PD Section 1.2.3
The FedRAMP requirement in the RFQ states in section 1.2.3 "FedRAMP-Low certified cloud solution" is required. Does this allow us to pursue FedRAMP LI-SaaS for this solution to meet the FedRAMP-Low certification?
Within section 1.1 “Software Application Requirements” it specifies that the “Base Period: Basic license for the purpose of obtaining FedRAMP Certification with 1 to 20 test case review quantities.”
VA is willing to sponsor the Vendor who is awarded this contract to attain FedRAMP-Low Certification. Please ensure that all requirements outlined in Request for Quotation (RFQ) issued including Section E.11 Submission Instructions are reviewed.

Upon reviewing solicitation requirements section B4 base period should be priced as annual subscription rate however payment terms will be based on FedRAMP milestones in increments of 10% up to 30% and final payment upon ATO. Is this correct?
Section 1.1 of the requirements specifies that the base period shall include “Basic license for the purpose of obtaining FedRAMP Certification with 1 to 20 test case review quantities” which will be incrementally billable upon receipt of deliverables as outlined in line item 0001 of Schedule Of Supplies/Services.

General
Option period 1, 2, 3, appears to be annual subscription rate, however we see 1- 500 cases is this the method we are going to use to estimate total storage?
Section 1.1 of the requirements specifies that the SaaS subscription shall include 12- month licenses for “unlimited users, upgrades, technical support, training, and unlimited data storage space requirement per patient case review.” Since this solicitation is for a software as a service for option period 1, 2, 3, please provide the costs for purchasing 1-500 clinical case review quantities based on typical storage requirements for a clinical case. Please describe your assumption regarding storage requirements per clinical case.
Optional tasks Tier 2, 501 – 2000 cases and Tier 3, 2001 – 5000 is asking for a monthly prorated numbers does this have to do with allocated storage space and incremental up charge?
The requirements for the optional tasks are outlined in section 1.1. If your solution does not have cost associated with number of reviews provide associated costs for expanding storage for the relative amount of reviews requested.
I believe each case will be one terabyte is this how we should be calculating the dollar amounts?
Typically, each clinical dataset for submitted for review should be approximately 1-2 GB. If your solution does not have cost associated with number of reviews please provide your clinical case / data storage assumptions in your proposal.
Lines 0001AH, 0001AJ Is it acceptable to enter “included” in our submission?
That is acceptable, or you can specify that the product is “Not Separately Priced”.

PD Section 1.1.1
Would it be okay if the scrubbing process occurred as part of the upload process, whereby, a user drags and drops all the image dataset assets and a popup window appears allowing them to do all the scrubbing and hit OK, then, when they submit for peer review, only the scrubbed versions are submitted… or must the scrubbing tool exist as a local desktop application?
As stated in section 1.1.2.D, the data anonymization software tool needs to be deployed on the users VA computers where anonymization of the DICOM datasets will be performed. Only anonymized version of the datasets will be uploaded on the SaaS solution website.

PD Section 1.1.1
What is the “review criteria?” Is it a set of drop down menus? Is it free form text fields? Is it an approved/not approved toggle?
Does the “review criteria?” need to be configurable per VA clinic?
Does the review process continue in perpetuity until the patient is deceased, in remission, treatment ended… whereby the initial review is of the treatment plan and after that, there are reviews for the treatment progress?
Is there one peer that is designated as the approver of the treatment whereas the others are strictly reviewers? Must all reviewers approve unanimously to a treatment before the treatment can move forward?
The review criteria will be disease site specific and will be through a set of drop-down menus and free text fields.
The review criteria will be defined centrally for all VA clinics.
No, the review process will be for each treatment course.
The decision to accept the comments/suggestions on a review and make appropriate modifications to the treatment plan rests with the submitter. Each case will be reviewed by one disease site expert reviewer.

10
PD Section 1.1.1
What are data objects? Imaging datasets? Initial and Ongoing Treatment Plan? Initial and Ongoing Peer Review Data? Treatment Progress? Combo of all?
Does this imply that, after cases have been submitted for Peer Review that the case can be edited? Is this editing capability expected to end once the first Peer Review has been submitted? Do you need to see all versions of the a treatment plan as it is edited (including new imaging dataset created during the treatment? Who has visibility to the version, Submitter, Peer Reviewer, Admin?
Section 1.1.1.A defines the radiation therapy data objects. Once a case is submitted to a peer reviewer, no further edits or additions can be performed. All edits/additions to the case needs to be performed before the case is submitted for the review.
