Government Response: Both are sperate deliverable the quantities will be “up to” those numbers. 250 X 52 is 3000 and 350 X 52 is 4200 potential quantities but everything is subject to actual Government needs.

The Government's firm-fixed-price PRICE/COST schedule contains numerous CLINs associated with specific task area deliverables that will require significant and burdensome administrative effort by the Government and the Contractor to monitor and manage. Many of the detailed CLINs associated with deliverables are more typically included as elements of a Quality Assurance Surveillance Plan (QASP) or Acceptable Quality Levels in a Performance Management Plan. Will the Government consider modifying the PRICE/COST schedule to align CLINs with the major task areas included in the Performance Work Statement (e.g., 6.1, 6.2, 6.3) that encompass the delivery of all services and deliverables for each major task area. In conjunction, we suggest that the Government include the management and delivery of all project deliverables as part of a Quality Assurance Surveillance Plan for the program.

Government Response: No.

48. Because there is not sufficient information that would enable offerors to determine how to satisfy and bill for several of the deliverables, will the Government consider changing the "Quantity" to "12" and "Unit" to "MO" for the following CLINs (deliverables): X003AB (6.3.2.B Hiring Events) through X005AF (6.5.2.B Technical and Evaluation Duties); X009AA (6.9.1. 88. For 6.10.1.L of the PWS, will the Government provide specifics that define and clarify what this deliverable is in the PWS so that offerors can estimate the cost (i.e., what constitutes an Evidence Gathering and Evaluation deliverable)?

Government Response: Deliverables are defined within the delivery schedule of the PWS, per section.

89. For 6.11.1.C of the PWS, how is this deliverable to be furnished for purposes of invoicing?

Government Response: As defined per the delivery schedule.

90. The required level of background investigation for contractor personnel is unclear. Section 13 includes the following statement which appears to be incomplete. "The position sensitivity and the level of background investigation commensurate with the required level of access for the following tasks within the PWS are Tier 1 NACI". However, the list of "following tasks" is not provided. Section 13 Security states Tier 1 is required, but the PSS LCAT description states Tier 2 is required. The Key Personnel experience requirements for the Personnel Security Specialist includes the requirement for experience for NBIS up to Tier 5 - for which the contractor would need T5 background investigation to perform. We request that the Government provide the specific level of back ground investigation required for each PWS Task Area and LCAT.

Government Response: The position sensitivity and the level of background investigation commensurate with the required level of access for the following tasks within the PWS are Tier 1 NACI as defined within the PWS page 25.

91. The PWS also still states that the vendor will have to pay for the investigations, is this is a NISP contract and will there be a DD254 issued? Or will this be a direct billing from VA to the vendor? Vendors will not be able to initiate eAPP's without a DD254 and billing and routing information for request.

Government Response: No DD254 needed. T1 level background checks per PWS.

92. Section E.6 states that the Government anticipates awarding a firm-fixed-price contract (FFP) resulting from this solicitation and Schedule B - Pricing requests pricing per unit which is consistent with a FFP contract. However, the PWS includes mandatory minimum staffing levels for some task areas which contains offerors from solely determining staffing plans and staffing levels to deliver the required services and deliverables under a FFP. Will the Government consider removing mandatory minimum staffing levels for this FFP contract?

Government Response: No

93. Section E.6 states that the Government anticipates awarding a FFP contract resulting from this solicitation. However, Section B.3 PRICE/COST SCHEDULE includes "estimated quantities" for many of the CLINs. Please clarify whether the contract resulting from the solicitation will establish a total annual FFP for each CLIN or rather a "per unit" FFP associated with the delivery of one (1) one unit of the estimated quantity. If the Government expects to establish a total annual FFP for each CLIN, please confirm that Offerors should invoice 1/12 of the annual FFP each month. If the resulting contract establishing a "per unit" FFP for each CLIN, please provide clear guidance regarding the process that Offerors should follow for monthly invoicing for units delivered each month.

Government Response: FFP per CLIN per unit. Travel will be reimbursable.

94. Section E.6 states that the Government anticipates awarding a firm-fixed-price contract (FFP) resulting from this solicitation. However, there is insufficient detail in the PWS regarding the scope of deliverables or specific task requirements for Offerors to prepare FFP quotes. We request that the Government provide details regarding the scope and expectations for each deliverable and task area to enable Offerors to prepare FFP quotes -- OR change the contract type to Time and Materials or Labor Hour.

Government Response: This is a FFP contract.

95. In Technical Subfactor Two it states, "a) Providing support in the review and processing of OPM and VA job announcements, processing referral lists, assisting in the entire hiring process, and the processing of security investigations (all aspects)." Will the Government evaluate experience providing all of these services to other agencies as well or is the Government seeking only offerors who have provided these services to both OPM and VA as written?

Government Response: VA is seeking personnel with Title 5 talent acquisition experience.

96. The Government lists 5 Parts for the proposal. Does the Government intend for each Part to be a separate volume/file?

97. The Proposal Submission Checklist requires 12 pt TRN font. Would the Government confirm smaller but legible font is allowed for graphics, tables, headers/footers, etc.?

Government Response: Yes. 10 font for graphics, headers/tables. Footer.

98. For Subfactor Two: Capability/Experience it states, "The Offeror shall show a minimum of five (5) years of experience relating to: " Is the Government requesting project experience showing five years of collective experience performing all tasks or for five years of experience demonstrated for each discrete task?

Government Response: VA is seeking personnel with a minimum of 5 years of talent acquisition experience related to Title 5 staffing.

99. In the Technical Subfactor One: Technical Approach, the Government has asked the offeror to response to a 25 page PWS plus provide an Offerors staffing approach in 10 pages. Would the Government extend the page count for the Technical Subfactor One: Technical Approach to 20 pages?

Government Response: Technical Subfactor One: Technical Approach page limit is now 15 pages.

100. Part IV - Price. This section states that Offerors must complete an "attached Price Schedule" in its entirety. However, the solicitation does not include a Pricing Schedule attachment. Please provide the referenced Price Schedule attachment and provide detailed instructions for completing the Price Schedule.

Government Response: Please see B.3 Price/Cost Schedule in the solicitation starting on page 6.

101. The CLIN structure will generate a lot of work for the Government and contractor to manage. Will the Government provide details regarding the process for deliverable review and acceptance to include authorized approver(s), expectations for furnishing each "Quantity", timeframes for approval, invoice approvals, etc.? Several of the CLINS have high volumes defined under "Quantity" and we anticipate a high level of effort on Government and Contractor staff to accomplish delivery and acceptance of deliverables and invoices.

Government Response: The schedule of deliverables is outlined in section 10.

102. Part III - Past Performance. What is the average annual price for the VBA contract requirement that Offerors should use in deterring similar size and complexity for past performance projects?

Government Response: IGCE is procurement sensitive.

103. Part III - Past Performance requires the submission of PPQs directly from the offeror's clients to the CO. As such, what - if anything - is required to be submitted in this volume?

Government Response: The Government is requesting up to three PPQ’s.

104. Part IV - Price: Offerors must complete the attached Price Schedule in its entirety. Will the Government confirm the only requirement for this volume is the information in Section B.3 of the solicitation?

Government Response: This is correct.

105. What does the Government require for offer validity period?

Government Response: The solicitation defines are requirements for submission.

106. The solicitation states that the Government shall evaluate price to determine whether or not it is considered fair and reasonable in accordance with FAR Part 15.404-1(b) procedures. However, the structure of Section B.3 PRICE/COST SCHEDULE is not sufficient for the Government to evaluate proposed price/cost information for fairness and reasonable because Offerors are not required to provide staffing plans and basis of estimates for pricing. Without requiring offerors to provide a Staffing Plan to Government has no basis to evaluate the potential performance risk associated with proposed price/cost. We recommend that the Government modify the solicitation requirements to require that Offerors propose a Staffing Plan on which their proposed pricing is based to enable the Government to review price/cost for fairness and reasonableness.

Government Response: Staffing plan is required part of your submission.

107. 6.2.2 – Staffing Plan, 6.2.3 Comms Plan, 6.2.6 QCP are currently listed as monthly deliverables in the CLIN table. Given the nature of the tasks, would the Government consider shifting this to a single deliverable with a CLIN for monthly updates, similar to the PMP CLIN?

Government Response: No

108. When does the Government plan to award the contract?

Government Response: Period of performance effective date is 09/23/2024

109. Does the Government have funding set aside for this contract?

110. The Government attached a Wage Determination (WD) and includes the Service Contract Act (SCA) clause. Is it up to the vendor to determine the applicability of the SCA and WD?

Government Response: The Service Contract Labor Standards applies to this procurement.

111. If it is up to offerors to propose SCA-mapped positions, in what format should we provide that information, in what proposal volume, and how will it be evaluated?

Government Response: Submission guidelines are defined within the PWS. Evaluation factors are defined within PWS.

112. How will the Government plan evaluate equitable adjustments in accordance with SCA WD updates in accordance with the CLIN structure outlined in B.3 Price/Cost Schedule?

Government Response: The government does not understand the question to be able to provide response. Best response would be on a case by case basis.

113.
Solicitation, Instructions to Offerors, Para 7, page 87
Q113: Will the government allow for tables and graphics to use a smaller font than 12-point as long as they remain legible? This will allow Offerors to adequately describe their processes with enough fidelity for the Government to determine a Best Value approach.

Government Response: 10

114
Solicitation, Instructions to Offerors, Past Performance, page 88
Q.114: Will the government allow for CPARS to be provided in lieu of Past Performance Questionnaires?

Government Response: The Government is requesting up to three Past Performance Questionnaires.

115
Solicitation, Instructions to Offerors, Past Performance, page 88
The language in the instructions for Past Performance, it states, “the Offeror must be the Prime Contractor on at least one of the PPQ’s being submitted.”

Q115: Is there an opportunity for the government to amend that requirement to allow offerors to submit past performance that was performed as a subcontractor?

Government Response: One PPQ must be from the Prime Contractor.
