| Question | Response | |
Section B.4 Price Schedule references a unit of measure as “LO”, while Attachment A (i.e., Price Schedule, tab “Section B”) uses “Qty per plan” of 1. Will the government please confirm that “LO” and “Qty per plan” references the same unit of measure? If so, is that unit of measure per non-expendable asset? | Unit of Measure at IDIQ level is 1 LO. The reference to "Qty per plan" on "Annual Summary" TAB will be corrected.
CLIN 0001 references the inclusion of SLIN 1001AA. Please confirm it should be 0001AA. | Correct, it will be updated to reflect 0001AA.
CLIN 0004 references the inclusion of SLIN 1004A. Please confirm it should be 0004AA. | Correct, it will be updated to reflect 0004AA.
Will the government consider providing GFE laptops? | No, covered in PWS section 6.6
Section 6.5 indicates an Authority to Operate (ATO) is required. Would the government please confirm that an ATO is actually required, and if not, will the government please edit PWS to remove Section 6.5 accordingly? | Section 6.5 does not indicate that an ATO is required. Section 6.5 requires “All VA sensitive information shall be protected at all times in accordance with VA Handbook 6500, local security field office System Security Plans (SSP’s) and Authority to Operate (ATO)’s for all systems/LAN’s accessed while performing the tasks detailed in this PWS”. This requirement applies when interfacing with Infor and CenTrak® technologies at VISN 21, both of which have existing ATO’s.
Tab GSA FFP Labor Rate Table contains requirements for inclusion of a GSA Prime Contract number reference, GSA Labor Categories, and percent reduction to GSA rate by LCAT. Can the government please confirm GSA rates and pricing adherence is not required in response to this solicitation and these fields are not applicable? | Insructions page updated to remove reference to GSA.
This solicitation assumes that Infor LBI Asset Software is already installed. In the event a new hospital, such as Honolulu, needs to purchase the LBI Asset software, we recommend VA orders the necessary Asset Tracking software license through the existing Expansion contract #36C10A20R0006. If VA wants to order the LBI Asset Software through this solicitation, then CLINS will need to be added for the purchase of software and services to implement the LBI Asset software. | Section 5.6.1. of the PWS states that “The Contractor shall provide and install all necessary software compatible with the proposed hardware.” This will include Infor® software as needed to cover all places of performance.
The Infor LBI system installed in VISN 21 currently interfaces with the Active Directory Global Catalog (gc:\\) to import users and their attributes to the solution’s user directory. Is it expected that this current approach would need to be changed for the Infor LBI software? If so, please provide details about the Master Person Index that would allow us to assess what, if any, changes would be required to our system to support using MPI as the source for VA user identity data. | It is not expected that this current approach would need to be changed for the Infor LBI software.
5.5 Hardware Provisioning and Configuration sub-bullet (e.) states List of hardware required by VA. Could you please confirm that this is referring to a list of hardware that the VA will need to have in place, but that the Offeror is not quoting as part of the solution? | The Offeror is expected to quote all hardware necessary to support an automated passive RFID solution for VISN 21.
Attachment A Price schedule does not contain CLIN 0002, How should we price CLIN 0002? | An updated price schedule will be posted with a CLIN 0002
The “GSA FFP Labor Rate Table” only provides Off Site GSA FFP Labor Rate Table can the offeror propose on-site labor rates? | Offerors can provide on site labor rates, the updated price schedule will be posted to include offsite/onsite.
In order to accurately price the services and supplies needed how many assets in VISN 21 need RFID Tags? | Offerors shall use the Pricing Assumptions included in the revised Price Workbook Instructions Section.
We understand there will be variation in size and scope between the different sites. In Section B, are those the CLINs that will be awarded and would the government explain how they plan to account for the various sizes and scopes that each site may have? In section B will the high level CLINS be broken down into sub CLINS by adding the backup tabs to the CLIN table as individual orderable items? For example, does government expect CLIN 0005 in section B to be a single price that includes hardware? Or does the government plan to include all listed hardware in the backup tab as sub CLINS under CLIN 0005 to allow sites to order varying quantities of hardware. | Offerors shall use the Pricing Assumptions included in the revised Price Workbook Instructions Section.
