About this file
This amendment to Invitation to Bid (ITB) 34401-13928, issued by the Tennessee Department of Disability & Aging, clarifies requirements for West Tennessee Emergency Generator Maintenance services. The procurement covers comprehensive maintenance for fourteen generators across the West Tennessee Regional Office and Community Homes in Arlington and Eads, Tennessee, including twelve water-cooled natural-gas-powered units (Generac and Kohler models) and two diesel-powered units (McGraw-Edison Onan Genset 750 and Elliott FCA12-6-24110). Services encompass inspection, preventive maintenance, testing, repair, and 24/7 emergency response with response times of two hours for emergencies and 24 hours for non-emergency calls. Bids were due June 26, 2026 at 2:00 p.m. CDT, with optional site visits and written questions due June 10, 2026 at 2:00 p.m. CST. The contract term is five years with an optional State extension of up to 180 additional days, with services commencing by July 4, 2026.
Amendment 1 clarifies that load bank pricing, required for the McGraw-Edison Onan Genset Generator and Elliott Generator per NFPA standards, should be included as part of the annual inspection costs rather than listed separately on the event details sheet. The bid includes fourteen line items with annual and quarterly inspection frequencies, plus separate pricing for technician and helper hourly rates at standard and premium rates (100 hours each allocated). Materials and parts are invoiced at documented out-of-pocket cost plus 15% on an F.O.B. destination basis. The contractor must maintain a valid Tennessee State Contractor License, workers' compensation insurance, commercial general liability coverage of $1 million per occurrence/$2 million aggregate, automobile liability, and professional liability of $1 million per claim/$2 million aggregate. Award will be made to the lowest-cost, responsive, and responsible bidder, with the procurement contact being Regan Baltasar at 615-532-6357 or regan.baltasar@tn.gov.
