About this file

This is a System Features/Functionality Checklist for a public records request management solution being procured by the Oregon Department of Transportation (ODOT). The document provides a comprehensive set of requirements organized into five primary categories: Document Request Management, Account Management, Search Features, Reporting, and Additional Features. The checklist requires offerors to indicate compliance status using standardized responses (Y for Yes, N for No, P for Partial, or D for Development) and to provide detailed explanations for affirmative or partial responses. Key functional requirements include the ability to track various types of public records requests with associated fees, generate rejection letters with ORS exemption selections, process batch receipts, log all request activity, handle large files in multiple media formats, implement redaction tools, and maintain compatibility with Microsoft products including Outlook integration.

Account management capabilities must include public requester account creation with returning customer pre-fill functionality, external web portal status tracking, fee waiver administration, internal staff access to request history, and cost calculation by flat fee or per-page methodologies. The system must support batch payments, unique customer tracking identifiers, automated customizable customer relations management notifications, and workflow configuration by request type. Additional critical requirements encompass role-based security integration with Active Directory, multi-factor authentication, ADA 503 compliance with mobile-responsive design for both public and employee portals, API development capabilities, cloud-based SaaS hosting with CJIS and HIPAA compliance, concurrent licensing, and built-in reporting functionality with export capabilities to standard formats such as Excel or CSV. The checklist requires offerors to specify customization options, identify any functionality available at additional cost, and provide detailed explanations with packet references for all responses.
