All other terms and conditions of the solicitation remain the same and in full force and effect.
1. NEW Attachment A – IDIQ PWS STVHCS – Amend 1:
The following changes have been made to Attachment A – IDIQ PWS STVHCS:
· Section 12.1 has been changed
From: 12.1. Key Personnel The personnel identified herein are considered essential to the work being performed. In the event changes to key personnel are required during the performance of this contract, replacement key personnel must meet or exceed the experience and qualifications of the individual the Contractor included in its proposal submittal. Prior to substituting, removing, replacing, or diverting any key personnel, the Contractor shall notify the COR and CO 10 working days in advance. The Contractor shall submit to the COR and CO the resume of the replacing individual that demonstrates skills and background at least equivalent to those of the individual the Contractor included in its proposal. The COR will evaluate the replacing person's resume to determine the experience and qualifications of the replacement are equal or exceed those of the person's resume submitted with the Contractor's proposal for that position
To: 12.1. Key Personnel The personnel identified herein are considered essential to the work being performed. In the event changes to key personnel are required during the performance of this contract, replacement key personnel must meet or exceed the minimum experience and qualifications listed in this paragraph. For the Project Manager position only, in the event changes are required during the performance of this contract, replacement of that Project Manager must meet or exceed the minimum experience and qualifications of the individual the Contractor included in its proposal submittal and not just the minimum experience and qualifications listed in this paragraph. The COR will evaluate the replacing person's resume to determine the experience and qualifications of the replacement are equal or exceed those of the person's resume submitted with the Contractor's proposal for that position.
· The bullet “Provide data management services to include electronic devices, software licenses, & maintenance for devices and software “has been removed from the PM task list, as answered previously in Solicitation Amendment 2.
· Deliverable 069, IT Installation plan, has been updated to correct a reference error – the reference to “14.2.18” has been replaced with “14.2.15”.
· Deliverable 071, Biomedical Support Plan, has been updated to correct a reference error – the reference to “14.2.19” has been replaced with “14.2.16”.
2. NEW Attachment O – Task Order 1 PWS STVHCS – Amend 2 The following changes have been made to Attachment O – Task Order 1 PWS STVHCS – Amend 1:

3. Questions Submitted for Solicitation: 36A77618Q9138– Initial Outfitting, Transition, and Activation IDIQ RFQ South Texas Veterans Health Care System San Antonio, Texas:
*** The Government received several questions concerning deliverable due dates. The Government will not be changing any due dates for its requirements during the solicitation process. If applicable, these suggestions can be addressed after award. ***
Question 19: In order to allow offeror’s time to update their proposal based on the Q&A responses, and due to the Federal Labor Day Holiday, will the Government consider a week extension to the current proposal due date?
Answer 19: Due to the tight award timeline, an extension of a week is not possible. However, due to the federal holiday, we will allow a two-day extension. Quotes will be due Thursday, September 6 at 10:00 AM Eastern Standard Time.
Question 20: For pricing purposes, what is the assumed award date for the IDIQ and Task Order 1 contracts?
Answer 20: 30 Sept 2018 for both the IDIQ and the first Task Order
Question 21: On what date does the period of performance start for Task Order 1?
Answer 21: Date of award for the IDIQ
Question 22: The RFP does not provide labor category descriptions or qualifications for any positions other than the four key personnel positions. For pricing purposes, will the Government provide this information for all labor categories?
Answer 22: No, the Government's minimum requirement is to have the key personnel meet the stated specific experience and certification requirements; the contractor is able to infer the necessary level of experience and qualifications to meet other PWS task requirements and propose accordingly.
Question 23: Task Order 1 Technical Submission requirements, Basis of Estimate. This section states, “A Basis of Estimate worksheet shall be created and submitted to show the details of the proposed labor mix for each CLIN in Task Order 1. This worksheet is separate from attachment N “Activation Total Evaluated Price (TEP) Calculation Workbook”; however, the proposed labor categories and labor hours must match the “Activation TEP Calculation Workbook” for Task Order 1.”
Can the Government clarify what the CLINS are? Is the CLIN structure in line with the PWS Tasks, i.e. CLIN 0001 Comprehensive Project Management Support Services, CLIN 0002 Comprehensive Interior Design and Space Planning Services, CLIN 0003 Comprehensive Furniture, Fixtures, and Equipment Planning Support, etc.?
Answer 23: The contract will have one Firm Fixed Price CLIN, for all tasks and travel. Offerors shall propose the price breakdown by task in the BOEs for evaluation purposes.
Question 24: Will the VA provide any workspace for contractors?
Answer 24: Yes, space will be provided by the Government.
Question 25: Will this VA provide IM/IT assets to contractor staff?
Answer 25: Yes, IM/IT assets will be provided by the Government.
Question 26: How many Attainia licenses will be available for the contractor’s use?
Answer 26: This effort will be awarded one Attainia license to utilize for inventory purposes.
Question 27: Submittal 22, Master Key Plan indicates the IOT&AA contractor will provide key cores for the facility. Is this accurate? Key cores are typically provided to the locksmith by the General Contractor.
Answer 27: No, the IOT&A contractor will ensure the key cores are provided to the locksmith, not doing it themselves.
Question 28: Submittal 22, Master Key Plan, Seems to read the IOT&A contractor will provide the Physical Access Control System (PACS). Is this accurate?
Answer 28: No, the IOT&A contractor will ensure the PACS is provided, not do it themselves.
Question 29: How much estimated reuse do the current clinics have?
Answer 29: Inventory has not yet been completed, so this is unknown at this time.
Question 30: Is AEMS/MERS still accurate? Will the organization transition to Maximo prior to the move?
Answer 30: At this time, the requirement is accurate. It is not yet determined if Maximo will be used prior to the move.
Question 31: 14.2.8 Warehousing and Warehousing Management Services – Please clarify what seems to be contradictory statements, the paragraph directs that only Government personnel can receive equipment at the warehouse; however, later under submittal 54 Receiving Logs, indicates the contractor will receive and manage all equipment inventory of FFE in the warehouse and report daily to the Government via the receiving logs.
Answer 31: We expect all FFE for this clinic to be at the contractor's warehouse, not VA. It would be contract personnel who will manage it. If FFE is at the VA warehouse, then VA personnel will manage.
Question 32: 14.2.3 IT/IM Planning Support, Will the IO contractor be procuring the IM/IT systems or will those purchases be conducted through VAOI&T?
Answer 32: The purchases of IT/IM will be done through the VA Office of Information Technology.
Question 33: 14.2.14. Information Technology, Will the IOT&A contractor be tasked with infrastructure installations i.e. Wireless Access Points (WAPs), and cabling requirements to Telecom Rooms (TRs)?
Answer 33: The IOT&A contractor will work with the VA Office of Information Technology on these requirements.
Question 34: 14.2.14. Information Technology, Bullet 10 is unclear if this is written as a requirement for the IOT&A contractor or information concerning what the General Contractor will perform. Many of the requirements are typical to infrastructure construction.
Answer 34: Bullet 10 is a requirement for the IOT&A contractor to oversee the performance of the General Contractor
Question 35: Submittal 069 - IT Installation Plan. The Contractor shall develop in coordination with VA IT POC and maintain an IT Installation plan with all elements identified in section 14.2.18. The paragraph is not in the submission. Could you elaborate on where the elements can be found?
Answer 35: The reference within the deliverable language should have read "14.2.15." It references the IT/IM section the deliverable is under. This has been updated in the IDIQ PWS (Amend 1).
Question 36: Submittal 068. The description of the Biomedical Support Plan refers to paragraph 14.2.19. The paragraph is not in the submission. Could you elaborate on where the elements can be found?
Answer 36: The Biomedical Support Plan is Deliverable 072, and the reference within the deliverable language should have read "14.2.16." It references the Bio Medical section the deliverable is under. This has been updated in the IDIQ PWS (Amend 1).
Question 37: Warehouse Requirements. Is it the intent of the VA to place network equipment in the warehouse TR to accommodate receiving and IT equipment programming? If so, can you provide the specifications that the warehouse provider should meet?
Answer 37: There is currently no requirement for warehousing services. If there is a future warehousing services requirement it would be ordered on a future task order, and the specifics will be in that Task Order's PWS. If that requirement materializes the VA Office of Information Technology will manage the IT resources.
Question 38: How many Government employees will need workstation accommodations in the provided warehouse.
Answer 38: There is currently no requirement for warehousing services. If there is a future warehousing services requirement it would be ordered on a future task order, and the specifics will be in that Task Order's PWS. At this time the estimation is five employees.
Question 39: Are insurance requirements for the warehouse above and beyond the insurance required for the IDIQ?
Answer 39: If there is a future warehousing services requirement it would be ordered on a future task order, and the specifics will be in that Task Order's PWS. Any insurance requirements would be above and beyond anything required under Task Order 1.
Question 40: IDIQ PWS, Pg. 8, 12.1 Key Personnel, Project Manager: Would the Contracting Officer consider changing the PMP requirement of the Project Manager to preferred but not required?
Answer 40: The key personnel description states equivalent certifications may be accepted by the CO. The requirement will remain unchanged.
Question 41: Please add language to exempt the AIMS from the 30-page count limit.
Answer 41: This exemption language is already included in the header to Section F, Paragraph 3 - "IDIQ Management Plan (maximum 8 pages, excluding AIMS):"
Question 42: In order to best present information to the government, would the government consider allowing smaller font sizes in graphics and tables?
Answer 42: No, to maintain the integrity of the competition and remain fair to all offerors, no font may be smaller than size 12, including charts and graphics
Question 43: IDIQ Solicitation, Pg. 30 (4) b-c
“b. A Basis of Estimate worksheet shall be created and submitted to show the details of the proposed labor mix for each CLIN in Task Order 1. This worksheet is separate from attachment N “Activation Total Evaluated Price (TEP) Calculation Workbook”; however, the proposed labor categories and labor hours must match the “Activation TEP Calculation Workbook” for Task Order 1.
c. A narrative describing how fixed price travel was determined, to include the number of trips, number of days, number of travelers, and description of any additional costs that were identified in the “Activation TEP Calculation Workbook”, “4-TO 1 Travel” tab under Column M “Additional Costs.” This narrative shall not contain any cost information.”
These items appear to relate to pricing information, and appear to belong under (6) Price Submission.
Answer 43: The BoEs and Travel narrative will be evaluated as part of the Task Order 1 Technical Submission. The technical merits of those documents (hours required for tasks, decisions on labor mix per task, purpose of trips, attendees, etc.) will help the Government understand the offerors technical approach to Task order 1. The pricing submission is only the Activation TEP Calculation Workbook and will have some of the same information as the BoEs but will be evaluated differently. The price submission evaluation will focus on the reasonableness of the rates, total task, and TEP.
Question 44: Context: Based on the writing of TO#1 initial equipment recommendations are required prior to user meetings and then refined during the design charrette.
Question/Comment: Is the IOT&A contractor expected to provide equipment recommendations prior to meeting with the staff?
Answer 44: IOT&A contractor will interact with staff and provide recommendations when asked
Question 45: Is the Project Manager requested/required to be on-site full time for the duration of the Task Order?
Answer 45: As stated in the Task Order 1 PWS, the Project Manager is expected to be on-site full-time for the duration of the Task Order.
Question 46: Are medical equipment items expected as part of the FFE design submittal process?
Answer 46: Yes, medical equipment items expected as part of the FFE design submittal process.
Question 47: When is the anticipated award and information cutoff dates for the lease agreement?
Answer 47: The lease is expected to be awarded FY18.
Question 48: The identified schedule would require staff to be prepared to meet for the FFE design review/re-use inventories within 15/30 days of award respectively. Are these dates flexible or are they fixed in order to support other contract/construction deadlines?
Answer 48: The deliverable dates will not be changed during the solicitation process. The dates are estimates at this time; the construction contract is not yet awarded.
Question 49: Does the site have a dedicated activation team assigned for the activities?
Answer 49: Yes, in progress
Question 50: Has the site assigned a dedicated activation program / project manager to lead the effort?
Answer 50: Yes

Question 52: Will the site issue contractor facility badges until the appropriate security investigations are completed and badges are issued?
Answer 52: Initial screenings must be completed before VA badges are issued
Question 53: Will the contractor's Share site need to interface with the VA SharePoint for the facility?
Answer 53: No
Question 54: Are the section F 1-5 write ups to be submitted as a single volume and section F 6-7 as a separate price volume? Are we submitting all information in section F as a single volume plus the Activation TEP Calculation Workbook?
Answer 54: All Section F write-ups should be submitted in one volume and the Activation TEP Calculation Workbook will be submitted in the Excel spreadsheet separately.
Question 55: Is there a preferred format (MS Word®, PDF) for submission of the technical volume?
Answer 55: No, there is not.
Question 56: Can you identify the facilities (besides the existing Frank Tejeda Outpatient Clinic) being replaced/consolidated? Six additional locations were indicated.
Answer 56: Currently in review since this clinic was approved in FY13
Question 57: Are there any page margin requirements for this submission?
Answer 57: 1" page margins on each submitted page
Question 58: Are cover letters and title pages included in the page max count?
Answer 58: No, they are not as long as they do not contain narrative information
Question 59: Is the OPC in a leased space in an existing building? Is the project a tenant fit-out type?
Answer 59: Lease and new building
Question 60: In what stage is the design/construction process currently? Have all floor plans/ceiling plans/interior elevations been developed?
Answer 60: A 100% design was provided by an A/E firm a few years ago. That design has been provided to the offerors for the general contractor/leasor source selection which has not yet been awarded (anticipate September 2018). Until the general contractor award is made the STVHCS considers the design to be at 35%. However due to the A/E design already being completed they anticipate the design will quickly move to 95% shortly after the general contractor award is made.
Question 61: Have the Basis of Design furniture and equipment plans been developed and approved by the VA to a Design Development level?
Answer 61: No, Attainia has not began
Question 62: Are site and user groups prepared to provide input and feedback to maintain the accelerated timelines presented?
Answer 62: Yes, in progress
Question 63: Please verify the number of user groups requiring full charrettes.
Answer 63: The Government anticipates having a CORE IPT and well as IPTs per the PWS requirements, so at this time the estimate is six. This has been added to the Task Order 1 PWS (Amend 2).
Question 64: Has an artwork budget been established?
Answer 64: Within the total acquisition budget; actual figure is TBD
Question 65: Will the artwork program be developed as a Basis of Design with Artwork types defined, or are the individual artwork pieces to be selected? If so, how can artwork program be bid out, rather than sole source?
Answer 65: VA interior design will provide Basis of Design
Question 66: How many 3-D renditions should be planned for?
Answer 66: At least three. This has been added to Deliverable TO-018 in Task Order 1 PWS (Amend 2).
Question 67: Has the base building A/E design team developed any Wayfinding or Signage programs to date?
Answer 67: No, not yet
Question 68: What is the extent of the general contractor's signage scope? Who is responsible to develop the Message Schedule?
Answer 68: The general contractor and IOT&A contractor will work with the VA staff on signage and schedule.
Question 69: “Approval for Rental Cars is discouraged?” Please clarify.
Answer 69: The referenced travel section of the IDIQ relates only to cost-reimbursable travel. This is a possibility for future task orders, but Task Order 1 utilizes FFP travel, so this is inapplicable for the purposes of this solicitation.
Question 70: Enterprise – Project Manager “on-site” - clarification desired, i.e. on-site full-time; on demand, in the locality
Answer 70: The individual task orders will specify the level required. Task Order 1 is specified as on-site (in the locality) and full-time (to meet all deliverables and construction timelines).
Question 71: Same as above – Contractor provides Sharepoint like site – since interconnectivity cannot occur, does this site have to be physically at the government site, or, physical access to the Sharepoint site?
Answer 71: We are not using Sharepoint for change orders but an internal approval portal.
Question 72: Travel can be awarded under a Firm Fixed Price Basis. Is the travel Firm Fixed Price total priced on the travel sheet for each task order? Will travel has it's own CLIN or included in other CLINS? For FFP
Answer 72: All proposed travel for Task Order 1 will be included in the CLIN with all FFP tasks. It will not be on its own CLIN.
Question 73: Previously answered in Amendment 2:
Question 5: Is the contractor responsible for laying in the FF&E they are providing? This would be for CC items?
Response 5: Yes, for oversight of whomever is installing the FF&E.
Question for clarification: Will the AE of record be the firm that lays in the CC items that will be provided by the builder?
Answer 73: Yes, the AE firm will lay in the CC items provided by the builder
Question 74: Attachment: 36A77618Q9138-004: The program design attachment says San Antonio Location but is listed as the Orlando Facility Design. Can you please clarify?
Answer 74: Typo from a few years ago; design information is for San Antonio
Question 75: Section 12.1 Key Personnel (page 6 of 59): “In the event changes to key personnel are required during the period of performance of this contract, replacement key personnel must meet or exceed the experience and qualifications of the individual contractor included in its proposal submittal. The contractor shall submit to the CO the resume of the replacing individual that demonstrates skills and background at least equivalent to those of the individual the contractor included in its proposal.”
a. Are the statements above to be understood that replacement key personnel must minimally match or exceed the qualifications of the initially submitted personnel being replaced?
b. If so, what is the extent of the “meet or exceed” for experience and qualifications, e.g. must there be a numeric match or exceed for years of experience and an equal meet or exceed for qualifications?
c. Do the statements above mean that the minimum requirements presented in the IDIQ PWS are superseded by the experience and qualifications of the candidate key personnel submitted with the responding vendor’s proposal?
Answer 75:
a. Based on this question we have revised the IDIQ PWS. Paragraph 12.1 was inconsistent with 52.212-1 Instructions to Offerors, 52.212-2 Evaluation of Offers, and with the Government's intent. In 52.212-1 and 52.212-2 it states that offerors will be given additional consideration for exceeding the minimum requirements of the Project Manager position. The other Key Personnel positions will either meet or not meet the minimum requirements. Therefore, when replacing the Project Manager position, the replacement must meet or exceed the experience and qualifications of the individual contractor included in the proposal submittal. For all other Key Personnel positions, the replacement must only meet or exceed the minimum experience and qualifications as stated in section 12.1 of the IDIQ PWS. The IDIQ PWS has been revised to reflect this (see Attachment A - IDIQ PWS STVHCS - Amend 1).
b. Replacement resumes will be reviewed on a case-by-case basis by the COR and CO to make the determination of matching proposed personnel qualifications. This "match" can be based on a number of variables, and will be made at the time of replacement.
c. Yes, but as stated in "a." only for the Project Manager position.
