The amendment extends the due date for proposals to August 14, 2024 at 12:00pm EST and provides answers to 45 RFI questions related to the project scope and requirements. Key details include:

The project involves demolishing, re-asphalting, and restriping the West and East parking lots at the Montgomery, AL VARO. The solicitation has a 120-day period of performance, but contractors noted this may not be sufficient. The VA will not allow extending the POP. Contractors are responsible for quality control testing. The solicitation provides drawings, a civil narrative, and other clarifying information in response to RFI questions on topics such as temporary power, parking, dumpsters, restrooms, work schedules, and subgrade remediation. The agency indicated it will not provide temporary power or sewage connections.

VBA Montgomery Parking Lot Regional Office Parking Areas Repaving

1) Is this a tax-exempt project?

Answer: No

2) If tax-exempt, will the government provide the prime contractor with a tax-exempt certificate for use by subcontractors and vendors?

Answer: Individual modification

7) Where is the designated contractors' and subcontractors' parking area?

Answer: Please See Drawings

8) Will the VA allow 2-3 spaces for the prime contractor and each subcontractor?

Answer: Please See Drawings

9) Where shall these people park if the VA cannot make 2-3 spaces available for the prime contractor and each of the subs?

Answer: VBA is providing spaces

10) How many hours should the prime contractor and subcontractors’ budget for on-site badging, safety training, orientation, etc.?

Answer: Badging is not required all work will be performed outside.

Answer: No

Answer: Yes, but the contractor will provide their own hoses

13) Is temp power available for contractors to connect to?

Answer: No

14) If no temp power is available, a generator will be required, which usually adds significant cost to rent and fuel. Please confirm this is necessary if no temp power is available.

Answer: VA has no temporary power

16) Are contractors required to set a pole and meter electric usage?

Answer: No

17) Will the VA provide a space for the Prime Contractor’s Superintendent to set up, or should we add costs to our bid for a mobile office.

Answer: Please see drawing for staging area

Answer: No

25) Can system commissioning activities be performed during regular hours?

Answer: N/A

26) Will the VA consider extending the POP? 120 days is not enough time to issue purchase orders, finalize contracts with subcontractors, submittals, etc., unless the POP is extended or an administrative notice with a period of at least 120 days is issued after the award and before the notice to proceed.

Answer: No

27) The period of performance (POP) on this project is given to be 120 days. However, we estimate the project will take 180 days to construct. Contractors never know when the government will issue an NTP; sometimes, it's immediately after the award; sometimes, we receive an admin NTP to begin submittals, etc. We estimate the time to construct this job is longer than the stated POP, excluding preconstruction activities. We request that the POP be extended by 60 days, assuming NTP is issued after preconstruction activities, which we estimate will take 90 days for this project, for a total of 270 days from an admin

NTP.

Answer: No

28) Is a geotechnical report available for this site?

Answer: No not required

29) Has the existing asphalt surfaces been cored or other methods of verification been performed to confirm the current asphalt thickness? If so, what were those findings?

Answer: Weekends are considered Saturday and Sunday times are from Dawn to Dust (daylight)

31) Please provide examples of the scopes of work that will be allowed to take place within the designated “weekend work” phases, if any, during normal business hours.

Answer: Please refer to Civil Narrative for phases of work.

32) Has consideration been given to the cure time required for the prime coat in relation to the schedule? There are multiple factors for cure time, i.e. weather, type of material, etc. The project specifications reference a 24 hour cure time. It will not be possible to apply the prime coat, allow for proper cure time and complete the additional items of work for the “weekend work” phases.

Answer: TBD in an additional amendment

33) Will traffic be allowed to travel & park on a milled or aggregate base surface?

Answer: Yes

34) With proper traffic control & flagman, can demo and concrete work be performed during normal hours?

Answer: Yes

35) Is the contractor responsible for securing and the cost of 3rd party QC testing?

Answer: Yes, the contractor is responsible for test. (SO2 Spec Bid Document)

Answer: No

38) Drawing CS106, Detail 4, Section B calls out for a max 3:1 slope between the 2 parking lots. How should the contractor proceed if the finish grade elevations and distance between the two parking lots does not allow for a 3:1 slope? What are the stabilization requirements for this slope?

Answer: This area will not be a issue meeting required slope.

39) What is the anticipated NTP for this project?

Answer: approximately 10 days after award (in accordance with solicitation as well as SOW)

40) Would a delayed NTP be considered to allow work to take place in a more favorable time of year? Due to the nature of this project, asphalt will be the driving factor for the progress schedule.
