CONTINUATION PAGE

This is the second amendment to solicitation 36A77618Q9138.

The purpose of this amendment is to:

1. Replace original solicitation Attachment O - Task Order 1 PWS STVHCS with a revised Attachment O – Task Order 1 PWS STVHCS – Amend 1, dated 28 Aug 2018.

2. Answer the questions listed below.

All other terms and conditions of the solicitation remain the same and in full force and effect.

1. As a result of Question 18 below, the following paragraph has been removed from deliverable TO1-017, FF&E Layouts: “Finalized FF&E layouts are by room are to be affixed to each room (on the door or other prominent location) to facilitate installation, inspection, and acceptance. Each layout shall identify the applicable location/room". The remaining deliverable language for TO-017 is still applicable to Task Order 1.

2. Questions Submitted for Solicitation: 36A77618Q9138– Initial Outfitting, Transition, and Activation IDIQ RFQ South Texas Veterans Health Care System San Antonio, Texas:

*** The Government received several questions concerning deliverable due dates. The Government will not be changing any due dates for its requirements during the solicitation process. If applicable, these suggestions can be addressed after award. *** Question 1 was answered in Amendment 1.

Question 2: "Contractor must obtain written approval from the VA COR BEFORE any travel begins, utilizing the Travel Authorization Request. Other documents or e-mails will not be accepted as pre-approval. Travel and per diem expenses will be reimbursed on an actual expenditures basis in accordance with FTR and FAR 31.205-46. Travel that occurs without written pre-approval will not be reimbursed. To be reimbursed for travel, the Contractor shall submit supporting documentation as required by FTR with invoices. FTR requires for any temporary travel destination you must provide a receipt to substantiate your claimed travel expenses for lodging and a receipt for any authorized expenses costing over $75 (FTR 301-11.25). Expenses for subsistence and lodging will be reimbursed to the Contractor only to the extent where an overnight stay is necessary and authorized by FTR in effect at the time of the stay for the specific location. Approval for rental vehicles is discouraged and will be approved on an individual basis. Additional information can be found at: http://www.gsa.gov/ftr."

Does this mean that per diem meals must include all receipts in order to get reimbursed?

Response 2: Any expense over $75 must have a receipt; therefore, if an individual expense for a meal is over $75, it must have a receipt. Otherwise, no. NOTE: This is only for Task Orders where travel is identified as Cost Reimbursable, not Firm Fixed Price travel. Task Order 1 is firm fixed price travel. Future Task Orders are TBD.

Question 3: “Provide data management services to include electronic devices, software licenses, & maintenance for devices and software" Can you please provide more details about this?

Response 3: This specific bullet point will be removed from the Performance Work Statement prior to award.

Question 4: “The STVHCS will be utilizing Attainia software (license provided by the Government for use by the IOT&A Contractor) to manage its FF&E for this activation project. The Contractor shall validate in the Attainia database all FF&E up to 100% to generic made/model. “Validating” in the sense means a generic item has been identified by a specific manufacturer and model has not yet been identified. The Contractor shall then develop the Attainia list to the “Approved” phase. “Approve” in this sense means the manufacturer and model has been selected, to include the salient characteristics of the item. The Contractor will be responsible for finalizing furniture, fixtures, and artwork with end users with the purpose of moving the items from “validated” to “approved” in the Attainia database. The Contractor shall upload and update the Attainia database. The Contractor shall coordinate with the Attainia Contractor for database training for project maintenance."

Does this mean Attainia has not yet started so there is no list yet or does this mean Attainia has started and the Attainia list needs to be validated to 100% by the pre-planner?"

Response 4: The Attainia task order for this effort has not yet been awarded. It will be awarded by contract start. Therefore, all FF&E will need to be entered and validated by the IOT&A contractor.

Question 5: Is the contractor responsible for laying in the FF&E they are providing? This would be for CC items?

Response 5: Yes, for oversight of whomever is installing the FF&E.

Question 6: “The Contractor shall call out in each room all utility conflicts and recommended resolutions."

Should we assume that the call out is to identify locations where additional MEP is needed and what type (electrical/data/plumbing)?

Response 6: Yes, where additional MEP is needed or moved.

Question 7: “The contractor shall verify the as-designed MEP will support the new design and identify any potential issues related to required utilities for planned FF&E. The contractor shall verify the design meets with applicable state, local, and federal requirements (e.g. ADA, Building Codes, NFPA 101, etc.). The Contractor shall notify the COR of any discrepancies. A gap analysis will be performed where discrepancies are identified between Concept of Operations (CONOPS), requirements, and infrastructure provided in accordance with the construction documents, with facilitation towards workable solutions.”

If you want building code reviews etc these are done by engineers, architects, fire protection and life safety personnel – I do not see their labor category in the pricing template? Also, this cannot be done unless we are given the construction drawings from the AE. Can you verify we will receive all required drawings in order to provide this information back?

Response 7: Drawings were completed by govt and could be affected by construction/lease contractor. The drawings will be provided to the IOT&A contractor for completing this requirement. Additional labor categories may be added later, as stated in the solicitation ordering procedures.

Question 8: “The contractor shall provide cut sheets for all FF&E items. The contractor will be required to update the cut sheets as appropriate if options and accessories change the provided cut sheet and/or change design requirements. The contractor shall utilize Space, Equipment, and Planning System (VA-SEPS) Joint Service Number (JSN) nomenclature in accordance with the VA BIM Guide (available at www.cfm.va.gov/til/bim/BIMGuide/modreq.htm) for all unique ID numbering. The cut sheets shall identify the basis of design item and shall show appropriate VA-SEPS JSNs. New JSN requests and JSN searches can be conducted at https://ms1691.facilities.health.mil/milstd1691/#/."

We read this to say that our drawings must be completed in Revit and we are to use the appropriate JSN Number from the VA BIM Guide. Cut sheets will include the JSN number. Is that accurate?"

Response 8: Yes, this is accurate.

Question 9: “Contractor to provide three (3) hard copies and post digital versions on the file sharing site. Hard copies and digital copies shall be available to the VA as soon as an update is completed. Floor plans and elevations to be printed on half-size sheets (15”x21”). All others may be printed on 11”x17” or 8.5”x11” paper with a 1/4"" scale."

Are you saying we have to print out 3 hard copies of the drawings of the floor plans and the elevations in 15 x 21 ? Please provide a more specific description of the expectation.

Response 9: Three (3) copies of each in any case. Floor plans and elevations printed at 15"x21". All others at contractor's choice with a 1/4" scale.

Question 10: Deliverable 035: Initial Outfitting (IO) Procurement Plan: “The Contractor shall develop and maintain an IO Procurement plan incorporating factors identified during the FF&E validation process and the FF&E reuse determination process as well as any other requirements identified during the life of the project ensuring that it is updated to reflect current status and changes as they occur throughout the life of the project. The IO Procurement Plan shall describe the steps for procuring IO FF&E, scheduling the procurements to ensure on time delivery and installation, and how procurement packages will be submitted to the Government for review and approval. The IO Procurement Plan should highlight equipment identified as long lead time items to ensure time frames can be incorporated into the transition plan. The plan should be utilized to monitor ongoing reconciliation of the equipment budget and schedule.”

All this information is included in the acquisition plan and JSN responsibility matrix are you sure you want this again?

Response 10: Yes, we will use the information provided in one deliverable to complete the other deliverable.

Question 11: Deliverable 037 - Procurement Packages – “Procurement packages shall be developed in accordance with the terms specified in the PWS. Procurement packages shall be prioritized by estimated lead times. Contractor shall report on all Procurement packages submitted through FORCE to the acquiring contracting office."

Without knowing how many packages we will need to create which will be determined when we complete the plan it will not be possible to price this effort unless you want us to stipulate a price based upon a certain number of packages up front?

Response 11: Deliverable 037 is not a requirement of Task Order 1 and therefore should not be priced as a result of this solicitation. If this deliverable is included in any future Task Orders there will be more information as to the number of packages which will allow the awardee to more accurately propose to that requirement at that time.

Question 12: For deliverables with "update as required" how do we define update as required and how do we price this into our bid? Who determines as required?

Response 12: "Update as required" means the deliverable only needs updated as impacting events occur, and not on a set time table. Since pricing is done per task and not deliverable, estimate when updates to those deliverables would generally occur for the task itself. PM, RE or Exec team will determine when updates are required throughout the life of the contract.

Question 13: "The Contractor shall use MILSTD 1691 (JSN numbers) for all FF&E, new and potential reuse (CAT R) equipment. All FF&E shall be identified using JSN Nomenclature. The FF&E for the STVHCS project is approximately 30% validated (see Attachment C to the contract). Specific task(s) associated with this type of work will be identified and qualified in each individual TO. " If the list from Attainia is only validated to 35% we will be forced to go through the exact same information with the end users that Attainia has already asked or been provided which will probably cause the end users frustration. Also I attachment C is just the SEPS output for typical room sizes it has no equipment listed. What are we supposed to do with this?

Response 13: There is no list in Attainia as the Attainia task order has not yet been awarded. The site has validated 30% of the FF&E.

Question 14: "Contractor must deliver to the A/E all latest project information such as CONOPS, Attainia updates and specific design requests as a result of user group meetings that occur prior to the delivery of DD1. Site activation team to provide due date of information to the A/E Contractor to the activation Contractor so to ensure A/E has time to include."

The only way this can occur is to confirm that the end users will make themselves available almost immediately after contract award and will be decision makers at user group meeting. Plan on 2 hours per department for the first meeting with each department.

Response 14: It is the Government’s intention to make the end users available after award.

Question 15: Deliverable 029: “The Contractor shall develop in coordination with STVHCS Biomed staff to provide to the Government a Maintenance Support Plan (MSP) for all critical and non-critical installed medical equipment to also include FF&E. The MSP will include maintenance schedules, warranties and life-cycle analysis. The MSP will clearly describe installed building equipment by name, type, manufacture, date installed, location and photo of the item. The MSP will identify maintenance schedules, inspection requirements and the method of service performance; (Service Contract/Maintenance Staff); Files created and maintained by the Contractor shall be in a format acceptable by the Government and placed on the shared drive for maintenance access."

All this information is in the warranty information that comes with all equipment that is provided to the government. Generally, this information is input into the VA system by the local BMET and logistics teams for the VA. This seems like double work can you confirm? Also if we need to provide please provide the exact template we are to use so we can price the effort properly. In addition, if this is to be done it cannot be done until all the equipment has been delivered and installed. If a picture is required for every item that is probably 12,000 pictures are you sure this is needed? In addition, the cost to take a picture of every item after installation and put together all this information then add all the other information listed is going to take a great deal of time can you please verify this requirement? Also what format to you want the information if in written form that’s at least 12000 pieces of paper.

Response 15: VA BMET staff will enter warranty info into VA software as needed; no duplicate work will be required; pictures will be digital and provided to VA on CD and other media as prescribed.

Question 16: TO1-26 Deliverable: FF&E Change Management Log – “The Contractor shall document requested and approved changes to the FF&E in a change management log"

The date for the deliverable should start after the first user group meeting when there are changes I would think? In addition, please explain the value of this report after approved design has been submitted? There should be no more changes. " Response 16: The requirement remains unchanged.

Question 17: Suggest a contract gap analysis be done at kick off and have all parties present to review what the AE believes is in their contract vs what is in the pre planner contract and to verify timelines for needed information and substance of the information. The design gap analysis is already covered by other deliverables.

Response 17: A Gap Analysis task is under Paragraph 14.2.17 of the IDIQ PWS and 7.2.6 of the TO 1 PWS, and a kickoff meeting is required under Paragraph 13.0 of the IDIQ PWS. The kickoff meeting paragraph includes the possibility for a contract gap analysis to be a topic of discussion. The requirement remains unchanged.

Question 18: TO1-017, FF&E Layouts - "Finalized FF&E layouts are by room are to be affixed to each room (on the door or other prominent location) to facilitate installation, inspection, and acceptance. Each layout shall identify the applicable location/room"

This should be part of the next task order for the actual activation I believe can you confirm?

Response 18: The Government has reviewed this submitted question and as a result, the Task Order 1 PWS has been amended to remove the last paragraph of deliverable TO1-017, FF&E Layouts, that reads "Finalized FF&E layouts are by room are to be affixed to each room (on the door or other prominent location) to facilitate installation, inspection, and acceptance. Each layout shall identify the applicable location/room"
