33330220RF0010005 Amendment 0001 -12/06/2019 -
1. Is there any preliminary program or a sense of how large the expansion portion of the project might be?
Smithsonian response: There is no fixed square foot preliminary program. We have identified a range of programming and expansion options that will be explored in the planning phase of this project to determine a functional and cost effective revitalization project. The existing basement level does not extend fully to the north and west under the walled plaza. Expanding the basement by approximately 40,000 square feet will therefore be explored, as will the widening of the underground connection between the sculpture garden and the basement level under Jefferson
Drive. Limited expansion of the first floor lobby will also be considered, as will the creation of additional public space through relocation of some back of house functions to offsite locations.
2. We understand (p.5) that there is a modernization of the vertical transportation underway. However, we are asked (p.6) to include a vertical transportation consultant on our team. What would be the possible scope for our consultant following the current modernization?
Smithsonian response: The potential scope includes modernization of the existing escalators and the addition of one or more elevators.
3. In the solicitation, there are two different criteria used for what constitutes a small business. On pp. 4, 57, and 72, the definition is given as no more than $7.5M in annual revenue for architects (citing 13 CFR § 121.104 a). However, on p. 29, a link is given to http://www.sba.gov/content/table-small-business-size-standards, which indicated that the definition for a small business is no more than $8M in annual revenue for architects (this is also the amount given in the Electronic Code of Federal Regulations here: https://ecfr.io/Title-13/pt13.1.121#se13.1.121_1101). Which definition is correct?
Smithsonian response: The answer is $8.0 Million revise all references from $7.5M to
$8.0M.
4. On p. 63 of the solicitation, a CD in pdf format is requested to be submitted with our submission. As we no longer utilized CD-R technology, can we submit a flash drive or perhaps email a downloadable link to a pdf file of our submission?
Smithsonian response: A flash drive is an acceptable submission.

5. Will the project be phased?
Smithsonian response: No.
6. Do you plan to keep the museum open during construction?
Smithsonian response: No.
7. With another project currently underway to upgrade the loading dock, are there other materials handling aspects to this project other than circulation for collections and services?
Smithsonian response: The potential scope includes modernization of the existing escalators and the addition of one or more elevators.
8. Does the minimum 40% of total planned subcontracting dollars include the overall project (including architecture and engineering), or is it the total not inclusive of the prime contract holder regardless of disciplines provided? (E.g. if the prime contract holder provides services beyond architecture [engineering, IT/AV, etc.], the “subcontracting dollars” are everything that the prime contract holder is not providing.)
Smithsonian response: The contractor (A/E) is expected to try to meet the subcontracting goals, which apply to all work that the prime contractor will not self-perform.
9. Replacement of existing exterior precast panels: while this work is not part of the contract under solicitation, can you please expand on the extent of panel replacement? Are all panels being replaced or selective replacement?
Smithsonian response: All panels on the exterior of the drum are being replaced in-kind. The scope of this project will include the in-kind replacement of the panels on the interior of the drum and envelope upgrades to address performance and energy conservation.
10. What is the scope of vertical circulation for this solicitation?
11. Can the proposal be delivered via UPS or FedEx, or does it specifically need to be delivered via courier as stated on page 8?
Smithsonian response: The proposal may be delivered by courier which includes UPS, USPS and FedEx services.
12.Can we submit a USB drive instead of a CD as stated on page 8.

Smithsonian response: It is preferable that the project have completed construction.
14. Does the SF330 Part II count toward the 125-page count?
15. On page 64, regarding the subcontracting plan to be submitted with the final fee proposal if the selected firm is a large business, the requirement is stated as "a minimum of
40% of the total planned subcontracting dollars shall be placed with small business concerns." We read this as 40% of the total amount to be subcontracted by the prime consultant to other firms. Is this correct?
Smithsonian response: That is the correct % goal for subcontracted dollars awarded by the prime to other firms.
16. Submission Requirements request a CD with a pdf – is a flash drive acceptable?
17. Submission Requirements Section E regarding margin size: the standard SF330 forms have margins narrower than 1 inch – is this acceptable or do you want us to scale the standard forms down to fit?
Smithsonian response: SF330 form margins are acceptable.
18. If we submit as a small business architect prime under the NAICS code, is there a requirement for the prime to perform a minimum percentage of the work?
Smithsonian response: This is an unrestricted solicitation.
19. Do covers, tabs and the cover letter count toward the page limit?
Smithsonian response: Cover letters count toward the page limit. Covers, tabs and non-text dividers do not count.
20. Please confirm that the labor category list included in section 52.215-S0063 (a) on pages 7-8 shall be included with this solicitation response.
Smithsonian response: Provide the identified persons on page seven and eight with their labor category.
21. Will the museum expansion be above or below grade?
Smithsonian response: There is no fixed square foot preliminary program. We have identified a range of programming and expansion options that will be explored in the planning phase of this project to determine a functional and cost-effective revitalization project. The existing basement level does not extend fully to the north and west under the walled plaza. Expanding the basement by approximately 40,000 square feet will therefore be explored, as will the widening of the underground connection between the sculpture garden and the basement level under Jefferson
Drive. Limited expansion of the first-floor lobby will also be considered, as will the creation of additional public space through relocation of some back of house functions to offsite locations.
22. What is the anticipated size of the museum expansion?

23. Will the SF330 Part II forms count toward the 125-page limit?
24. The submission requirements state that “margins shall not be less than one inch,” however, the margins of the SF 330 are less than one inch. Does the one inch margin limit apply only to the pages in the submission that are not part of the SF330?
Smithsonian response: SF330 form margins are acceptable.
25. Can you provide the total and ECCA (estimated construction cost at award) budgets for this project?
Smithsonian response: Both the scope and final estimated cost of construction will be determined by the planning process.
26. Can you clarify the amount and scope of work for the exterior skin/façade rehabilitation and work to the plaza and gardens themselves?
Smithsonian response: See response to question 9. The Exterior Envelope project includes the north balcony glazing. This project will include the glazing at the first floor lobby and at the interior of the drum of the floors above. The plaza scope will be defined during the planning and programming phase of the project but may include rehabilitation of the plaza waterproofing, insulation, and structure and rehabilitation of the perimeter walls. The Sculpture Garden is not included in the scope of this project.
27. Is the work on the exterior skin of the building just the rehabilitation of the exterior cladding or does it include full exterior envelope upgrade/replacement to address vapor barrier/thermal upgrades and improved energy conservation measures?
the interior of the drum and envelope upgrades to address performance and energy conservation.
28. The solicitation states that there an elevator rehabilitation project currently underway but the solicitation also states we need to name a vertical transportation consultant. What is the scope of work for vertical transportation for this project?
29. Can you elaborate on the plans for museum expansion? Will there be an underground addition as part of this project for the expansion space? Will the expansion come from reassigning existing spaces for new or different museum functions?

Smithsonian response: The proposed theater will be new construction. The capacity, programming, and format will be determined during the planning and programming phase of the project.
56. Could you please clarify the scope of work for Geotechnical as it relates to initial planning phases and subsequent design and construction phases?
Smithsonian response: Geotechnical investigation will be required as part of the initial planning phase. The scope for future phases will be defined during the planning and programming phase.
57. Item 5.F states: "Preface the submission with both an attached original and a loose copy of a brief cover letter on company letterhead."
Please clarify if this means that each bound hardcopy must contain a cover letter, with one loose additional cover letter to be included in the package?
Smithsonian response: Yes, include one cover letter bound into each hardcopy and an additional loose copy of the cover letter.
58. Should submissions include subconsultants' resumes and relevant projects (in the form of SF3330-Part 1-Section E and Section F)?
Smithsonian response: Part 1 Section F should contain only 10 projects that demonstrate the team experience. It is up to the team to determine which 10 projects and from which firms should constitute the 10 projects in Section F.
59. Per the SF330 format, is the limit for relevant projects 10 projects?
Smithsonian response: Yes
60. Please confirm that the delivery address listed (Smithsonian Institution, Office of Contracting, 2011 Crystal Drive, Suite 350, Arlington, VA 22202-3709 ATTN: Bill Powell) is able to receive FedEx deliveries
Smithsonian response:
FedEX and UPS and courier Send to the following address:
Smithsonian Institution OCON attn.. B Powell 2011 Crystal Drive Suite 350 Arlington VA 22202-3709
61. Are firms required to establish an office within 30 miles of the project during design stages as well as construction stages?
Smithsonian response: No, but firm location is a component of the Selection Criteria.
See Section E on page 6.
62. The Smithsonian requests an A/E team which includes consultants that are not typically a part of the design team (for example, Geotech, exhibition design, and hazardous material abatement). Will the Smithsonian consider retaining such entities directly?
63. The contract appears to require the A/E to deliver shop drawings, but those are documents prepared by the General Contractor. Does the Smithsonian intend for the A/E to deliver record documents, instead of shop drawings?
Smithsonian response: In the posted solicitation, requirements for the submittal have been incorporated into what will be contract terms for the selected firm. These federal contract terms are used for A/E as well as General Contractor agreements. The solicitation requirements alone are included as Attachment 1, pages 72-80 of the posted solicitation. The Smithsonian may require “as-builts” from the A/E based on information provided by the General Contractor (or CM at risk).
64. Can you confirm what is meant by Materials Handling – does refer to art materials and/or hazardous/waste materials?
loans.

Smithsonian response: Yes, but they count against the page total.
68. Do you want four loose copies of the cover letter or just one?
Smithsonian response: Yes, include one cover letter bound into each hardcopy and an additional loose copy of the cover letter.
69. Is the Metric measurement system required for the data in the proposal as well?
70. To what extent does the latest Smithsonian South Mall Campus Masterplan inform the scope of this project, especially in regard to the Hirshhorn site?
Smithsonian response: The South Mall Campus Plan provides overall guidance for the project and calls for the renovation of the Hirshhorn museum building and site.
Actual project designs are expected to vary from the illustrative examples included in the master plan. Goals for energy efficient replacement of building systems, additional gallery space, an improved assembly space and increased visitor amenities are critical to this project, as is a careful historic preservation approach.
71. Is there a specific project limit for SF330 Section F? Or is it the default limit of 10 projects?
72. The following questions are in regards to the numbered list of demonstrated experiences, in A.
Project Team Specialized Experience, in the Selection Criteria section (page 69):
o Regarding, “7. Projects listed on the National Register of Historic Places and…”, is experience with a contributing building within a designated historic district or experience with landmarks commissioning considered applicable?
o Regarding “9. USGBC LEED…”, is experience with comparable international or regional sustainability rating and certification systems applicable?
Would it be acceptable to include relevant projects that extend beyond the stated 7-year limit?
Smithsonian response: It is desirable that all projects submitted have completed construction within 7 years.
73. Is the inclusion of tabbed dividers in the submission acceptable, if so, will tabs be counted toward the 125 page limit? And if so, are there any restrictions regarding the use of images or text on the tabs?

74. Is an original physical version of the submission required, in addition to the 4 hard copies, referenced in paragraph E. of the Submission Requirements on page 63 of 80?
Smithsonian response: No. To clarify, we require four printed.
75. If there are two or more architecture firms pursuing this project together, does the client have any preference regarding teaming organization, ie Joint Venture vs. Prime-Design Consultant?
Smithsonian response: It is up to the team how they are organized, however the roles and services provided by each firm should be clearly delineated in Section H.
76. The selection criteria under Past Performance state that "planning, design, and work quality" are factors in evaluation for which we believe project images are critical. Are images allowed in Section F of the SF330 Part I - Example Projects? If so, what format is acceptable—for instance, shall they go in the description box or as an attachment to the form in Section H?
Smithsonian response: Photos of projects may appear on the Part I Section F project forms and shall be submitted on the submission date. Project forms may be more than one page, however, each page counts towards the page limit.
77. What is the maximum number of example projects that can be included? Must all projects be from the portfolio of the architect (prime team members)?
78. Is there a minimum number of team members required for each sub-consultant? If so, what titles are required?
79. Are you able to provide more detail on the known requirements for Hazmat abatement?
Smithsonian response: Hazmat abatement will be required for various elements of the building. The design phase will determine if additional testing of materials is required.
80. What is meant by “Materials Handling” under Services page 6? Is this Art Prep and Conservation Studios?
loans.
81. Change the 7 year time frame to a 10 year time horizon for projects.
82. Allow comparable projects to be considered if “Design is Complete.”
Smithsonian response: It is desirable that all projects submitted have completed construction within 7 years.
83. To what extent do you anticipate that the proposed design will follow the South Mall
Campus Masterplan? How closely will the sculpture garden design follow the masterplan?
Should we anticipate opportunities for collaboration between the sculpture garden design team and the building and plaza team?
Smithsonian response: See answer to question 70. The current project for the sculpture garden revitalization varies from the master plan but is considered to be within its general scope and goals. The Sculpture Garden Concept Design (as well as that for the Exterior Envelope Repair) can be seen on the public website for the project: https://hirshhorn.si.edu/wp-content/uploads/2019/04/HMSG-4-10-CP-

Meeting-Final_alt.pdf The sculpture garden revitalization is expected to complete construction prior to the beginning of construction of this project, however, there will be a need to coordinate the design for these two projects where they interface.
84. Do you expect to go through a PDRI process? If so, will you provide a facilitator or should we include one on our team?
Smithsonian response: Yes, Smithsonian will provide a facilitator.
85. Is redoing the ground floor toilets in the scope? This is mostly for our curiosity, as their renovation was a project of ours that we remember fondly.
Smithsonian response: This scope will be determined during the planning and programming phase of the project.
86. - One of the required consultants on p. 6 of the solicitation is listed as "Materials
Handling." For the Hirshhorn Museum, would this be an art handler? Or are some other materials or scope implied by including this consultant in the list?
Smithsonian response: An art handling consultant would be a valuable addition to the team, but it should not be exclusive to “Materials Handling”. Various non– art materials need to be conveyed throughout the building regularly.
