About this file
This is a Request for Proposal (RFP) for Modification P00008 to an existing Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Electronic Health Record Modernization (EHRM) services. The solicitation number is 36C10B26R0015, issued on August 11, 2026, with an offer due date of August 14, 2026 at 1:00 PM ET. The underlying contract 36C10B18D5000 was originally awarded on May 17, 2018 to Cerner Government Services, Inc. (now Oracle Health Government Services, Inc.) on a sole-source basis. The Department of Veterans Affairs Technology Acquisition Center is the contracting office, with Ruth Smith serving as the Contracting Officer. The contract is firm-fixed-price with a NAICS code 541512 and a current ceiling value of $34 million.
The modification extends the contract's period of performance by adding three optional one-year ordering periods (Periods 6–8, covering May 17, 2028 through May 16, 2031) and increases the total contract ceiling to support continued EHR deployment across all VA Medical Centers and associated facilities through 2031. The contractor must submit revised pricing for all 14 contract line item numbers (CLINs) covering program management, EHR system licensing, hosting and managed services, authorization and testing, baseline preparation, wave planning and deployment, sustainment, business intelligence, legacy data analysis, innovation and enhancements, technical support, and transition support. The solicitation requires a revised small business subcontracting plan accounting for the ceiling increase and new optional periods. Payment will be made by Electronic Funds Transfer in accordance with FAR 52.232-33, with invoices submitted electronically per VAAR Clause 852.232-72. The acquisition is unrestricted and includes FAR 52.219-9 Small Business Subcontracting Plan requirements.

B.2 REQUEST FOR PROPOSAL BACKGROUND AND INSTRUCTIONS
VA entered into a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract, 36C10B18D5000, with one five-year optional period, awarded on a sole-source basis to Cerner Government Services, Inc. (now Oracle Health Government Services).
On May 16, 2023, Modification P00002 revised the optional ordering period structure from one five-year period to five individual one-year periods, as follows:
Base Period – May 17, 2018 through May 16, 2023 Optional Ordering Period 1 – May 17, 2023 through May 16, 2024 (exercised) Optional Ordering Period 2 – May 17, 2024 through May 16, 2025 (exercised) Optional Ordering Period 3 – May 17, 2025 through May 16, 2026 (exercised) Optional Ordering Period 4 – May 17, 2026 through May 16, 2027 (exercised) Optional Ordering Period 5 – May 17, 2027 through May 16, 2028
If awarded, the intent of Modification P00008 is to expand the scope of the EHRM IDIQ by extending the available period of performance through the addition of three (3) optional ordering periods and increasing the contract’s total ceiling value to align with the approved VA Electronic Health Record deployment schedule. Due to unanticipated complexities in deploying the EHR system, VA has reached the current contract ceiling sooner than originally planned. Accordingly, the expanded scope is necessary to ensure continued EHRM deployment activities and associated support services until all VA Medical Centers (VAMCs) and associated facilities have fully transitioned to the EHR system. This modification will make no changes to the nature of the work contained in the contract’s performance work statement. Under the expanded scope, three (3) additional ordering periods will be added as follows:
Optional Ordering Period 6 – May 17, 2028 through May 16, 2029 Optional Ordering Period 7 – May 17, 2029 through May 16, 2030 Optional Ordering Period 8 – May 17, 2030 through May 16, 2031
The contractor shall provide a price volume that is in accordance with section B.4 Price Schedule, below, and provides sufficient detail to support the proposed pricing for the complete execution of the EHRM deployment schedule through 2031, which includes the addition of three (3) additional optional ordering periods. In addition, the contractor shall provide a revised small business subcontracting plan that accounts for the addition of the ceiling increase and three (3) proposed new optional ordering periods.
B.3 SUBCONTRACTING PLAN – MONITORING AND COMPLIANCE (JUN
2011)
This solicitation includes FAR 52.219-9, Small Business Subcontracting Plan, and VAAR 852.219-9, VA Small Business Subcontracting Plan Minimum Requirement.
Accordingly, any contract resulting from this solicitation will include these clauses. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) to assist in assessing the contractor's compliance with the plan, including reviewing the contractor's accomplishments in achieving the subcontracting goals in the plan. To that end, the support contractor(s) may require access to the contractor's business records or other proprietary data to review such business records regarding the contractor's compliance with this requirement. All support contractors conducting this review on behalf of VA will be required to sign an “Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement” to ensure the contractor's business records or other proprietary data reviewed or obtained in the course of assisting the CO in assessing the contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs. Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the contractor to protect proprietary information as required by FAR 9.505-4, obtaining access to proprietary information, paragraph (b). The contractor is required to cooperate fully and make available any records as may be required to enable the CO to assess the contractor’s compliance with the subcontracting plan.
B.4 PRICE SCHEDULE
NOTE: These Contract Line-Item Number (CLIN) amounts in the table below are estimated for programming purposes, only. In execution of the contract, the estimated amounts for an associated CLIN may change, but in no event shall the maximum IDIQ contract ceiling amount, as set forth herein, be exceeded without appropriate contract modification and authority. Similarly, the estimated amounts for the optional ordering periods are for programming purposes, only.
