David Evans and Associates, Inc. has been selected as the top-ranked firm for negotiations to provide personal services for two Work Order Contracts (WOCs): the Arizona Ranch Road - Myrtle Creek Bridge Project (WOC 7) and the Newton Creek: Parker Road Bridge Replacement Project in the City of Roseburg (WOC 8). Teresa DeWald is designated as the ODOT Project Manager responsible for initiating contact and managing negotiations regarding the statement of work, schedule of performance, and costs. The negotiation process is expected to follow a structured timeline with specific milestones: establishment of work sessions within 15 business days, consultant response within 5 business days, ODOT PM response within 3 business days, submission of Breakdown of Costs within 5-10 business days, ODOT PM response and legal sufficiency review within 5-10 business days, legal sufficiency approval within 15-20 business days, signature routing and execution within 6-8 days, and issuance of Notice to Proceed within one day of execution. The award submittal requirements include submission of a Breakdown of Costs, Certificates of Insurance, COI Disclosure, and Committed DBE Breakdown with certification forms demonstrating subcontractor utilization to meet the Disadvantaged Business Enterprise goals specified in the Mini-RFP. The consultant is encouraged to establish Direct Deposit via Automated Clearing House (ACH) for payment processing and should offer ACH payments to subcontractors when feasible. The notice indicates that if agreement on costs, tasks, or other WOC requirements cannot be reached within the prescribed timeframe while parties are negotiating in good faith, ODOT may terminate negotiations and proceed with the next highest-ranked firm in accordance with Oregon Administrative Rules.

Attachment 1 – Award Submittal Requirements
Please email to me, the Contract Coordinator, the following items if marked as “REQUIRED” in the Mini-Solicitation (see detailed requirements and due date for each item in Section XX of the Mini-Solicitation).
• Breakdown of Costs
• Certificates of Insurance
• COI Disclosure

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
