EXHIBIT A

SPECIFICATIONS

License Plate Validation Stickers

A.1 SILENCE OF SPECIFICATIONS: The apparent silence of the Specifications and any supplemental Specifications as to any detail, or the apparent omission of a detailed description concerning any point, shall be regarded as meaning that only the best commercial practice is to prevail and that only materials and workmanship of first quality are to be used. However, if any omitted specification results in ambiguity as to material characteristics of the Goods, and inclusion is necessary to enable a reasonable person in the industry to properly identify such characteristics, a Bidder shall seek a formal request for change, as set forth in ITB section 6.3 Failure to make such a request is at Contractor's risk, and the Bidder awarded a Price Agreement shall be required to provide Goods meeting the Agency's needs regarding any omitted specification for which change should reasonably have been sought.

A.1.1 ADHERENCE TO THE SPECIFICATIONS. Deviations discovered after purchase shall be corrected at no cost to the Agency.

A.2 DELIVERY: All deliveries shall be F.O.B. destination with all transportation and handling charges paid by Contractor, unless specified otherwise in the Contract. Responsibility and liability for loss or damage shall remain with Contractor until final inspection and acceptance.

A.3 AUTHORIZED REPRESENTATIVE(S): The Contractor shall designate one or more person(s) to act as Contractor's authorized representative and Contract Administrator under the Price Agreement to be awarded. The name, address, and telephone number(s) of such person shall be provided to the ODOT / DMV single point of contact within ten (10) calendar days of notification of award.

A.4 TECHNICAL SPECIFICATION: Below are the technical specifications for the Driver and Motor Vehicle Services Division (DMV) and the Commerce and Compliance Division (CCD) Validating Stickers for license plates. For DMV, these include Passenger Vehicle Stickers, Light Equipment Stickers, Month Stickers, Heavy Equipment Stickers, and Special Interest Stickers. For CCD, these include Apportioned stickers, Commercial Stickers, and IFTA Validation Stickers.

A.4.1 METHOD OF MANUFACTURE: All reflective sheeting stickers shall be manufactured as prescribed by Military Specification MIL-R-I3689A, except that pre coated 3M FE 325 series cold weather adhesive shall be substituted by the manufacturer of the sheeting "or equal".

A.4.2 APPROVAL OF SAMPLES AND PROOFS: The Contractor shall submit samples of the following for approval by the Agency prior to start of productions:

A.4.2.a. A sample of the actual stickers showing the various color combinations of the symbols and background which the bidder proposes to furnish under these specifications. The actual printing need not be shown on these sample stickers.

A.4.2.b. A printer's proof showing the printed sticker installation instructions. The sample shall be of the actual size as required in these specifications.

A.4.2.c. A sample 6" by 6" sheet of each of the various colors retro reflective unprinted sheeting as specified by the Agency.

A.4.3 MATERIAL: Validating stickers shall be made of retro reflective sheeting.

A.4.4 REFLECTIVE SHEETING: The material shall be 3M "Scotchlite" Wide Angle pressure-sensitive Flat-Top Reflective Sheeting #5350, American Decal "Adcolite 6000" "or equal" product.

A.4.4.a. The retro reflective sheeting shall consist of lens elements enclosed within a transparent resin and shall have a pre-coated pressure-sensitive adhesive backing protected by a removable liner. It shall display an integral directional counterfeit proof mark that says "Official Use Only" which cannot be reproduced in other finished reflective sheeting's and which can be readily verified for authenticity without destructive testing. The retro reflective sheeting shall provide a weather resistant, essentially smooth, flat outer surface when finished with material in the manner recommended by the retro reflective sheeting manufacturer.

A.4.4.b. The diffused daytime and reflected color of the sheeting surface shall conform to a standard color sample which will be accepted by the State prior to the start of production.

A.4.4.c. The sheeting shall have a similar diffuse (daytime) and reflected (nighttime) color. The sheeting shall be provided with security marks integral in the sheeting which shall make unauthorized sticker reproduction extremely difficult. To facilitate ease of discernability, these security marks shall be spaced no further than one and one-half inches (center to center) from each other, shall have an area of at least 0.2 square inches, shall be reverse printed, and shall contain at least 60% printed area. The security marks on sheeting samples, approximately sticker size 1- 1/2" x 1-1/2" (38mm x 38mm), MUST MEET THE

FOLLOWING:

• Be readily discernible when viewed under diffuse daylight conditions at a distance of 6 feet.

• When the sample is held at 2 feet (0.6 m) from the eyes and viewed by the retro reflected light of a standard "D" cell flashlight held between the eyes at nose level:

o Shall not be readily discernible by retro reflective light entering perpendicular to the sheeting.

o Shall be discernible when viewed by retro reflected light entering the sheeting at approximately 45 degrees or more from the perpendicular.

• Shall not be reproducible in other finished retro reflective sheeting's without destruction of their reflective systems.

• Shall not be removable by chemical or physical means from the face surface of the retro reflective sheeting or finished validation stickers, applied or unapplied, without irreparable damage of their reflective systems.

A.4.4.d. The sheeting surface shall be readily cut/die cut without cracking or flaking and shall be compatible with transparent or opaque inks and protective finishing clear coating as designed and supplied by the reflective sheeting manufacturer for sticker fabrication.

A.4.4.e. The sheeting/sticker finished and cured in accordance with the recommendations of the reflective sheeting manufacturer shall be easily cleansed of normal direct accumulation by washing with water and mild detergent. The surface shall be sufficiently solvent resistant to permit cleaning with solvents such as gasoline, VM & P Naphtha, mineral spirits, turpentine, or other solvents commonly used on vehicle finishes.

Rinsed and dried, the surface shall show no appreciable change following cleaning when compared to a new clean sheeting/sticker surface.

A.4.5 REFLECTIVE CHARACTERISTICS: The unprinted retro reflective sheeting shall have the following minimum brightness values at 0.2 degrees and angles expressed as average candlepower per foot-candle per square foot of material (candles as per lux per square meter).

A.4.5.a. Measurements shall be conducted in accordance with the reflective intensity testing procedures for reflective sheeting specified in ASTME-810 (standard test method for coefficient on retro reflective sheeting).

A.4.5.b. Sheeting and tape, Reflective: Non-Exposed Lens, Adhesive Backing.

A.4.5.c. The brightness of the sheeting, totally wet by rain, shall not be less than 90 percent of the above values. Wet performance measurements shall be conducted at 0.2 observation and -4 entrance in accordance with the Rainfall Test Method specified in Federal Specification LS-300B, Sheeting and Tape, Reflective:

• Non-Exposed Lens, Adhesive Backing,

• The successful sheeting bidder shall furnish all inks, clear coating, for this specification.

Observation Angle 0.2 degrees – 0.5 degrees 0.2 degrees – 0.5 degrees

Entrance Angle -4 degrees 50.0 30.0 30.01 2.0 40 degrees 10.0 8.0 7.0 4.0

A.4.6 ADHESIVE REQUIREMENTS: The adhesive on all stickers shall be of a pressure sensitive type so that the stickers can be applied while the license plates are attached to the vehicles without the necessity of additional adhesive coats, water, solvents, or heat techniques.

A.4.6.a. All bidders shall state in writing the number of hours it takes for the stickers to "set" or permanently adhere to the license plate so that the sticker cannot be removed intact, reapplied, and used again.

A.4.6.b. It shall permit application to prescribed clean, dry license plate surfaces down to -10 degrees F (-23 degrees C). It shall be resistant to weather and remain adhered at all temperatures for the life of the plate under normal conditions of use.

A.4.6.c. The pre-coated pressure-sensitive adhesive shall form a durable vandal resistant bond to clean, dry, properly painted, or reflective sheeting license plate surfaces for four years.

A.4.7 BACKING SHEET: The pre-coated pressure-sensitive adhesive shall be protected by a backing sheet, scored vertically by a scalloped line near the center of each sticker, which may be of paper and shall be capable of being removed intact merely by stripping, without the use of water or solvents, at the time of use of the sticker.

A.4.7.a. All pairs of stickers shall be made together or in tandem with a scored line between the two stickers. The scored line shall be of such depth that the stickers can be easily torn apart without leaving a ragged edge, but strong enough to hold the stickers together during shipping and distribution.

A.4.8 INSTRUCTIONS FOR INSTALLATION OF STICKERS ("INSTRUCTIONS"): The Instructions for the removal of the backing sheet and the application of the sticker shall be printed in black ink on the back of the sticker. The wording of the Instructions shall be as follows for each sticker type:
