About this file

This document contains questions and answers regarding a Request for Information for COVID-19 Care Plan Management Software as a Service. The RFI seeks information on a cloud-based software solution to manage patient care plans and communication related to COVID-19. Respondents were asked to provide pricing models and any additional proposed services. The Department of Veterans Affairs intends for the software to include patient symptom self-reporting, medication and vital tracking, and care plan actions through a clinician web portal and patient smartphone app. Initial data entry would be done by agency staff when enrolling patients. No incumbent contractor currently provides these services. The response due date for the RFI was extended to October 2, 2020. The RFI does not specify a contract value or set-aside designation, which will depend on information received.

Questions and Answers on Request for Information (RFI) 36C10B21Q0524_1 - COVID-19 Care Plan Management Software as a Service (SaaS)

1. For the Sources Sought that was released, is there a current due date? Or will it be re-released (and if so, when)?

Answer: This is a Sources Sought/Request for Information (RFI) only. Dependent on the information provided in response to this RFI, VA may or may not release another draft. Please check for updates posted on the Contracting Opportunities Page. Regarding the due date, see response to Question 8.

2. Is there an incumbent contractor currently providing these services? If yes, please provide the contract details.

Answer: This is a new requirement, therefore there is no incumbent.

3. What will be the contract value for this opportunity.

Answer: VA does not currently have a contract value determined for this requirement. Per the RFI instructions, respondents were to provide a description of its pricing model for its solution and any potential additional services that were needed outside the subscription model, as well as the proposed price for said services.

4. What will be the set aside for this opportunity?

Answer: Be advised that set-aside decisions may be made based on the information provided in response to this Sources Sought/RFI or additional information discovered as VA continues to perform its Market Research.

5. Where is the Covid-19 related data coming from that will go into the COTS SaaS?

Answer: Based on the current requirements, initial data is anticipated to be entered by agency employees when enrolling patients in the application and patients would provide follow-on responses to questions within the applications.

6. What are the various data elements that are feeding into the COTS SaaS? Specify each data element item.

Answer: Based on the current requirements, some of the data elements may be subject to the design of the application but VA anticipates that it should include, but not limited to, symptom self-reporting, current medications, vitals of the patient, specific actions and related to the patients plan of care.

7. What is the interface and/or API that the COTS SaaS contractor needs to design and develop to receive all the data into the COTS SaaS?

Answer: Based on the current requirements, it is anticipated that the interface for initial use should include a web portal for clinicians (and staff enrolling patients) to use to monitor enrolled patients as well as a provider enabled version of the smartphone app for communicating with patients on a one-on-one basis.

8. Request to extend the RFI submission date to Friday, October 2nd.

Answer: A one-time extension for RFI submission is granted to Friday, October 2, 2020 at 10:00 AM ET.
