SI Response: The Smithsonian Institution (SI) currently operates 3 Large Quantity Generator
(LQG), 4 Small Quantity Generator and 13 Very
Small Quantity Generator (VSQG) sites within the local DC, Maryland and Virginia area. The LQGs are picked up 3-4 times a year and the remaining sites are 2-3. The average annual total shipments are 30 per year.
2. Question: C.1.1 Lists locations not included on the pick-up location's doc provided
(Edgewater, MD, Newark, NJ, etc.). Should we be expecting to pick-up at locations other than the ones listed on the work doc?
SI Response: The vast majority of pick-ups will occur in the Washington Metropolitan Area, with
New York City and Newark, NJ location a couple time a year respectively. The Contactors local office to the NYC and Newark region will perform those shipments.
3. Question: C.1.6 seems to indicate that we need to shop direct to the end facility. Can we get clarification that shipments through 10-days are acceptable?
SI Response: The Contractor can ship waste though their internal Treatment, Storage, Disposal Facility (TSDF) process to permitted locations where the waste will be properly disposed.
4. Question: CLINs 017A, 017B, 017D for
"Mercury Lab pack" are requested for price per pound, but the estimated weight is 10lb for 55's all the way down to 5's. Can we get clarification that these are mercury compounds and not elemental mercury? Also, would a price per container be accepted vs per pound pricing?
It will be difficult to price competitively per pound without accurate container information.
SI Response: The majority of mercury will be compounds that are lab packed. Estimated to ship less than 10 pounds of elemental mercury. During
Fiscal Year 2024 we have shipped four 5-gallon drums of mercury totaling 21 pounds and one
15-gallon drum totaling 3 pounds. To ensure

uniformity we require bidders to use the units of measure noted on the CLINs.
5. Question: CLIN 022 calls our "PCB Materials
(>500PPM)". Can we get clarification non what the material is, and the container size?
SI Response: Over the past three years the SI has shipped on average 25 pounds of PCB Ballast.
During that period, we have not shipped any other
PCB Material.
6. Question: CLIN 023A-023E calls out cylinders and "Pricing Attached". Can we get clarification on what exactly would be shipped under these
CLINs? Our cylinder pricing has multiple size scales under 3ft in length, and the pricing varies by constituent.
SI Response: An estimate of 10-20 cylinders are disposed annually, typically the size of a lecture bottle. Propane, helium, nitrogen, oxygen, freon and calibration gas cylinder are examples of cylinders disposed over the past two years.
7. Question: CLINs 024, 025, 026, 027, 028, 029, 030A, 030B, 030F do not list container sizes shipped. Could we get an estimate of container sizes/weights shipped annually for these?
SI Response: The following are current numbers for FY'24:
024 - Mercury Devices 15 gallon drum totaling 50 pounds
025 - Alkaline Batteries 5, 1 30 gallon drums totaling 295 Pounds
026 - Lead Acid Batteries 5, 15, 30, 55 gallon drums, (2) pallets totaling 2,145 pounds
027 - Lithium Batteries 5 gallon drums totaling
46 pounds
028 - NiCad Batteries 5 gallon drums totaling 38 pounds
029 - Metal Hydride Batteries 0
030A - Fluorescent Tubes 2,035 pounds
030B - U Tubes 1,163 pounds
030F - Incandescent lamps estimate less than 100 pounds

8. Question: CLIN 034 calls out "Asbestos".
Could we get clarification what this is, and the container size shipped? The pricing requested is per pound, but our pricing is per drum. Would they accept a price per the provided container size shipped?
SI Response: Typically, Smithsonian disposes of very small quantities of asbestos for disposal under this solicitation. The disposal of larger quantities of asbestos are included in the proposal process for construction or renovation projects. To ensure uniformity, we require bidders to use the units of measure noted on the
CLINs.
9. Question: F.2.4 States we can provide CPI increases within 30 days of contract renewal.
What about necessary market increases needed for reasons other than CPI? Are we able to submit under the terms and what is needed in that request?
SI Response: Yes, the Contractor can submit those increases, but they must be approved, in writing, by the Contracting Officer, prior to submission of invoices.
10. Question: Is Waste CLIN 005A-Bulk paint related items in drums or is this for thinners, paint cans, etc.?
SI Response: CLIN 005A-D are for liquid paint and paint related materials and CLIN 006A-E are for paint and paint related material in cans.
11. Question: CLIN 009A-D Can we have any information regarding what would be in bulk pesticide liquid drum?
SI Response: CLINs 009A-D are rarely used, and we have limited information. But the pesticides that we use on site are standard pesticide chemicals/material.
12. Question: CLIN 035 Universal Waste: PCB
Ballast can clarification be provided on size of containers and volumes?

13. Question: 52.22-42 Statement of Equivalent
Rates for Federal Hires is blank on the RFP. Are we to assume that vendors do not have to utilize
Federal rates for this contract?
SI Response: The Department of Labor Wage Rates under the Service Contract Act shall be used for this contract.
Questions from Triumvirate Environmental
1. Question: On page 2 the RFP states, "Unit
Prices shall include all labor, material, equipment, supervision, transportation, any other cost associated with waste removal, disposal, overhead and profit. Overhead and profit combined shall not exceed 21% of the base cost for each item." Please elaborate on what proof of cost you are expecting the vendor to provide to meet this requirement.
SI Response: The Smithsonian Institution (SI) expects the vendor to provide pricing stated in
Section B.3. of the solicitation for each
Contract Line Item Number (CLIN). We are not expecting a proof of cost.
2. Question: On page 3 the RFP states, "The
Smithsonian Institution reserves the right to make bulk shipments of Universal Waste Batteries directly to a recycler and to utilize federal programs for reclaiming/recycling waste maters such as refrigerants and oils. Unless prior approval has been obtained in writing from the
COTR, wastes shall be profiled and shipped directly to the waste management facility." Can the Smithsonian please elaborate on which federal programs and facilities relate to this statement?
SI Response: The Smithsonian Institution is reserving the option to ship UW Batteries and recycling material to recycling facilities or participate in future programs that may benefit our fiscal and recycling goals.
3. Question: On page 13 of the RFP, a bid bond

Assuming the Work Order amount will exceed
$50,000 (such that a performance bond will be required), what are the bid bond requirements?
Could templates of both bid bond and performance bond be provided so our surety can review?
SI Response: A Bid Bond is not required. Refer to GSA (GSA.gov) for all other Bond forms/templates.
4. Question: On page 16 of the RFP, FAR
52.222-41 is included. Are the services subject to the Service Contract Act? If so, what is the applicable Wage Determination number?
SI Response: Yes. The US Department of Labor, Service Contract Act prevailing rates. Executive
Order 14026 applies to all service workers to receive no less than the minimum wage of $17.20 per hour.
5. Question: On page 16 of the RFP, FAR
52.222-42 is listed, but neither Employee Class nor Monetary Wage-Fringe Benefits are listed.
Could you please provided that information.
SI Response: Hazardous Materials Removal
Workers. Fringe benefits are paid in accordance with the Executive Order 14026. (In accordance with the U.S. Bureau of Labor Statistics, the average salary for 2023 was $22.73 per hour).
6. Question: Can the Smithsonian please advise on the estimated annual spend for each site?
SI Response: SI will not provide an annual spend for each site, but currently operates 3 Large
Quantity Generator (LQG), 4 Small Quantity
Generator (SQG) and 13 Very Small Quantity
Generator (VSQG) sites within the local DC, Maryland, and Virginia areas.
7. Question: Can the Smithsonian please provide copies of the actively used waste profiles for all sites?
SI Response: SI will not no provide copies of actively used waste profiles for all sites.

2023 and 2024?
SI Response: The estimated quantities provided under the Contract Line Item Numbers (CLINs) are an annual estimate of material shipped under those waste streams from the past two years of manifest.
9. Question: Can the Smithsonian please confirm if bidders are required to use the units of measure noted on the "Hazardous Waste Line Items" spreadsheet? If allowed, can the vendor provide a different unit of measure, if explicitly noted?
SI Response: To ensure uniformity, we require bidders to use the units of measure noted on the
CLINs.
10. Question: Per the RFP, the Smithsonian's disposal method preferences are as follows:
(preference shown highest to lowest) as applicable for the type of waste: (i) reclamation; (ii) incorporation into a fuel burning program; (iii) incineration; (iv) treatment/detoxification/fixation; and (v) land disposal. Please advise of w should state the proposed treatment method within the pricing sheet?
SI Response: You are not required to state the proposed treatment method with the pricing sheet, but the Smithsonian Institution reserves the right to inquire about the treatment method during the solicitation process.
11. Question: Please note that the "Hazardous
Waste Line Items" spreadsheet note "Gas Cylinders
(PRICING ATTACHED)". Is this referencing another document that should be provided?
SI Response: This allows the bidder the option to provide a separate and more detailed pricing sheet for Gas Cylinders.
12. Question: Can the Smithsonian please provide information on the dimensions of the cylinders as

SI Response: Typically, SI disposes of very small quantities of asbestos for disposal under this solicitation. The disposal of larger quantities of asbestos are included in the proposal process for construction or renovation projects.
15. Question: Can the Smithsonian please confirm whether any of the materials need special treatment, stabilization, or handling prior to disposal?
SI Response: It is rare for SI to dispose of material that requires special treatment, stabilization, or management prior to disposal.
We typically do not dispose of high hazardous chemicals, Poison Inhalation Hazard Zone A or B chemicals or Packing Group I material.
16. Question: Please advise if the Smithsonian has any sustainability goals?
SI Response: SI does have sustainability goals, and our annual forecast of those goals in respect to hazardous and universal waste disposal have been incorporated in those goals.

1. Question: How are the transportation and materials to be included? Should it be broken out into the drum disposal pricing? If so, then how many drums will there be per pickup per site?
SI Response: See Section B.3 of the RFP. The successful Contractor shall provide pricing for the contract line-item numbers (CLINs) listed in
Attachment "A". Unit Prices shall include all labor, material, equipment, supervision, transportation, any other cost associated with waste removal, disposal, overhead and profit.
Overhead and profit combined shall not exceed 21% of the base cost for each item. An annual estimated quantity for each contract line-item number was provided in the cost sheet.
2. Question: Are we to assume that we are supplying all drums and materials?
SI Response: Please refer to Section B.3. of the
RFP
3. Question: What type of compressed gas cylinders do they typically have for disposal?
Pricing for this line item can vary quite a bit based upon the chemistry.
SI Response: Propane, helium, nitrogen, oxygen, freon and calibration gas cylinders are examples of cylinder disposed over the past two years. An estimate of 10 - 20 are disposed annually, typically the size of a lecture bottle. Pricing for cylinders may vary on size and type of materials. Please provide a pricing sheet with minimum cost.
4. Question: Is the flammable liquid/Corrosive in CLIN 003. ABCD Acid or Base?
SI Response: CLIN 003 can be an acid or base.
5. Question: Is the paint related material in
CLIN 005ABCD paint in cans, or is it bulk paint?
SI Response: CLIN 005 ABCD is bulk paint.
6. Question: Is the corrosive liquid lab pack in CLIN 13ABCD acid or base?

SI Response: CLIN 17ABCD can be a mercury compound or debris. CLIN 024 is for mercury devices. Mercury contaminated material would be acceptable.
