1. Question: The RFP has a stated ceiling of a $5,000,000.00 award value for the IDIQ. If the Government receives price evaluation sheets over that threshold, will the vendor still be eligible for an award?
Answer: Yes, the price evaluation sheet is a general estimate. If the evaluated price is over the max amount, the offer can still be considered.
2. Question: There is a single CLIN each for interfacing to VISTA, Maximo and
DMLSS, (CLIN 0006Q, 0006R, & 0006R) but potentially two different interfaces at 2 different price points – The price for an interface with Infor Intelligent InSites would be different than the price to interface with CenTrak Asset Viewer.
Answer: See updated price schedule
3. Question: Is the quantity of 6 for DMLSS interface in OP2 accurate? The cost to develop would need to be priced only one time for Infor and one time for CenTrak. To install and configure at individual sites would be a much lower cost than the initial development of the interface.
Answer: See updated price schedule- quantity was changed to 1.
4. Question: Various questions concerning CLIN structure/Price Schedule.
VA Answer: VA considered all recommendations. Price schedule has been amended.
5. Question: Will the Government please clarify the differences between the following CLINs:
1008C Onsite System User Training (Infor)
1008D Remote System User Training (Infor) and these CLINs:
1008G Onsite System Administrator Training (Intelligent Infor)
1008H Remote System Administrator Training (Infor)
Answer: PWS Section 5.9 was updated to clarify the differences.
6. Question: There are inconsistencies between CLINs in Section B.1 Price
Schedule and the Items in the Pricing Evaluation Spreadsheet.
Answer: See update Pricing Evaluation Spreadsheet
7. Question: There are items in the Pricing Evaluation Spreadsheet that have zero quantity listed in them. Without specific quantities, each offeror may choose to enter a different amount into these fields, possibly making it harder for the Government to compare prices between different offerors. Will the Government please specify quantities for all items in the price file?
Answer: The Pricing Evaluation Spreadsheet is an estimate used for evaluation only. Although there may be a quantity in a specific Ordering Period that has quantity of “0”, each item should have a quantity of 1 or greater in at least one of the Ordering Periods. The Pricing Evaluation Spreadsheet has been updated to correct any omissions.
8. Question: Does the Government have specific information they would like offerors to include in each of the three references that comprise Volume III - Past Performance?
Answer: Please refer to Section E.1, Instructions to Offerors.
9. Question: The evaluation factors for Technical and Price describe how the Government will perform the evaluation for each of these factors. However, the past performance factor does not contain these details. Will the Government please provide the details on how it will evaluate past performance?
Answer: In accordance with 52.212-2, evaluation of non-price factors may be based on VA’s knowledge of and previous experience with the services being acquired or any other reasonable basis. Please note, formal evaluation plans and establishing a competitive range, conducting discussions, and scoring quotations of offers are not required.
10. Question: Under Volume I – Technical Factor, the Government states, “Offerors shall address all aspects of the PWS, with specific focus on the following items.”
The following items are specific to certain PWS sections:
• PWS Sections 5.2 and 5.2.1 for Instruction B
• PWS section 5.5.6 for Instruction C
• PWS section 5.6.3 for Instruction D
• PWS section 5.7 for Instruction E
• PWS sections 5.8 and 5.9 for Instruction F
• PWS section 5.4 for Instruction H
Does the Government wish for Offerors to address all of the other PWS sections not covered in the instructions on page 86?
VA Answer: It is up to each offeror to demonstrate the company’s approach, knowledge, experience, resources, and ability to perform the requirements of the Performance Work Statement through a detailed Technical Approach.
11. Question: The VA has included question g) Staffing Plan/Schedule, which states, “Offeror shall provide proposed schedule plan detailing how all task order schedules will be met throughout all ordering periods. The offeror shall detail a plan ensuring adequate staffing will be available as required by the task orders.
Offerors shall identify any schedule risks and how they will be mitigated.” Does the Government wish for Offerors to submit a schedule and roster for each CLIN included in the PWS?
VA Answer: For evaluation purposes at the basic IDIQ contract level, VA is looking for the offeror’s approach and ability to scheduling and staffing various task orders throughout the life of the IDIQ, not specific to any one task.
12. Question: To enable offerors to provide an accurate quote, will the Government please provide the RLTS Equipment Inventories for each VAMC and CBOC?
Answer: The government will not be able to provide RTLS equipment inventories at each VAMC and CBOC since this is an IDIQ contract for additional supplies and services only. There is no sustainment involved and thus the current inventory is irrelevant. This information will be available during site assessments, if necessary.
13. Question: Will the Government please consider adding the following requirement to the PWS?
“The Contractor shall perform up to 8-hours of training within a 24-hour time period. The contractor can break-up training events in blocks during each workday to accommodate different shifts. For instance, first shift training could occur between 9-11 AM, second shift training could occur between 2-4 PM, and third shift training could occur between 9-11 PM. “
Answer: PWS was updated to include recommended language.
14. Question: Instruction f.) states, “Detailed Training Approach as outlined in PWS section 5.8 AND 5.9”. However, PWS sections 5.8 and 5.8.1 contain requirements pertaining to the contractors management plan and staffing plan.
These PWS sections do not include training requirements. PWS Section 5.9 and its subparagraphs contain all of the training requirements. Since the Government’s instruction is for offerors to provide their training approach, will the Government please modify Instruction F as follows:
Answer: VA updated as requested.
