The project involves planning and design services for a multi-use pathway approximately 3,576 feet in length connecting Beach Street to an enhanced crossing at Washington Street along U.S. Highway 101, serving as part of the larger Salmonberry Trail. The pathway will provide an off-road transportation alternative for pedestrians and bicyclists in an area with limited sidewalks and no protected bicycle facilities. The scope of work includes project management, existing conditions analysis, concept plan development with alternatives analysis, 30% design plans, and a final refinement plan incorporating environmental review, geotechnical analysis, environmental permitting, and public involvement coordination. The project is anticipated to begin in October 2023 and be completed by September 2024. Proposals must be submitted via OregonBuys by the deadline specified in that system, with no page limit exception for the three-page maximum requirement; all submittals must be in PDF format with file sizes not exceeding five megabytes. This Mini-RFP is limited to consultants already holding an existing Price Agreement in the specified series.
Compensation will be determined through negotiation with the selected consultant and may utilize cost-plus fixed-fee (up to a maximum NTE amount), fixed price for all services, fixed price per deliverable, fixed price per milestone, time and materials (up to a maximum NTE amount), or price per unit methodologies. The project includes a 3% Disadvantaged Business Enterprise (DBE) participation goal applicable to the overall work order including any amendments, with federal Highway Administration (FHWA) funding. Evaluation scoring is based on a maximum of 100 points for the proposal, with potential interview scores adding up to 20 additional points, covering specific experience of key staff (30 points), approach and methodology (20 points), project samples and comparable experience (30 points), and availability and workload capacity (20 points). Following selection, the apparent successful proposer must submit a Breakdown of Costs (BOC) for negotiation and a Consultant Quality Plan (CQP) for ODOT review and approval if one is not already on file or requires updates. The proposer's offer remains firm and binding for 90 days following the Mini-RFP closing date, with ODOT retaining the right to extend this period and select additional firms over a five-month window if necessary. Only registered vendors with existing Price Agreements in the specified series are eligible to respond.

| SECTION 1.0 | SOLICITATION INFORMATION AND REQUIREMENTS |
| 1.1 | SUMMARY OVERVIEW AND WORK ORDER CONTRACT (“WOC”) OBJECTIVES |
There are currently few sidewalks and no protected bicycle facilities along Oregon Coast Highway, (U.S. 101), the main thoroughfare through the City of Rockaway Beach. This is a significant safety concern for transportation disadvantaged residents and visitors who must use the shoulder of U.S. 101 or local streets. These hazards are heightened during the tourist season when many visitors park along the U.S.101. An enhanced crossing was recently installed across U.S. 101 at the southern end of the proposed trail, which will enhance use of the pathway from the most heavily trafficked areas of Rockaway and its natural attractions - the beach and nature preserve.
The Salmonberry Trail, a proposed 86 mile pedestrian/bicycle path from the City of Tillamook to the City of Banks, will travel along the U.S. 101, through the City of Rockaway Beach. The Salmonberry Trail proposes an opportunity to provide an off-street alternative to U.S. 101 for bicyclists and pedestrians, particularly in the City of Rockaway Beach. The first phase of The Salmonberry Trail, the Rockaway Beach section, plans to connect neighborhoods and amenities within the central portion of the City of Rockaway Beach, from Beach Street, which is located on US101 at approximately MP 48.74, extending south to the enhanced crossing at Washington Street and U.S. 101, which is 3,576 ft south of U.S. 101 MP 51, The Rockaway Beach Trail, “The Project”. The Project may impact sections of the Port of Tillamook Bay (“POTB”), City of Rockaway Beach, or ODOT, right-of-way and Agency anticipates the need for potential easements.
Agency anticipates that the Project may be done in the following increments:
1. N 3rd to Beach Street
2. Washington to N 3rd Street
The purpose of The Project is to refine the recommendation of the City of Rockaway Beach and the Salmonberry Trail Foundation for a multi-use path along a railway right of way, which will serve as an off-road portion of the Oregon Coast Bike Route (U.S. 101) and Salmonberry Trail.
The Rockaway Beach community path will provide a critical link between neighborhoods, commercial areas, recreation sites, schools, and community services along the U.S. 101 corridor where there are few sidewalks and no protected bicycle facilities. In the short term, the path will connect Rockaway Beach with Nedonna Beach and Neah-Kah-Nie Schools. In the long term, it will become a part of the regional Salmonberry Trail, Oregon Coast Trail, and Oregon Coast Scenic Bike Route.
Oregon Department of Transportation (“Agency” or “ODOT") is requesting supplemental information regarding specific A&E and Related Services experience relevant to the above referenced public improvement (the “Project”). The needed Services are further described in Section 3. The expected outcome of the WOC is to provide a critical linkage for the Rockaway Beach community, providing an alternate transportation route to U.S. 101, address barriers that prevent bicyclists and pedestrians from safely accessing necessary services; and expand transportation options for all users of U.S. 101.
Proposers responding to the Mini-RFP do so solely at their expense. Agency is not responsible for any Proposer expenses associated with the Mini-RFP.
The selected Proposer and Agency will negotiate the delivery schedule, costs and final Statement of Work, within the scope of what is advertised here, for inclusion in the final WOC.
The WOC is anticipated to start October 2023 and is expected to be completed by September 2024 Pending successful negotiations, the selected Proposer shall perform its obligations according to the WOC and applicable terms and conditions of the parent PA and exhibits thereto.
Funding Source(s):
Federal Highway Administration “FHWA” WOC Payment. Payment will be made for completion of, or acceptable monthly progress on, tasks and deliverables in conformance with PA requirements and all applicable standards. The method of compensation will be determined by Agency and may be based on any of the following methods (may include more than 1 method – “Mixed”):
Cost Plus Fixed-fee, up to a maximum NTE amount;
· Fixed Price for all Services;
· Fixed Price per Deliverable;
· Fixed Price per Milestone;
· Time and Materials, up to a maximum NTE amount;

Agency may select the next ranked responsible Proposer who has submitted a responsive proposal (provided Proposer agrees to an extended offer period, which would cover the balance of the 5 months, if at that time the offer period stated in the paragraph above has expired or soon will expire), issue an intent to award. If agreement with that Proposer is not reached, Agency may offer award to the next ranked Proposer and so on until agreement is reached or until Agency terminates the process. Agency reserves the right to require confirmation of the qualifications of any Proposer.

Agency will evaluate Proposals in accordance with the Pass/Fail criteria identified in Section 1.4. Proposals meeting those criteria will be forwarded to an evaluation committee of at least 3 members by the City that will independently review, score and rank Proposals according to the Scoring Criteria set forth in Section 2.2.
The outcome of the Evaluation process may, at the Agency’s sole discretion, result in:
(a) notice to Proposer(s) of selection or rejection for WOC negotiation and possible award;
(b) further steps to gather additional information for evaluation, (e.g. checking references, notice of placement on an interview list, requesting clarification); or
(c) cancellation of the Mini-RFP and either re-issuance of the Mini-RFP in the same or revised form or no further action by Agency with respect to the Mini-RFP.
Agency reserves the right to reject any or all Proposals and reserves the right to cancel this Mini-RFP at any time if doing either would be in the public interest as determined by Agency. Agency is not liable for any costs a Proposer incurs while preparing or presenting the Proposal or during further evaluation stages. All unreturned Proposals will become property of Agency and part of the public file without obligation to Agency.
2.1.2 INTERVIEWS/FOLLOW-UP QUESTIONS

Agency may require any clarification it needs to understand the Proposer’s Proposal. Any necessary clarifications or modifications which are in the best interest of the Agency may be made before the Proposer is awarded a WOC, and some or all of the clarifications or modifications may become part of the final WOC.
2.1.5 METHOD OF AWARD
The total scores and selection for tentative WOC assignment will be determined as follows:
· Total Proposal Score = Total of all evaluator scores for a given Proposal, divided by the number of evaluators, minus any SCORING DEDUCTIONS received per Section 1.4.
· Total Interview Score (if conducted) = Total of all evaluator scores for a given interviewee, divided by the number of evaluators.
Final Score = Total Proposal Score plus Total Interview Score (if conducted) plus Total Reference/Performance Scores (if conducted).
Agency will negotiate the payment amount and methodology with the top ranked Proposer (based on Final Scores). If negotiations are not successful, Agency may terminate negotiations with the top ranked Proposer and may begin negotiations with the next highest ranked Proposer and so on, until successful negotiations are completed or Agency determines that cancellation of this Mini-RFP is in the best interest of the State.
