EVALUATION FACTORS: Comment by Adams, Richie, VBAMONT: Are the evaluation factors part of the SOW now? Also included experience with technical. Evaluation factors listed look good to me. Comment by Hainey, Jacalyn T., VBAVACO: That is up to you, if you want “best value” where price is not the most important factor, and you evaluate all offers -you need them. If you want “price only” no factors are needed but you take lowest priced proposal with minimal vetting
A. Purpose:
The purpose of this Evaluation Plan is to establish the method that the Government will select a Contractor in providing VBA Montgomery Regional Office Air Handling Replacement. Evaluations of proposals will be utilized in determining the proposals that appear to meet the technical requirements with minimal risk to the Government.
B. Evaluation Procedures:
1. The Contracting Officer will conduct an initial compliance review for each proposal submission after the closing date and time of the Request for Proposal (RFP) due date. This initial compliance review by the Contracting Officer shall determine the basic adequacy of each proposal submission before distributing to the Government Technical Point of Contact (POC)/Contracting Officer’s Representative (COR). Failure to provide a complete proposal as required by the RFP solicitation may result in proposal being removed from further consideration for award.
2. Noncompliance with the RFP solicitation requirements may raise questions regarding the technical, cost, and/or past performance of the potential contractor and may be grounds to eliminate proposal from consideration for award. Failure to include all information requested in the RFP solicitation may adversely affect the evaluation. Proposals that merely reiterate or promise to accomplish the requirements of the RFP solicitation will be considered unacceptable. Proposals that are complete and sufficiently documented will be efficient for the Government to understand, which will enable the Government to perform thorough and fair evaluations.
3. The technical evaluator (Government Technical POC/COR) shall review, evaluate, and document whether a Proposal is acceptable or not acceptable in accordance with evaluation factors.
4. The Contracting Officer will evaluate the reasonableness of the total proposed price for the requirement.
5. After documenting the findings, the evaluation team will then establish individual adjectival ratings under the past performance factor for each potential Vendor that submits a Quotation. The evaluation team must then establish an overall past performance rating by consensus and not by vote.
C. Evaluation Factor Criteria:
1. TECHNICAL: The Government Technical POC/COR will evaluate the technical factor based on the information provided in the Proposal. The Offeror shall describe the techniques and methods that will be incorporated in the design and construction specific to this project. Methods and techniques shall include but not be limited to: Installation procedures for equipment that meet VA guidelines and code standards, and techniques for ensuring that all equipment is installed properly. All proposals will be evaluated for Technical Acceptability as described within the Statement of Work (SOW) that is also included as a part of this RFP solicitation.
a. ELEMENT 1: Describe specialized experience, technical competence, and expertise in work performed by the Prime and Subcontractor. Proposals that demonstrate technical qualifications in performing projects very similar to or exceeding the scope of this of project will be rated more favorable. To be considered for award, the proposal must provide narrative addressing the Statement of Work . Any proposal that does not satisfy all of the items listed will be determined to be Technically Unacceptable.
Provide Offeror’s total bonding capacity, current available bonding capacity and expected available capacity in 2025 and 2026.
Disclose any and all negative licensing information and any pending litigation involving any of the proposed firms that will be either Prime or Subcontractors on this project.
b. ELEMENT 2 – PROJECT PLANNING/SAFETY/QC:
-Describe your plan for phasing this project.
-Describe approach to Construction Safety.
-Submit Quality Control (QC) monitoring procedures that will ensure a high level of construction quality that is applicable to the Specific and General requirements of the Statement of Work.
c. ELEMENT 3 – SCHEDULE AND IMPACT TO FACILITY -Describe a plan to turn-over systems to the VA once installation is completed.
-Submit a preliminary (CPM) Critical Path Method schedule for the design and construction satisfying the requirements of this project. A practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including design, acquiring materials, plant, and equipment, mobilization, demolition, installation, finalization, etc.). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given point during the period. Most importantly, the schedule should show length of downtime required. The schedule shall show key milestone dates and outages for switchover and start-up of equipment.
-Provide the precautions the contractor will take to avoid damages to facility buildings (include pre-existing conditions) and surrounding properties and the remediation that will take place if damage is done.
d. ELEMENT 4 – KEY PERSONNEL AND WARRANTY SUPPORT
-Identify key personnel to be assigned to the project, to include principal managers, designers and technical personnel, construction project manager, onsite supervisor with overall site responsibility, superintendent of the contractor's own forces, manager of subcontracts, quality control manager, safety officer, and the project scheduler who will be directly responsible for the day‐to‐day design and construction activities.
-Provide biographical data for the key personnel for both the design and build portions of the work. Biographical data shall include name of individual, years with the company, name of the company, work and educational background, position, and role the individual will hold under this contract. Indicate what percentage of each individual’s time would be committed to the project during both, the design and construction phases. Indicate which individuals are used for the design phase and which are used during the construction phase and indicate which individuals are from Prime Contractor and/or Subcontractor.
-Describe the organization, process, and procedures to be established, implemented, and carried out for warranty support. Include a warranty period.

Schedule and minimizing downtime is crucial. Describe a plan to complete the project in a timely manner without causing disruptions to facility during normal business hours. Also describe actions to be taken by the offeror if completion of work is anticipated to fall behind schedule. It is critical to the VA mission that services remain intact with minimal disruption.
2. RELEVANT AND RECENT PAST PERFORMANCE:
