Response to Additional Questions Received from RFI Number 36C10B22Q0300
1. The RFI requests that the names and types of current federal contracts and/or contract vehicles be provided. We assume that VA requires the prime offeror to only disclose this information for current federal contracts and/or contract vehicles that are similar in scope to ELMS. Please confirm.
Response: Please provide as much experience as possible. Yes, contract relevancy is important
2. The RFI requests that respondents disclose a timeline of how it will implement its proposed solution by September 30, 2022 if its product is different than the existing product. As a response to only a RFI and considering that the government's requirements are only in Draft form, we are not yet proposing any specific/exact solution where we can provide a timeline. Please clarify as we may have misinterpreted the Government's question.
Response: No, please refer to the PWS for the projected phased approach.
3. The RFI requests that respondents disclose a timeline of how it will implement its proposed solution by September 30, 2022 if its product is different than the existing product. What is the existing LMS product in use today?
Response: The PWS was developed based on our customer's business requirement. The existing LMS is not relevant to the current PWS.
4. The RFI requests that respondents provide a Rough Order of Magnitude (ROM). Before any reliable/useful ROM can be provided at this early RFI stage, contractors need additional information relating to the size of the user base (more than just the number of licenses), size of the existing contract or contracts supporting this endeavor, and the magnitude of services required against the stated requirements outlined in the PWS.
Please clarify if we misinterpreted the Government's question.
Response: Please refer to the PWS section 5.7.
5. The RFI states that VA is under no obligation to contact RFI respondents for clarifications. Is the VA open to hosting an Industry Day for contractors to learn more about this opportunity before responding to certain parts like providing a ROM or implementation timeline? Without more information, RFI respondents would only be guessing which would minimize any usefulness for VA in receiving the data.
Response: Once the RFI is completed an Industry Day will be considered.
6. What LMS is the VA currently using?
Response: Most, but not all of these services are currently being sustained under a current contract.
7. What security clearance levels, if any, are needed for personnel of the vendor?
Response: Please refer to the PWS section 6.2.2
8. In section G “socioeconomic data", within the Company Information section, is the VA requesting the race/gender make up of our categories of employees and if so, will our EEO-1 for our company suffice? If not, please elaborate as to the specific requirement.
Response: Not sure what this is referring to.
9. In reference to the RFI for 36C10B22Q0300 Enterprise Learning Management Solution (ELMS): Does the 10 pages include the cover page and table of contents?
Response: Yes, the entire submission should be no more than 10 pages
10. Also are you able to provide any more insight/clarity on the attached requirements (VA ELMS Requirements Excel Spreadsheet)?
Response: Please refer to the PWS. The Contractor shall design and develop the solution in accordance with the identified VA requirements (Addendum C: Requirements Traceability Matrix).
11. The Sources Sought references: “indicate whether you could meet VAAR 852.219-10 (NOV 2020) (DEVIATION) VA Notice of Total SDVOSB set aside and 13 CFR §125.6, which states, the contractor will not pay more than 50% of the amount paid by the Government to it to firms that are not SDVOSBs as defined by VAAR 852.219-10
(NOV 2020) (DEVIATION).”
Response: The Government does not dictate the teaming arrangements but is seeking a single contract award for a complete solution.
12. The excel document is extremely thorough and we’re trying to figure out how to narrow our response to 10 pages. Would it be best to point out any items we cannot accommodate or focus on the things we can do?
Response: The more information provided the more accurate the government’s assessment can be.
