About this file

This file is a Questions and Answers (Q&A) document for RFI 36C10B26Q0267, issued by the Department of Veterans Affairs Veterans Health Administration on March 27, 2026. The Q&A addresses respondent inquiries regarding a High Frequency (HF) Radio Network procurement project planned for approximately 210 critical medical and support facilities nationwide, with full operational capability targeted for July 2027.

Key clarifications from the Q&A include: results from the Phase 1 award (36C25925P1232) are not available for reference; site surveys have not been completed to determine readiness, cable length, antenna types, or radio locations; no preferred RF power levels have been established, though respondents should recommend appropriate levels in their network diagrams; remote control capability is optional; respondents should recommend base station versus mobile station configurations based on facility locations; "hybrid" configuration refers to fixed, mobile, or combination deployments. The network must include approximately 180 Veterans Affairs Medical Centers (VAMCs), 18 Veteran Integrate Service Network radios with headquarters and OEM offices (2 radios), and accommodate OCONUS locations including Hawaii, Alaska, American Samoa, the Philippines, Guam, Saipan, Virgin Islands, and Puerto Rico. Respondents are expected to provide a comprehensive design report with network recommendations based on the stated objectives and attached facility inventory list.

#QuestionAnswer
1May we know the resulsts for the network engineering and architectural design from phase 1 award 36C25925P1232 to better prepare our response for this the RFI?This information is not available
2Has a site survey been completed to determine site readiness, required cable length, antenna type, radio location?Site surveys have not been completed.
3Is there a preferred RF power level for each location? No. Recommended power-level should be a component of the network diagram.
4Is remote control required? Not required but can be included in the response.
5What locations require Base station vs Mobile station?Recommendations should be in the responses based on location of facilities (VAMCs and CMOPs).
6What does it mean by “hybrid” configuration?Fixed, mobile, or combination configuration.
7It appears the current Sources Sought 36C10B26Q0267 directly relates to this study (Award # 36C25925P1232. SAM.gov). It would be helpful to see the results of that study in order to provide an accurate ROM cost.See Question/Answer 1
8Reference earlier RFI for this radio project. Can we assume the locations on the attached would still be configured the same? High Frequency Radio System

Provide design report of the network recommendation based on the objectives.
