B - Supplies or Services/Price
This contract procurement is in accordance with the Brooks Architect-Engineer (AE) Act as implemented by the Federal Acquisition Regulation (FAR) Subpart 36.6. The objective is to provide planning, design, construction document and construction phase services for the Smithsonian Institution’s National Zoo and Conservation Biology Institute Amphibian Reptile Conservation Center (ARCC). The North American Industry Classification Code (NAICS) for this procurement is 541310 (Architectural Services) and the size standard under this code is $12,500,000 (maximum average annual receipts to qualify as a Small Business per 13 CFR § 121.104 a). This announcement is open to all qualified businesses regardless of size. The contract awarded will be firm-fixed-price.
C - Description/Specifications
This announcement is for the selection and award of an Architect-Engineer Multidiscipline Contract that would provide planning, design, construction document and construction phase services for the renewal of the current Reptile House (also known as the Reptile Discovery Center) into the Amphibian Reptile Conservation Center (ARCC) at the Smithsonian’s National Zoo and Conservation Biology Institute (NZCBI) in Washington, DC. The National Zoological Park Historic District is on the National Register of Historic Places and the Reptile House, built in 1931, is a contributing resource. The Reptile House is approximately 35,000 square feet. The planning, design and construction documents phase is expected to start in the fall of 2024 and be completed by the end of 2026. Construction is expected to begin in 2027 and be completed by the end of 2029.
A. Objective: To provide planning and design services for the Amphibian Reptile Conservation Center (ARCC), an approximately $60 million multi-year, major renovation of a highly visited historic building; NZCBI has 1.8 million visitors annually.
The renovated facility will provide exciting and engaging reptile and amphibian exhibits, education opportunities, animal holding spaces, visitor amenities including public restrooms, staff offices and support spaces. These program elements will reflect NZCBI’s commitment to animal and staff welfare and well-being. The renovation is expected to include the replacement of mechanical, electrical, plumbing, fire detection and fire protection systems. This includes animal smoke control, aquatic animal life support systems, IT and security. Improvements or upgrades include structural, building envelope, public circulation and exhibit viewing. This project will provide new interpretive exhibit design, accessible and inclusive design within the building and adjacent site, vertical transportation, and abatement of hazardous materials. Additional site work to include several exterior animal exhibits, including a dedicated Komodo dragon facility, storm water management, utility upgrades, landscape design, and renovation of the adjacent information/food service Kiosk. The main entrance portico that has been removed and stored by Smithsonian is to be conserved and reinstalled.
The scope of work awarded under this solicitation includes the confirmation of programming, studies, concept design, schematic design, design development, construction documents, and A/E Construction Phase Services, as well as services to achieve at a minimum USGBC LEED Gold, and possibly SITES certification and other sustainable certifications.
B. Background: The Reptile House was designed by Washington D.C. Municipal Architect Albert L. Harris and opened to the public in 1931. The building was designed to incorporate modern zoological practices and was intended to be a state-of-the art building for its era. The Byzantine-Romanesque style building has a rectangular, church-like footprint, red brick masonry walls, terra-cotta roof tiles, decorative corbelled cornices, and cast concrete gargoyle-like reptiles. The main visitor entrance is a focal point of the building and features arches of John Joseph Earley’s polychrome pre-cast concrete mosaic moldings, and a gabled portico featuring decorative carved stone pterodactyls and lizards with tortoise pedestals. These, along with the other reptile castings serve as cues to the animals being exhibited in the building.
For structural reasons the projecting elements of the main entrance portico were removed and documented in 2020 and are being stored by the Smithsonian. As part of a Memorandum of Agreement with the DC State Historic Preservation Officer the portico is to be fully restored and installed in its original location, with several stone elements and figures to be re-carved.
The building contains three main levels: a partially below-grade basement, two above-grade stories, and an octagonal tower centered above the second floor. The exhibits are on the first floor.
Several renovations and changes to the Reptile House occurred over the years, but the building needs a major renovation to address failing infrastructure, upgrade building systems, meet code requirements, and provide excellent animal exhibits, holding facilities and visitor experiences.
C. Design Considerations: The National Zoological Park Historic District is on the National Register of Historic Places and the Reptile House is a contributing resource.
Much of the historic detailing of the original building is intact and is to be preserved.
The original portico is to be fully restored and installed in its original location. The historic entrance doors were relocated to a public area in the building interior; these doors are to be considered for re-use in the design. The south entrance retains its original doors.
The renovation design should be respectful of the historic building and site as well as provide an updated building that meets and exceeds wherever possible zoological design standards, AZA requirements and sustainability goals.
D. Services: The AE shall provide multidisciplinary architectural and engineering services to validate the Owner-provided program of requirements (POR), develop the concept design, schematic design and design development documents, prepare construction documents, and execute construction phase services. The construction contract will likely be a firm fixed price, design-bid-build contract delivery with a best value solicitation.
The selected A/E’s services shall include documentation and submissions to achieve a minimum of Leadership in Energy and Environmental Design (LEED) Gold certification under the U.S. Green Building Council (USGBC) v4, v4.1 or a combination of both. The AE shall also be capable of researching, analyzing, and obtaining other sustainability, waste management, storm water management, energy, site, and resiliency health and wellness certifications applicable to a project like
ARCC.
