About this file

This document is an Amendment (No. 0001) to a Request for Proposal (RFP) #33310525R0009 for uniform rental and laundering services issued by the John F. Kennedy Center for the Performing Arts. The amendment extends the offer submission deadline to August 13, 2025 at 3:00 PM EST and provides responses to potential vendor questions. The uniform requirements include standard winter and summer uniforms (long and short-sleeve shirts with matching pants), fire-rated uniforms, coveralls, head wear, jackets, and leather belts for approximately 20 employees across different departments.

The pricing structure encompasses weekly rental, washing, repairs, and pressing for most uniform items, with hats and belts to be purchased annually. The contract covers a base period from September 1, 2025 to September 30, 2025, with four optional one-year renewal periods through September 2029. Specific uniform details include 11 long-sleeve shirts and 11 pants per lot, with fire-rated uniforms remaining long-sleeve year-round, and standard uniforms transitioning between short and long-sleeve based on seasonal periods. The NAICS code for this commercial service is 812332, and this is a new requirement with no incumbent contractor.

RFP #33310525R0009

AMENDMENT NO. 0001

RESPONSES TO RFP QUESTIONS:

1. Do they want (winter coat, jacket, overall and coverall) to be Flame Retardant (FR) for electrical/HVAC section?

Response: No, FR is required for only the shirts and pants.

2. What is the approximate number of employees in each department?

Response: Approximately 20 employees in FR and non-FR. The Contract Line Item Number (CLIN) structure is set up for vendors to provide pricing per employee for a full set of uniforms and accessories.

3. You seem to require both short sleeve and long sleeve in your price schedule, however the PWS does not spec any short sleeve. Generally, we see our customers want a combination of short and long sleeve, totaling 11. This way the employee chooses what to wear on any day. For FR uniforms, Short sleeve shirt is not recommended due to liabilities.

Response: Short sleeve will be for the spring/summer and long sleeve will be for fall/winter, refer to the SOW for details. See SOW Section 3.0 (Scope) and 3.1.1 (Standard Uniforms) Long sleeve shirts will be provided from October to March and short Sleeve shirts will be provided from April to September for Standard uniforms only. FR uniform shirts shall remain long sleeve year-round.

4. Please clearly identify which items you want rental (include weekly washing) and which items you want to purchase (i.e. belts and caps).

Response: Everything will have a weekly rental, washing, repairs, pressing. Hats and bels will be purchased annually or frequently repurchased as needed.

5. There is no indication as to who pays for the cost of loss/ruin. You can indicate in the specs that contract is responsible for loss/ruin, regardless of fault. This will eliminate guess work and pointing. However, if you wish to separately pay for these costs, please clearly state

Response: See SOW article 3.2 (Cleaning/Repairs) & 3.3 (Replacements)

ATTACHMENT 1

RFP #33310525R0009

AMENDMENT NO. 0001

6. Price schedule is not clearly indicate if you are asking for purchase price or weekly rental.

Response: The schedule shows weekly rentals for all articles except all the headwear and belts which are purchased annually and will be repurchased as needed. The schedule has been updated to identify purchase only CLINs.

7. Who is the incumbent and what is the contract price? ?, where is incumbent in the SOW and the contract price is what we are bidding.

Response: There is no incumbent. This uniform laundering is a new requirement.

8. Are you looking to rent and have laundered all of the items listed, including the hats, and belts? We typically do not rent/wash these items. We typically sell these items outright to our customers.

Response: Not all items are expected to be laundered, i.e., hats and belts. All other items are expected to be laundered. The CLIN schedule has been updated to identify purchase only CLINs.

9. Will you please provide the bid tab for the previous time you solicited this project?

Response: There is not a previous requirement. Former RFP#33310525R0004 published on SAM.gov on Mach 12, 2025. Amendment No. 0001 published on SAM.gov on April 17, 2025.

RFP #33310525R0004 cancellation published on SAM.gov on June 12, 2025.

10. Would you please consider extending the due date one week to August 15th? I just sent this to our legal department, and they typically take seven business days to respond due to their workload.

Response: RFP offers are due August 13, 2025 at 3:00 PM, EST.
