Summary
This is a Request for Bids (RFB) document issued by the Columbus Redevelopment Authority in Columbus, Mississippi, for the procurement of electric distribution materials and appurtenances (material only) for the Parkview Development Electrical Site Package on a re-bid basis. The project requires bidders to supply 101 bid items organized into 17 groups, including steel distribution poles (3 poles total), overhead utility wire in various gauges and types (approximately 12,000 linear feet), distribution crossarms and supports (20 items), distribution insulators (132 items), conductor accessories (15 items), distribution switches and arresters (8 items), guying components (12 items), grounding materials (6 items), overhead transformers (7 units consisting of 15 kVA, 25 kVA, and 50 kVA single-phase units), hardware (12 items), equipment brackets (3 items), underground cable wire (8,690 linear feet combined), underground conductor accessories (8 items), pad-mounted transformers (13 units), secondary pedestals (6 units), and conduit materials (3 items). Sealed bids must be received by 11:30 A.M. Local Time on April 22, 2026, either in person at Columbus City Hall, 523 Main Street, Columbus, MS 39701, or electronically via https://www.atwellandgentprojects.com. Bids must be submitted in sealed envelopes or as PDF files through the designated website. The bid documents are available through Plan House Printing at (662) 407-0193, with technical questions directed to the project engineer, Jeffrey Atwell, at jatwell@atwellandgent.com.
Bidders are not required to bid all items but must bid all items within any specific group to have their bid considered; failure to do so may result in bid rejection. Unusually long delivery promises may also cause bids to be disregarded. The contract will be awarded on an aggregate-low basis within each of the 17 groups to the lowest and best responsive bidder. All quoted prices must be firm if accepted within thirty days and include delivery to the Columbus Light & Water Electric Warehouse at 1601 Waterway Drive, Columbus, Mississippi 39701, with the owner responsible for unloading. Prices do not include applicable taxes, which will be added to the purchase price if applicable. Title of equipment passes to the owner upon delivery to the specified location, satisfactory inspection for in-transit damage, and acceptance by the owner. The Columbus Redevelopment Authority affirmatively ensures that disadvantaged and women's business enterprises will have full opportunity to submit bids and will not be discriminated against on grounds of race, color, or national origin. No bidder may withdraw its bid within thirty days after the actual date of opening. The owner reserves the right to reject any or all bids and waive any informalities or irregularities.

Make such corrections and changes as indicated. Resubmit shop drawings as specified above, until acceptance has been obtained. No corrections or changes indicated on shop drawings shall be considered as an extra work order.
E. Acceptance of shop drawings by the ENGINEER will be general only, and such acceptance will not relieve the MATERIALMAN of responsibility for accuracy of such shop drawings, proper fitting, coordination, construction of work, and furnishing materials required by the Specifications but not indicated on shop drawings. The MATERIALMAN shall submit in writing any requests for modifications to the Specifications. Shop drawings submitted to the ENGINEER do not constitute "in writing" unless it is brought to the attention of the ENGINEER that specific changes are being suggested. Acceptance of shop drawings shall not be construed as approving departures from the Specifications.
