Jacksonville Initial Outfitting Activation and Transitioning IDIQ/Task Order #1 Questions/Answers to Solicitation RFQ 36A77618Q9080 The purpose of this amendment is to:
1. Replace original solicitation - Task Order 1 Jacksonville OPC 08082018 with revised Task Order 1 dated 08302018. Task 7.7 Activation Support Services was added to provide for the Gap Analysis meeting and report.
2. Answer the questions Submitted for Solicitation: 36A77618Q9080 – Initial Outfitting, Transition, and Activation IDIQ Jacksonville Out-Patient Clinic:
All other terms and conditions of the solicitation remain the same and in full force and effect.
*** The Government received several questions concerning deliverable due dates. The Government will not be changing any due dates for its requirements during the solicitation process. If applicable, these suggestions can be addressed after award. ***
1. Question: Can we confirm the AE will lay in all the CC items (items that they are providing)
Answer: CC items are already listed in room contents lists. Lessor’s A/E will indicate all CC/VC/CV/VV equipment on construction equipment drawings
2. Question: Can we suggest modifications to the deliverable schedule – Can we submit a deliverable schedule with our offer?
Answer: The Deliverable schedule will be finalized after the kick off meeting/Gap Analysis. We recognize that due dates on some deliverables will need to be changed based on the project schedule.
3. Question: Are you saying that the Attainia list of 95% is to be used to lay in the FF&E in the drawings? IF so can you verify that Attainia used drawings when creating the 95% list and they have verified that everything in their existing list (95%) will fit into the drawing and the specific room number location is identified?
Answer: The Attainia task order for this effort has not yet been awarded. The task order will be awarded soon before or after IOTA start date. Therefore, all FF&E will need to be entered and validated by the IOT&A contractor (after initial Attainia import)
4. Question: “The drawings provided by VA may be limited to walls and mechanical, electrical, and plumbing (MEP) locations. The general contractor will be required to identify all MEP information necessary and timelines needed. The IOT&A contractor is to develop the make and model of all equipment with DD2 submittal. “Please clarify the statement about the GC will be required to identify all MEP information to Identify and gather all MEP information. Are you saying the pre-planner only have to provide the basis of design for the equipment which is limited to JSN, manufacturer and model?
Answer: Correct. Pre-planner will identify basis of design for all equipment. Lessor’s A/E will design appropriate infrastructure (M/E/P) into the building design to support equipment.
5. Question: Suggest a gap analysis at the kick off meeting to clarify questions between all parties.
Answer: yes. See revised Task Order #1 PWS Task 7.7
6. Question: From PWS - “User group meetings shall be scheduled approximately seven days after the Government provides the contractor its comments to the initial design. At the user group meetings, the contractor and Government stakeholders will go through each room and discuss the layout and equipment designed in each room. Any corrections will be made at this meeting along with an update of salient characteristics for the FF&E so that the Basis of Design can be completed. Estimation is one-day charrettes for each department. Once completed, a sign-off from the COR will close the effort.”
Based upon this stated timeline above and the required timeframes regarding submittals – How can the above be possible considering the AE would send their drawings to the VA, then I am reading that the VA shall schedule user group meetings 7 days after the govt provides comments to the contractor. If we only have 15 days to complete the entire submittal and the first 7 we cannot meet with users and you are estimating a complete day per charrette based upon the number of departments- there would not be even completed user group meetings if there are more than 8 departments.
TO stay on the correct version of the drawings the IO contractor must be able to have the user group meetings then update the drawings, cut sheets and room by room all within 15 days. Can we assume that all our updates if delivered back to the AE via the VA Activation will be used to update their drawings prior to sending back to the VA so that all the updates from the user groups are captured and updated on the correct version of the drawings. If this does not occur there is a risk to the project and could cause a contract modification.
Answer: VA has 15 days to review each submission. The user group meetings are not included in the 15-day timeline. For example, Lessor’s A/E has 45 calendar days to develop a DD1 submission. VA receives DD1 submission from A/E and has 15 days to review. Then user group meetings are then scheduled after the 15-day review period. At conclusion of user group meetings, the clock starts for the A/E’s next required submission.
7. Question: DD2 will incorporate room typical and Equipment list for the project showing JSN, manufacture and model so the AE can get all their MEP information they require- it will not show amps, volts, etc. – we are to assume the AE will locate this within the cut sheet provided or gather directly is that accurate?
Answer: Correct. We provide manufacturer as basis of design and Lessor’s A/E designs necessary infrastructure to support equipment from information pulled for the equipment cut sheets.
8. Question: From Equipment list -1 - OUTPATIENT / PACT CLINIC (265)1 - 5 MODULES, 18 TEAMLETS PLUS 1 INTERIM CARE EXPA1 30 - Exam Room, Patient Aligned Care Team (PACT) 125 A1010Telecommunication OutletVV 1. Is there a reason that telecommunications outlets are VV? Since the GC installs them 99% of the time?
Answer: This has been noted correctly on the Room Contents Lists. All telecommunications outlets will be VV.
9. Question: From PWS-The contractor’s PM should be available to attend all requested meetings in person, unless other arrangements have been approved by the COR prior to the meeting. You are asking for a firm fixed price however it appears that we can be mandated to that we may not have included in our price. Am I reading this incorrectly?
Answer: The PWS does not mention “requested” meetings. The PWS stipulates “The PM must be on-site to facilitate, schedule, and lead regular meetings with the Malcom Randall Medical Center staff, to ensure the timely and effective completion of tasks and deliverables required under this TO.”
10. Question: From PWS - “ The contractor shall verify the as-designed MEP will support the new design and identify any potential issues related to required utilities for planned FF&E. The contractor shall verify the design meets with applicable state, local, and federal requirements (e.g. ADA, Building Codes, NFPA 101, etc.). The Contractor shall notify the COR of any discrepancies. A gap analysis will be performed where discrepancies are identified between Concept of Operations (CONOPS), requirements, and infrastructure provided in accordance with the construction documents, with facilitation towards workable solutions.
If you want building code reviews etc. these are done by engineers, architects, fire protection and life safety personnel – I do not see their labor category in the pricing template? Also, this cannot be done unless we are given the construction drawings from the AE. Can you verify we will receive all required drawings in order to provide this information back?
Answer: Lessor’s A/E and Contractor are responsible for all code compliance. VAMC is responsible for providing correct equipment cut sheets. Contractor will have access to any and all drawings necessary to complete their tasks.
11. Question: From PWS 13 - The contractor shall provide cut sheets for all FF&E items. The contractor will be required to update the cut sheets as appropriate if options and accessories change the provided cut sheet and/or change design requirements. The contractor shall utilize Space, Equipment, and Planning System (VA-SEPS) Joint Service Number (JSN) nomenclature in accordance with the VA BIM Guide (available at www.cfm.va.gov/til/bim/BIMGuide/modreq.htm) for all unique ID numbering. The cut sheets shall identify the basis of design item and shall show appropriate VA-SEPS JSNs. New JSN requests and JSN searches can be conducted at https://ms1691.facilities.health.mil/milstd1691/#/.
We read this to say that our drawings must be completed in Revit and we are to use the appropriate JSN Number from the VA BIM Guide. Cut sheets will include the JSN number Is that accurate?
Answer: Correct.
12. Question: From the PWS-The Malcom Randall Medical Center will use Attainia software (license provided by the Government for use by the IOT&A Contractor) to manage its FF&E for this activation project. The site is in the process of validating FF&E (room content list) for this project. “Validating” in the sense means a generic item has been identified by a specific manufacturer and model has not yet been identified.
The Malcom Randall Medical Center (through Attainia Contractor support) will validate in the Attainia database clinical equipment to 95% to generic make/model. IOT&A Contractor will develop the Attainia list to the Approved phase. “Approve” in this sense means the manufacturer and model has been selected, to include the salient characteristics of the item. The IOT&A Contractor will be responsible for finalizing furniture, fixtures, equipment and artwork with end users with the purpose of moving the items from “validated” to “approved” in the Attainia database. The IOT&A Contractor shall upload and update the Attainia database. The IOT&A Contractor shall coordinate with the Attainia Contractor for database training for project maintenance.
From the PWS -The IOT&A contractor will provide their own basis of design room typical, salient characteristics, data sheets, room by rooms lists, and provide to the VA thirty days after signing the lease by the VA. This is to give the general contractor’s A/E time to incorporate the provided basis of design into the first submittal back to the VA. This information may be limited to specified furniture and equipment manufacturers pre-selected as a basis of design only.
The above two paragraphs from the solicitation are in direct conflict with each other. The only way possible to keep on schedule is to have the basis of design completed by the IO contractor up front. There is no time to use the Attainia information post award to update the basis of design prior to the need of the AE.
Answer: The basis of design completed by the IO contractor prior to the award to the lease. Strikethrough has been deleted from the Task Order #1 PWS
13. Question: Has anyone vetted that the information that is supposed to be 95% in Attainia can actually fit? If so where is the drawing?
Answer: No. This will need to be accomplished during design drawing meetings. The Attainia Task Order for this effort has not yet been awarded. The task order will be awarded soon before or after Task order 1 award. FF&E will need to be entered and validated by the IOT&A contractor (after initial import).
