MAX Drive: HTME User Guide
What is MAX Drive?
MAX Drive is a file sharing service for government agencies capable of securing, managing access, and controlling the length of time available, for very large files. Users will be able to transfer files as large as 2 GB across networks.
HTME Contractors shall only use MAX Drive as directed for submitting files in response to the government’s requirements. Unauthorized access or use is strictly prohibited.

How to get to MAX Drive
Step 1: Login
The user must first be sponsored by the NAC Contracting Officer before accessing MAX Drive. If sponsorship has not yet been obtained, contact the NAC Contracting Officer before proceeding further.
To upload and administer files a sponsored user must login through the MAX Drive Login page.

How to upload files into MAX Drive
Step 1: Select a File for Upload.
Select the appropriate Vendor Response ZIP file located on your computer. The total file size cannot exceed 2 GB per upload. The vendor response shall be submitted as one ZIP file unless the file size is greater than 2 GB.
Note: Do not include any punctuation or special characters in the name of your ZIP File.
This will cause an error when retrieving the file from MAX. “ABC Contractor INC” is an allowable file name. “ABC Contractor, INC” (with comma) is not. Please name the file accordingly on your computer prior to initiating the upload in MAX.
If your vendor response is greater than 2 GB, you must breakout and upload multiple ZIP files to stay within the size limitation. Following the instructions in this guide, complete as few file uploads as possible to provide a fully complete vendor response. Multiple file uploads should be done in a logical manner, with the “Information” and “Quotes-Workups-Matrix” folders being provided as separate uploads whenever possible. See note on Pg. 6 regarding multiple file URLs in your e-mail submission.

Step 2: Set File Expiration
Set the 'File Expiration' to: 30 days. The file will automatically be deleted 30 days from the date the upload is completed.
Step 3: Select User/Collaboration Group access
Set Max Group restriction to: AGY-VA-OPAL.NAC.HTME(NONFED)
Step 4: Set a Password
You can create your own password or let the system generate one for you. Be sure to copy the password as it must be disclosed to the NAC Contracting Officer via e-mail (Step 8).
Note: Do not disclose your password to anyone outside of the NAC HTME Program.
Step 5: Upload File
Select ‘Upload File.’ A progress bar will appear allowing you to track the progress of your document upload. You can press the ‘cancel’ button while the file is uploading to cancel the file from being uploaded

Step 6: File Upload is Complete
When your upload into MAX Drive is successful the following verification screen will appear:

If your file is rejected, contact the MAX Drive Helpdesk via e-mail, maxsupport@max.gov or telephone, 202-395-6860 for assistance. Please notify the HTME Contracting Officer if the problem persists.

Step 7: File URL
Highlight the file URL with your cursor and right click copy or use the auto copy button at the right of the URL. This file URL must be disclosed to the NAC Contracting Officer via e-mail (see Step 8).
Note: Do not disclose your file URL to anyone outside of the NAC HTME Program.
Step 8: Submit File URL and Password via E-mail
The file URL and password must be e-mailed to the NAC Consolidation Contracting Officers at, michael.kuchyak@va.gov; john.lewandowski2@va.gov.
This e-mail serves as your firm’s formal response to the solicitation. The e-mail must be timestamped no later than the closing date/time of solicitation to be accepted (see Instructions to Offerors Document).
The e-mail must be titled as follows:
“MAX Drive Vendor Response: MMM YYYY Consolidation/ Contractor Name”
The file URL and password must be entered as text directly into the body of the e-mail. Do not provide a screenshot image of the URL or password, as the text must be readily copied and pasted by the Contracting Officer.

The NAC Contracting Officer will access your zip folder using the file URL and password provided in this e-mail.
Note: If you completed multiple file uploads due to exceeding the 2 GB size limitation, you must provide all file URLs and corresponding passwords together in one e-mail.
Failure to properly disclose your file URL and password as outlined above may result in no consideration being given to your firm’s response.

How to Administer Files in MAX Drive
Step 1: Navigate to the MAX Drive Administration User Interface
Navigate to https://drive.max.gov/admin or in the upper right hard corner click ‘File Upload History.’

Step 2: Manage Files
The administration page allows authenticated users to manage their uploaded files.
Step 2a: Downloading Files Select the ‘Download’ button.
Note: You may be prompted to insert a password if the file is password protected

Step 2b: Deleting Files
Select the Trash icon.
The following verification screen will appear. Select 'Yes, delete it!' to delete the file.
