About this file

This document is a set of Questions and Answers related to a Request for Information (RFI) for the Consolidated Corporate Support Services (CCSS) 2.0 contract opportunity. The RFI is seeking information to determine the acquisition strategy for supporting several critical financial systems at the Department of Veterans Affairs (VA), including the Financial Management System (FMS), MinX, FRDW, FRN, and FCM.

The key details are:

  • The PWS outlines numerous task activities for FMS and other products, but lacks sufficient scope definition to allow Firm Fixed Level of Effort estimates. The government is asked to provide more details on the quantity, complexity, and frequency of these tasks.
  • The government clarifies that it does not intend to use execution plans to define team size, skillsets, or labor categories for the FMS and Open Systems Sustainment Support (Section 5.2) effort.
  • The government confirms that the Level of Effort should include all optional tasks (Sections 5.4, 5.5, 5.6, and 5.7) in addition to the core FMS and Open Systems Sustainment Support.
  • This RFI is for information and planning purposes only, and is not a solicitation. Responses will not result in a binding contract.

Q+As

NumberQUESTION
1Although the Performance Work Statement (PWS) task activities are outlined, which are numerous for each sub task, the scope within the sub-task activities is missing sufficient definition for Firm Fixed level of effort estimates. Would the Government consider providing more scope definition such as quantity, complexity, and frequency of these tasks for a critical system such as FMS and other products? As drafted, the ability to provide a firm fixed Level of Effort would favor the incumbent only.

Question: In order to prepare a timely response to RFI Question (e) (2), would the Government verify its intent to provide line items for 5.2 like what appears to be its intent under 5.3, which would be to price firm fixed team sizes of varying skill sets (team makeup) or individual labor categories that will be exercised after execution plans are finalized and mutually agreed upon between the Government and the contractor? This verification would assist respondents to provide at least a rough estimate of various team sizes and skill sets for 5.2 based on the undefined draft PWS.

Answer about Level of Effort:
FMS is a large and highly complex financial and accounting system that automates and integrates VA's accounting data. It reports financial data to all VA departements, the U.S.Treasury, and OMB. FMS is the accounting system of record for funds control, budget execution, standard general ledger, and cost accounting. FMS consolidates financial data from more than 90 interfaces and posts daily transactions to the General Ledger relating to budget and operations. FMS sends daily Disbursement data (in millions) to Treasury to administer Payments/Veterans benefits, processes 1099's anually, we have yearly Disaster Recovery, Annual Financial year End Close, sustain FMS, annual Audit, assessments, daily batch cycles . Currently FMS Mainframe is staffed by an XL team.

FMS requires daily sustainment support for all activities mentioned above and includes but not limited to on-call nightly batch cycle support (365 days), 24/7 during Annual close support (approx: 30 days), Disaster Recovery support, 1099's processing, support yearly audit, yearly assesments, maintain Authority To Operate (ATO), fix security issues, access management etc.

Open Systems are web based financial reporting applications that are downstream from the FMS mainframe.

MinX: Provides congressionally mandated summary financial data from FMS (Financial Management System) and iFAMS (integrated Financial and Acquisition Management System) and provides an interface to report financial information and accounting to Congress, Treasury, and OMB. This is a mission critical application has 130-140 users. MinX is built on Oracle Hyperion Financial Management that is deployed on weblogic which is on Windows.

FRDW: FRDW identifies all VA Employee payroll discrepancies. Technologies involved are Oracle Analytics Server and Informatica. The user base is 110+. FRDW is on Linux.

Both MinX & FRDW are seperated into sustainment and application (data) activities. Sustainment will be handled by CCSS 2.0 & the data processing will be handled by FMAS contract.

The requirement for MinX and FRDW is to provide application sustainment support and maintenance (not the data) and also support monthly OS & Database patches.

MinX & FRDW require sustainment support that includes but not limited to maintenance of applications, security, help desk, application patches, support OS & DB patches, maintain ATO, and access management etc.

FRN: Allows business managers to focus on the services they provide to veterans efficiently providing timely information by stripping away unnecessary complexity. Managers turn to FRS for its accuracy and context. The user base is 4000+. This is a C#.NET based application on windows.

FCM: FCM displays report content generated by FMS. The FCM Archives retain FMS reports for many years. This is a Rocket software product that sits on Linux.

FRN and FCM require daily sustainment, application, and data support that includes but not limited to maintenance of applications, security, code fixes, help desk, application patches, maintain ATO, support OS & DB patches, data processing, access management etc.

Answer for 2nd Question
It is NOT the Government’s intent to use execution plans to define team size, skillsets, or labor categories for 5.2 FMS AND OPEN SYSTEMS SUSTAIMENT SUPPORT.

2 Question 2 in the RFI states, "Please provide the Level of Effort for PWS Section 5.2 and describe in detail your company’s understanding of the organization and the staffing levels required to complete the work, including all optional tasks. Provide details on what services you can render at the time of contract award." Does the Government want all the optional tasks (5.4,5.5, 5.6, and 5.7) included in the Level of Effort?

Answer:
Yes, please list the Level of effort (LOE) for section 5.2 and also separate LOE for optional tasks
