Attachment 3 - PACS Viewer Technical Demonstration Plan (amended)
1) Introduction: Upon notification by the VA Contracting Officer, Offerors shall provide a technical demonstration via web-based meeting to the VA Technical Evaluation Board and, if deemed necessary, participate in a question-and-answer session. The technical demonstration shall include a presentation of system workflow and operation to address the items listed below and provide concrete examples of items discussed in its Technical Factor 2, Written Technical Approach proposal, as well as conformance with the Performance Work Statement (PWS) and PWS Attachment 1 - Specifications. The demonstration and any question-and-answer session will not constitute discussions, as defined by FAR 15.306, and will not obligate the Government to determine a competitive range, conduct discussions, or solicit or entertain revised final proposal revisions. Any question-and-answer session conducted during the technical demonstration shall be for the sole purpose of asking an Offeror to clarify certain aspects of its technical demonstration or to resolve minor or clerical errors. The Government does reserve the right, however, to set a competitive range and conduct discussions after all technical demonstrations have been conducted. Submission of media containing the technical demonstration for evaluation, in lieu of presentations shall not be authorized and will be rejected.
2) Technical Demonstration Rules:
a) Order of Technical Demonstrations. The order in which Offerors will make their technical demonstrations will be determined by a drawing of numbers by the Contracting Officer. Offerors shall complete their technical demonstration on the scheduled date and time and will be responsible for hosting the on-line meeting and sending the meeting invite to the Contracting Officer.
b) Time and Date. The Contracting Officer will schedule the technical demonstrations and will notify each Offeror, in writing, of the date, and time of its technical demonstration. It is anticipated that the Contracting Officer will schedule the technical demonstrations to take place within 30 calendar days after receipt of offers. The Government reserves the right to reschedule an Offeror's technical demonstration at the discretion of the Contracting Officer.
3) Technical Demonstration Content:
a) Introduction – The introduction shall provide the name of each presenter and role during contract performance to the potential awarded contract.
b) Demonstration of Product - Offerors shall demonstrate the following features and capabilities of the product being proposed. Each feature and capability shall be clearly identified and demonstrated in the order listed below:
1. Provide an overview of the worklist layout, identifying system level settings vs. user level settings.
2. Identify assignment filters on the worklist along with criticality and turn-around time indicators.
3. Demonstrate/describe how the system allows the user to create custom worklists, including “assigning” an examination to a specific radiologist.
4. Demonstrate the product with your preferred voice recognition application, outlining steps that are needed to go from launching a case to signing the final report and creating an addendum. Save a dictation and go to another case to demonstrate an interrupted workflow scenario: i.e., when a radiologist is in the middle of one dictation, needs to look at another study, either dictate or not dictate that second study, and then go back to the first one.
5. Demonstrate the steps to access viewing tools along with system and user level customization.
6. Demonstrate how to toggle between tools: i.e., from measuring to scrolling, from magnification to window level.
7. Demonstrate the following annotations: Arrow, Circle, Text (and Text within Circle).
8. Demonstrate the following measurements: distance, angle, Cobb angle, measurements within circle annotation, Hounsfield units and region of interest.
9. Demonstrate the process to map a common viewing tool, such as magnification to a mouse selection or hot key. Identify whether the mapped profile automatically moves with the user from workstation to workstation or if it must be remapped at each new PC.
10. Demonstrate the range of functions such as keyboard shortcuts, mouse programming and customized configurations for other input devices that move with the user as they log onto different workstations.
11. Demonstrate the setup/configuration for scout lines.
12. Demonstrate linking an old and new CT. Demonstrate how to register the series when the slices do not start at the same anatomic location.
13. Demonstrate correcting registration for a patient who is tilted in the gantry.
14. Demonstrate the spine labeling tool and functionality between levels and views. Demonstrate how automated the process is for labeling within and across levels.
15. Demonstrate the process to generate coronal and sagittal reconstructions of a thin-section series and presentation state saving.
16. Demonstrate the process to generate Maximum Intensity Projection (MIP) and 3D reconstructions of a thin-section series and presentation state saving.
17. Demonstrate range of MIPs available, and ability to customize thickness according to user preference.
18. Demonstrate/describe ADC and SUV measurement capability.
19. Demonstrate scrolling through a multiple image plain film series (i.e., 4-view wrist).
20. Demonstrate/describe methods to save “key images”.
21. Exam names are not standardized across medical centers. Given this, demonstrate how comparison studies are identified and matched.
22. Demonstrate ability to display next prior exam if there are multiple priors.
23. Demonstrate/describe how to access prior reports.
24. Demonstrate the process to create hanging protocols (HP). Can you lay out a study and have the system learn the HP from the existing layout? Is that available for user and system HPs? Describe the process to create reliable, effective HPs for studies across VA with different local procedure dictionaries, series descriptions, etc.
25. Demonstrate/describe process for creating teaching files/case folders.
26. Demonstrate/describe Peer Review and Chat (second opinions) capability.
27. Demonstrate/describe PACS administrative management tools.
c) Question and Answer Session – The Government may elect to ask questions during the offeror’s portion of the technical demonstration and/or after completion of it. Should the Government wish to ask questions at the conclusion of the Offeror’s technical demonstration, it shall first conduct a brief caucus period. Any question and answer session between the Offeror and the Government either during or after the technical demonstration will be for clarification purposes and will not constitute discussions within the meaning of the Federal Acquisition Regulations (Part 15.306).
4) Technical Demonstration Time Limits:
a) The Offeror’s portion of the technical demonstration, excluding any question-and-answer sessions (if applicable), will be limited to one hour. The Contracting Officer will strictly enforce this time limit. The length of time spent on the demonstration/presentation will be left to the Offeror’s discretion. Should the Government ask questions during the Offeror’s technical demonstration, the Offeror’s demonstration time will be paused and restarted once the question and answer session is done. The Government anticipates that the total time will not exceed one hour and thirty minutes, inclusive of any question and answer sessions conducted either during and/or after the Offeror’s portion of the technical demonstration
5) Post Technical Demonstration:
a) Upon completion of the technical demonstration, Offerors shall provide the VA Technical Evaluation Board with access to a demonstration account hosted in the cloud in order to assess PACS viewer performance and validate the WAN suitability from a VA workstation. The demonstration account shall be provided no later than two weeks from the date of the technical demonstration and shall be available for at least two weeks from the date access is provided. Offerors are also permitted to resubmit the demonstration account during a two-week period beginning on November 29, 2022 and no later than December 13, 2022. If resubmitted, demonstration account access shall be available for at least two weeks from the date access is provided. Failure of an Offeror to provide this access may render the Offeror ineligible for award. The Government will provide each Offeror with the names and contact information for access to the demonstration account. At a minimum, the demonstration account shall include no less than 100 sample cases of various modalities of a size, scope, and complexity typically seen within VHA, including all required SOP Classes specified in Attachment 4 DICOM Matrix.
b) The sample cases are required to include the “Integrating the Healthcare Enterprise” consistent presentation of images dataset to validate all possible combinations of pixel size, photometric interpretations, and the pixel pipeline implementation. The case mix will include no less than 20 CTs with 50% having an image count in excess of 2,000 images; 5 PET/CTs having an image count in excess of 2,000 images; 20 MRs with 50% having an image count in excess of 1,000 images; 5 MGs with digital breast tomography; 10 DX 2 view chest and 10 DX of other anatomy; and 10 US exams.
