I. EVALUATION FACTORS:
A. Purpose: The purpose of this Evaluation Plan is to establish the method that the Government will select a Contractor in providing VBA Montgomery Parking Lot Regional Office Parking Areas and Repaving. Evaluations of proposals will be utilized in determining the proposals that appear to meet the technical requirements with minimal risk to the Government.
B. Evaluation Procedures:
1. The Contracting Officer will conduct an initial compliance review for each proposal submission after the closing date and time of the Request for Proposal (RFP) due date. This initial compliance review by the Contracting Officer shall determine the basic adequacy of each proposal submission before distributing to the Government Technical Point of Contact (POC)/Contracting Officer’s Representative (COR). Failure to provide a complete proposal as required by the RFP solicitation may result in proposal being removed from further consideration for award.
2. The technical evaluator (Government Technical POC/COR) shall review, evaluate, and document whether a Proposal is acceptable.
3. The Contracting Officer will evaluate the reasonableness of the total proposed price for the requirement.
4. After documenting the findings, the evaluation team will then establish individual adjectival ratings under the past performance factor for each potential Vendor that submits a proposal. The evaluation team must then establish an overall past performance rating by consensus.
5. DEFINITIONS: The below terms are further described and defined for purposes of the past performance factor.
a. Strength: Slightly exceeds standards/expectations that will be advantageous and increase the likelihood of successful performance.
b. Significant Strength: Significantly exceeds standards/expectations that will be advantageous and substantially increases the likelihood of successful performance.
c. Weakness: Slightly below standards/expectations that a flaw is identified and increases the risk of performance.
d. Significant Weakness: Significantly below standards/expectations that a flaw is identified and substantially increases the risk of unsuccessful performance.
e. Deficiency: Material failure to meet the VA’s requirements or a combination of significant weaknesses that increases the probability of unsuccessful performance to an unacceptable level.
f. Recency: Contracts or Orders that are currently seventy-five percent (75%) complete, or Contracts or Orders that were fully completed within the past five (5) years from the award date shall be considered recent. The seventy-five percent (75%) completion applies to active Contracts or Orders that include a base year and option years, thereby seventy-five percent (75%) completion of active Contracts or Orders base year as well as active Contracts or Orders that are on option years are both considered recent.
g. Relevancy: Work and performance similar in scope and complexity to the type of project anticipated in this RFP solicitation.
h. Scope: Comparison of the requirements in this RFP solicitation to the previous Contract or previous Order referenced.
i. Confidence: Performance that is satisfactory or better and will be used to assess the risk associated with successful performance of the at-issue project.
j. Major Subcontractor: Subcontractor who received the highest percent of the value of in the previous Contract or previous Order referenced.
k. Neutral: No current and/or relevant performance record is identifiable to base a meaningful performance risk prediction, which may not be evaluated favorably or unfavorably on past performance.
NOTE: Noncompliance with the RFP solicitation requirements may raise questions regarding the technical, cost, and/or past performance of the potential contractor and may be grounds to eliminate proposal from consideration for award. Failure to include all information requested in the RFP solicitation may adversely affect the evaluation. Proposals that merely reiterate or promise to accomplish the requirements of the RFP solicitation will be considered unacceptable. Proposals that are complete and sufficiently documented will be efficient for the Government to understand, which will enable the Government to perform thorough and fair evaluations.
C. Evaluation Factor Criteria:
1. Technical: The Government Technical POC/COR will evaluate the technical factor based on the information provided in the Proposal. To be considered for award, the proposal must provide narrative addressing the Statement of Work. Any proposal that does not satisfy all of the items listed will be determined to be Technically Unacceptable. The Government will conduct an evaluation of the past performance for each potential Vendor (and any major subcontractor) as related to the probability of successful performance based upon the work required by this RFP solicitation. The past performance evaluation considers recent and relevant records of performance and provided experience. The threshold questions of recency and relevancy will not be adjectivally evaluated as described below; however, once a reference is determined to meet the recency and relevancy requirements, the Government will then evaluate the actual reference to determine the performance record and assess the confidence of the past performance. For a reference to be considered by the evaluation team, said reference must be both recent and relevant. (See sec 3.1.1. Competencies)
2. Past Performance: The Government will conduct an evaluation of the past performance for each potential Vendor (and any major subcontractor) as related to the probability of successful performance based upon the work required by this RFP solicitation. The past performance evaluation considers recent and relevant records of performance in supplying services that met contract requirements. The Government may, but is not limited to, evaluate present and past performance information through the use of discussions with any references provided; use data independently obtained from other Government databases or commercial sources; and/or rely upon personal business experience with the potential contractor. Contractor will provide examples of successful work of similar size and scope accomplished within the past 2 years in similar locations and environments. Examples shall contain past performance information for two (2) projects that constitute recency and relevancy [see 2. DEFINITIONS: for Recency and Relevancy definition].
Past Performance Evaluation Procedures:
The evaluation team shall review, evaluate, and document whether proposal received is considered a recent and relevant record of performance. Whether a proposal is considered recent and relevant shall be determined by a consensus of the evaluation team. The past performance rating includes consideration of the significant strengths, strengths, significant weaknesses, weaknesses, and deficiencies. The past performance ratings shall also be given by a consensus of the evaluation team. If the information is not considered recent and relevant, then no recent and relevant performance record will be identifiable that equates to a neutral rating [see definition below for Neutral]. If the examples are not considered recent and relevant, then the reason of such determination is documented.
Past Performance Ratings: The following adjectival ratings and corresponding definitions will be used for the past performance confidence and risk ratings.
Rating
Definitions
Exceptional
Government has high confidence of successful performance for the required effort. One or more significant strengths. Risk of unsuccessful performance is determined to be very low. No deficiency or significant weaknesses exist.
Good
Government has significant confidence of successful performance for the required effort. Strengths outweigh any weaknesses. No significant weaknesses, and only minor, correctable weaknesses exist. Risk of unsuccessful performance is determined to be low.
Acceptable
Government has confidence of successful performance for the required effort. Strengths and weaknesses offset or will have little to no impact on performance. No significant weaknesses, and any deficiencies can be readily corrected. Risk of unsuccessful performance determined to be average.
Marginal
Government has little confidence of successful performance for the required effort. Major weaknesses and/or significant number of deficiencies exist. Risk of unsuccessful performance is determined to be high.
Unsatisfactory
Government has extreme doubt of successful performance for the required effort. One or more deficiencies that establish minimum requirements will not be satisfied. Risk of unsuccessful performance is determined to be unacceptable.
Neutral
No relevant performance record identifiable; equates to a neutral rating having no positive or negative evaluation significance.
3. Price: The price factor shall be evaluated by the Contracting Officer to determine whether it is fair and reasonable.
Price Evaluation Procedures:
The Government shall evaluate price to determine whether it is considered fair and reasonable in accordance with FAR 16.505(b). The total evaluated price will be the price for all line items identified in the Price/Cost Schedule of this RFP Solicitation. Price will be evaluated to determine reasonableness based upon the total price of the award.
II. AWARD
Award shall be made based on the best overall (i.e., best value) proposal that is determined as the most beneficial to the Government with appropriate consideration given to the three (3) evaluation factors: Technical, Past Performance, and Price. These evaluation factors of Technical, Past Performance, and Price are equally important. The Government will award a Firm-Fixed-Price Contract from the proposal that proposes the best value to the Government. The Government intends to award one (1) Contract.
