About this file
This Special Provisions document is a supplemental specification for the Oregon Department of Transportation (ODOT) Lake of the Woods Sanding Rock Supply contract. The project requires the procurement, production, or purchase of 12,000 cubic yards of specified cinder sanding aggregate from a commercial source, with delivery and stockpiling at the ODOT Lake of the Woods Maintenance Station located at 37851 OR-140, MP 37.40. The contractor must complete a preconstruction conference with Project Manager Ramon Alonso within 10 working days of receiving the Notice to Proceed and submit a detailed project schedule. Work is restricted to Monday through Friday, 7:00 AM to 4:00 PM, and must progress timely and consistently until all material is stockpiled. The aggregate must meet specific grading requirements per AASHTO T 27 sieve analysis standards, with defined specifications for particle size distribution. The contractor shall provide quality control sampling and testing at a frequency of one per production shift or one per 1,000 cubic yards, whichever is greater, performed by a Certified Aggregate Technician (CAgT). Final stockpiles must reach a height of 20 feet unless otherwise approved, with straight and square sides, level tops, and side slopes no flatter than 1 vertical to 1.5 horizontal.
Payment is due upon completion of contract work upon submission of a bill to the Project Manager, with no retainage held. All work costs must be included in bid items on the Bid Schedule with no separate payment for unlisted items. The contractor is responsible for notifying the Oregon Utility Notification Center at 811 prior to performing work near utilities. Measurement of the cinder sanding aggregate will be calculated by cross-section measurement or digital terrain model of completed stockpiles with no allowance for settlement or shrinkage. The Special Provisions incorporate by reference the 2024 Oregon Standard Specifications for Construction, with modifications specified in Sections 00680 regarding stockpiled aggregates, production quality control, acceptance standards, and measurement procedures. The document specifies that non-conforming materials may be rejected at the contractor's expense for removal and replacement, or accepted with adjusted payment if deemed suitable for intended purposes at the Project Manager's discretion.
