All work and times will be coordinated in advance with the COR. Section 2.5 of the SOW has been revised to reflect this change.
o Accessibility – there is an elevator available for the movement of equipment.
The weight capacity of the elevator is 4500 lbs. and its dimensions are 10x6.
Question 3: Please note the general end use of finished floor? Traffic type?
Answer 3: The space will be utilized as office space, with standard traffic.
Question 4: What is the scheduled completion date for topping and moisture mitigation coating of topping?
Answer 4: Within 20 days after receipt of Notice to Proceed (NTP).
Question 5: Will cove base removed be included in the prep?
Answer 5: Yes, the contractor is required to remove the cove base.
Question 6: Will all utilities, electric and water be supplied by the owner?
Answer 6: Yes. In accordance with FAR Clause 52.236-14, the Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract. The Contractor shall carefully conserve any utilities furnished without charge.
Question 7: Will negative air handling equipment be provided by the Government or the General Contractor?
Answer 7: The General Contractor.
Question 8: Is the current air handler for this floor isolated?
Answer 8: Yes.
Question 9: What is the approximate LF of crack repair and size of the cracks? Bid as LF or lump sum?
Answer 9: The exact linear foot number for the length of cracks in the floor is unknown, but to ensure equity of quotes for all contractors, the VA asks that all contractors provide pricing under the assumption that there is 1,000 linear feet of cracks requiring repair. If it is later determined that additional linear footage of cracks exist, a contract modification will be completed.
All Offerors must submit the Price Breakdown Worksheet (or something similar) with their signed quote. Offerors shall provide a complete price breakdown in sufficient detail to permit a complete analysis of labor burden, materials, equipment, transportation, supervision, disposal costs and overhead and profit and shall cover all work involved in the contract.
Question 10: What is the spec on flatness? Overall tolerances?
Answer 10: The American National Standards Institute (ANSI) Specification for the Installation of Ceramic Tile stipulates that deviations in sub-floor flatness should be no greater than 1/4" in 10' (Ref. ANSI A108.02 – 4.0 / 4.1.4.3.1).
Question 11: Is a crack isolation mat required?
Answer 11: No.
Question 12: Will mechanical stud or pins be required?
Answer 12: No.
Question 13: Please confirm LF of cove base to be removed.
Answer 13: Approximately 500 LF.
Question 14: Please confirm treatment at base of wall. Will forming be required to isolate wall from the new topping, or will the topping terminate at the wall, base plate, drywall, or other?
Answer 14: Feathered at wall.
Question 15: Please confirm material quantity based on 14,500 SF at approximately 1” average depth.
Answer 15: Please note that the SOW has been revised to change the 1” average depth, to a minimum of 3/8” thickness. Both sections 1.2 and 2 have been revised to reflect this change.
Question 16: Is the area to be worked on wide open? Are there any details on obstacles, level changes, or special requirements at any locations?
Answer 16: There are nine (9) columns in the space. Each column is approximately 18”x18”.
Question 17: Can we have an exterior pump truck onsite? Is it okay to mix, elevate/pump topping from exterior, or are we required to mix on the 3rd floor?
Answer 17: Yes, the contractor can have an exterior pump truck onsite as long as it coordinated in advance with the COR. Yes, it is okay to mix, elevate/pump topping from exterior.
Question 18: Will material be able to travel up the elevator to the 3rd floor or will other methods be required to elevate the material?
Answer 18: Yes, material will be able to travel up the elevator to the 3rd floor. Please reference the response to Question #2 for details regarding weight and size restrictions.
Question 19: Please verify the detail for stair and elevator floor thresholds and transitions?
Answer 19: Leveling compound can be feathered to the thresholds and transitions.
Question 20: Can we use a primer and moisture mitigation as a single product or are you requiring a moisture barrier to be applied to the topping after placement?
Answer 20: The thin coat of epoxy will act as a sealer and the leveling compound will then prep the floor for owners use. In accordance with ASTM F2873 – 13 Standard Practice for the Installation of Self-Leveling Underlayment and the Preparation of Surface to Receive Resilient Flooring an effective moisture remediation system has been installed beneath the surface of the self-leveling underlayment. A primer and moisture mitigation can be used as a single product and the VA does not require that a moisture barrier be applied to the topping after placement.
Question 21: The SOW calls for a minimum of 1” thickness in the entire room. The cementitious self-leveling underlayment is designed to be installed no thicker than 1”, not a minimum of 1” as specified in the SOW.
Answer 21: This requirement has been changed in the SOW to read 3/8”. Both sections 1.2 and 2 have been revised to reflect this change.
Question 22: Installing the 6” cove base prior to the installation of the finished floor does not make sense, as the cove base should be installed after the finished floor.
Answer 22: This requirement has been changed in the SOW (reference section 1.2). The contractor is still required to remove the cove base, but they are not required to replace it.
Question 23: There are many issues with applying the floor leveling system as requested. If the building were out of level even as much as an inch as stated in the SOW, one would never notice this minimal amount across the 120 foot distance from one end to the other. Any reasonable person would consider this as close to level as necessary. Also, you will have a whole new set of problems; you will have a 1” lip at all entrances, the elevator, steps, etc.
Answer 23: Please see answer to 10. Please be sure to see revised SOW sections 1.2 and 2.
