Q&A
| Service Responsible for providing answers | PO# | QUESTIONS | ANSWERS | |
| HTM | General | If the CAD drawings of all the location spaces are posted, does that change the requirments of the submissions to include site-specific CAD drawings? | No. No site specific CAD drawings are required for any line item | |
| HTM | General | In reviewing the FIPS requirements, we see there are 4 security levels. What level do you require medical devices to conform to? Also, if we find our equipment lacking in a particular secuirty requirement, do you accept the addition of a 'compensating control' such as a firewall, to augment the security of the medical device? | The wireless capability meets the FIPS 140-2 requirement if it has a “validated” or “certified” status. NIST provides a searchable database of FIPS 140-2 compliance certificates at https://csrc.nist.gov/Projects/Cryptographic-Module-Validation-Program/Validated-Modules/Search. A device with 802.11 wireless communication must be FIPS 140-2 certified or validated to be procured by the VA. | |
| HTM | General | Can we include the typical drawings in each quote rather than pulling and putting in info folder? | Typical drawings should be included in the information folder by equipment type per the instructions to offers | |
| NAC Team A | 553-B90044 | VA Detroit coded as XR RAD, the actual benchmark is for a Siemens Agile RF system. It's the same benchmark quote for the XR RF Room Obligation 553-B90041. NAC needs to verify if the Agile Benchmark is correct, then they need to adjust the category to XR RF. If it's supposed to be a RAD spec, then they need to post a corrected benchmark. | The benchmark posted is for an R/F, the spreadsheet with the list of line items has been updated. | |
| NAC Team A | General | Can we do a contractor walkthrough at any of the facilities at this stage? | No walk throughs will be conducted at this time. | |
| VISN 02 | 561-B82011 | 1. Can we please have the exact specifications of the room? 10' is very small room for an R/F unit | ||
| 2. The specs show that only 1 detector is required. Please confirm. Does the benchmarked system include 1 detector inherent in the configuration and then another detector is quoted or is only ne detector being specified? | 1. Room is 10’x10’ with an ~3’x6’ control room space. Please note that this request is for a RAD system not an RF system. |
2. One inherent and one additional detector is required.
| VISN 04 | 503-B80019 | 1. What level/type of shielding is rquired, if any? | |
| 2. What does minimum control room computer with equivalent to 25k images mean? | 1. | Shielding is not required. | |
| 2. | The hard drive of the computer should be appropriately sized to hold at least 25,000 images. | ||
| VISN 04 | 642-B90009 | Can we get a CAD drawing for VA Philadelphia, 642-B90009, and location of the current treadmill system located in same room? |
Technical Requirement: Additional Specifications Section i.
- Upright and supine imaging cabaility. Request - The "upright" imaging capability limits competition. Please remove this word from technical specification. A vendor had contacted us on 5/23/19 and requested a drawing of the Nuc Med room so we provided one to the NAC. Please see revised Technical Specifications. The treadmill system is not currently located in this room, but will be moving into the room with the new cardiac camera. The stress test system cart is approximately 43” wide x 31” deep and the associated treadmill is approximately 30” wide x 80” long. The treadmill should have approximately 3 feet of clearance on each side and 6 feet from the end.
The “upright” imaging capability requirement was included in the specifications because we need to scan many patients either prone or upright. Many of our patients are overweight and scanning prone is difficult due to their size and breathing difficulties.
| VISN 04 | 642-B90011 | How many detectors is the minimum specifications calling for - 2 or 3 detectors? If 3 - If there's an option to have a removable detector (that can be fixed if required) at both wall stand and table, it will eliminate the need for a 3rd detector. Is that of value? | The minimum number of detectors is 2 if one of them is a removable detector. |
| VISN 04 | 642-B80023 | The same system was awarded in the September Consolidation. Please confirm that this is a valid opportunity for the May Consolidation. | The need has changed and requirement was deferred to the May 2019 consolidation. |
| VISN 04 | 646-B92001 | The technical elements in this specification are very specific and may be from one vendor. To allow for full competition please consider the following changes. |

I need to know if they want a single fixed detector in the wall and a single wireless detector for the table. Or do they want (2) wireless detectors and a single fixed detector? | |
| 2. | RFO states "automated system movement (option)". Do we option this or add it to the body of the proposal? | 1. Need (2) wireless detectors and a single fixed detector |
2. Please leave this as an option.
| VISN 10 | 553-B90039 | 1. | Benchmark calls for Multinuclear Support (aka MNS) (Multinuclear Support #Vi) - multinuclear spectroscopy is generally considered a research tool versus single voxel spectroscopy. Please clarify your intent around spectroscopy (both multi and single voxel) so we can provide a thorough response? | |
| 2. | Benchmark calls for a Peripheral Vascular Coil (Peripheral Angio 36 #Sk)- We rarely see this coil used in clinical practice (time consuming for technologist, hard to store, uncomfortable for patient wtih minimal added clinical benefit) and as it tends to add considerable cost. Please explain how this will be used for patients, there may be a better solution? | |||
| 3. | Benchmark calls for a FUll UPS (Eaton 93PM-200 kW UPS) - Please confirm that a full UPS (Easton 93PM-200 kW UPS) – Please confirm that a full UPS is required and there is room and power to install the full UPS or would a partial UPS be preferred? | |||
| 4. | Benchmark calls for some cardiac related acquisition packages, please describe the type and volume of cardiac MRI scanning you are planning to perform and what, if any post processing you will require | 1. | VA research is planned, with clinical applications in Neurology/Psychiatry, Oncology, Cardiology, and MSK. In general, 1H MR spectroscopy translation to clinical practice has been limited, as in many instances the proton nucleus alone is not enough. For example, liver imaging using a combination spectroscopy of H1, P31, and C13 together has been shown to enhance the biochemical analysis of liver imaging. Multinuclear spectroscopy enables imaging of Flourine19, Sodium23, Carbon13, Phosphorous31, Xenon129, Helium3, Lithium7. | |
| 2. | Peripheral runoffs are preferable to CTA in our veteran patient population, as a renal image-softly solution to renal insufficiency. Plan is to convert routine runoff CTAs to runoff MRAs. | |||

| 4. | We have had a robust Cardiology-Radiology collegial cardiac CT program here since spring 2016, with cardiac CTs occurring several times a week and all five cardiac imagers reviewing each study collaboratively. Together we decided to hold off with our cardiac MR program until such time as this magnet becomes available. There are two credentialed cardiac cardiologists and three credentialed cardiac radiologists. Plan is to offer the full array of structural and physiologic cardiac clinical MR, as well as planned research production. | |||
| VISN 12 | 550-B80023 | The technical elements in this specification are very specific and may be from one vendor. To allow for full competition please consider the following changes. |

| 7. | Made Optional – Moved to Added Value Section | |||
| 8. | Made Optional – Newer R/F configurations utilize an Overhead Fluoro Tube at the Face, Eye, and Neck level with a digital detector underneath. The under table tubehead configuration has the tube at much lower level, beneath the patient and away from the end user. This reduces possible radiation dose to the lens of the eyes which is advantageous for VA employed Radiologists. Minimal Radiation doses to this area has been found to cause cataracts. Local physicians have also found it much easier to get the desired images with in-room controls for patient safety. Physician is at the patients side for any possible adverse patient reactions. | |||
| 9. | We interpreted it to mean that the table could be adjusted for every possible patient position needed for fluoro imaging. | |||
