VALBHS is standardizing to Welch Allyn physiological monitoring equipment. VALBHS has over 150 Welch Allyn Connex 6800 Vital Signs Monitors already in use throughout the healthcare system. All the end users are trained in the use of Welch Allyn Connex 6800 Vital Signs Monitors and the Biomed staff are trained in repair and maintenance. VALBHS is currently in the process of implementing the Welch Allyn Connex wireless system that will allow Welch Allyn Connex Vital Signs Monitors to transmit data to VistA CPRS (VA EMR). Any Vital Signs Monitor procured must be compatible with the Welch Allyn Connex server.
4. Description of market research conducted and results or statement why it was not conducted:
Market research included reviewing medical device supplier brochures and internet marketplaces.
Information from VA Long Beach Biomedical Engineering staff was incorporated in determining the healthcare system standard.
These items are considered medical equipment. VA requires medical equipment be provided by the manufacturer or manufacturer-authorized distributor. Welch Allyn was contacted for a listing of their authorized distributors as part of the market research conducted for this requirement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
