About this file
This is a Final Addendum document related to a sole source procurement by the City of Salem in Marion County, Oregon, for warranty and repair services on a Motorola Simulcast Radio System. The contract is structured as a five-year renewable agreement with Day Wireless Systems, identified as the sole authorized Motorola Premier Services Partner in Oregon. The anticipated award date is September 20, 2021, with an initial protest period of seven days from the public notice, with the protest submission deadline set for September 19, 2021. The contract involves ongoing maintenance and specialized repair services for the city's existing radio communication infrastructure.
The annual contract value is $50,000, with the procurement structured as a direct sole source award to Day Wireless Systems based on their unique qualifications and exclusive authorization as the Motorola Premier Services Partner in Oregon. The sole source determination indicates that Day Wireless Systems possesses capabilities that make them the only viable vendor for these specific radio system warranty and repair services. Interested parties wishing to protest the sole source award must submit a written protest to the City Manager's office that includes detailed legal and factual grounds, supporting evidence, a description of potential harm, and requested relief, along with a $500 certified or cashier's check to cover processing costs. The renewable nature of the contract implies potential long-term engagement for continued technological support and maintenance of the city's communication infrastructure.
