About this file

This document is a civil design narrative for a federal contract opportunity to repair and resurface multiple asphalt parking lots, entrances, and a street at the VBA Montgomery Regional Office.

The scope of work includes milling the existing asphalt, repairing and overlaying new asphalt, removing and replacing concrete curb and gutter, constructing new sidewalks and accessible ramps, and restriping the parking lots. The work is planned in five phases to maintain access during construction. There are no anticipated impacts to existing utilities or storm sewer. The pavement design calls for a 2-inch asphalt base course and 1.5-inch surface course. The related federal contract opportunity, Solicitation Number 36C10D24R0006, is for the Department of Veterans Affairs to demolish, re-asphalt, and restripe the West and East parking lots at the Montgomery VARO.

Project Overview and Background

The focus of this project is the repair of multiple asphalt parking lots, entrances, and Samuel J.

Maraman Street. The design calls for the existing asphalt pavement to be milled, overlaid, and restriped. Sections of the existing concrete curb and gutter will be removed and replaced as noted on the plans. The existing vertical and horizontal alignments are intended to remain unchanged. There are no anticipated impacts to any existing utilities or storm sewer. The proposed staging area is in the southeast section of Parking Lot B as shown on CS100.

A more detailed summary of the scope is outlined below:

· Reconstruction of Parking Lot A and Drive A o Milling the top layer of asphalt pavement of the entire parking lot and drive.

o New asphalt pavement matching the existing configuration and elevations.

o Remove and replace the existing concrete curb and gutter in areas noted on plans.

o New 4.5” concrete sidewalk in area noted on plans.

o New accessible ramp in areas noted on plans.

o Restriping of the existing parking lot. Proposed restriping does not match the existing striping configuration. Accessible spaces were relocated and 5’ access aisles added on each side to meet current VA requirements. Proposed accessible stalls vary from 8’ to 11’ wide, all other stalls are 9’ wide. All stalls are 18’ in length.

· Reconstruction of Parking Lot B and Drive B o Milling the top layer of asphalt pavement of the entire parking lot and drive. Proposed full depth repair in select area shown on plans.

o New asphalt pavement matching the existing configuration and elevations.

o Remove and replace the existing concrete curb and gutter in areas marked on plans.

o New 4.5” concrete sidewalk in area marked on plans.

o New accessible ramps in areas marked on plans.

o Restriping of the existing parking lot. Proposed restriping does not match the existing striping configuration. Accessible spaces were relocated and 5’ access aisles added on each side to meet VA requirements for accessible spaces. Proposed accessible stalls vary from 8’ to 11’ wide, all other stalls are 9’ wide. All stalls are 18’ in length.

· Reconstruction of Samuel J. Maraman St o Milling the top layer of asphalt pavement of the entire parking lot and drive.

o New asphalt pavement matching the existing configuration and elevations.

o Remove and replace the existing concrete curb and gutter in areas noted on plans.

Pavement Design

The as-built drawings for the existing parking lot indicate the existing asphalt pavement section consists of a 1-1/2” asphalt surface course and a 2” asphalt base course. For the proposed mill and overlay the contractor will mill the 3-1/2” asphalt surface and base course. Once milled, the contractor will inspect the aggregate base for any base failures. If any failures are noted the contractor will scarify and recompact the base. The contractor will then place a prime coat on the base, place a 2” asphalt base course, then the final 1-1/2” surface course will be placed.

Construction Phasing

· Phase 1: Samuel J. Maraman St, Parking Lot A, and Drive A o Construction on the west end of Samuel J. Maraman St, the west side of Parking Lot A, and the west side of Drive A. Samuel J. Maraman St will be closed from Perry Hill Road to the midpoint of the intersection of Samuel J. Maraman St and Drive A. The east side of Parking Lot A will remain open. Traffic entering Samuel J. Maraman St off Perry Hill Road will detour to Medal of Honor Memorial Drive, then Drive B, then Samuel J. Maraman St. Flaggers will be needed to control traffic through Drive A. The western half of the Lot A drive aisle will need to be completed over the weekend and remain open during the week.

· Phase 2: Samuel J. Maraman St, Parking Lot A, and Drive A o Construction on the east end of Samuel J. Maraman St, the east side of Parking Lot A, and the east side of Drive A. Samuel J. Maraman St will be closed from the entrance of Drive A to the entrance of Drive B. The west side of Parking Lot A will be open. Traffic entering Samuel J. Maraman St off Drive B. will detour to Medal of Honor Memorial Drive, then Perry Hill Road, then Samuel J. Maraman St. Drive B and parking Lot B will be fully accessible.

Flaggers will be needed to control traffic through Drive A. A portion of the parking lot adjacent to the main building entrance will have to be worked on over the weekend to allow pedestrian access from the west end of the lot to the building. The eastern half of the Lot A drive aisle will need to be completed over the weekend and remain open during the week.

· Phase 3: Parking Lot B and Drive B o Construction on Drive B and the west portion of Parking Lot B. Traffic will not be able to enter

Drive B or Parking Lot B during this phase. To avoid shutting down all of Parking Lot B during the week, Phase 3 will be weekend work only. The work will be broken up over multiple weekends. The first weekend of work will be to mill the existing 3-1/2” asphalt surface and base layer. This aggregate base course will remain intact and drivable after milling. The second weekend of work will be to overlay the base course with new asphalt. The third weekend of work will be striping. There is no proposed detour plan for phase 3 since it will be completed over the weekend only.

· Phase 4: Parking Lot B o Construction on the north portion of Parking Lot B. The remainder of Parking Lot B will be fully accessible.

· Phase 5: Parking Lot B o Construction on the south portion of Parking Lot B. The remainder of Parking Lot B will be fully accessible.
