About this file

This is Amendment #1 to Invitation to Bid (ITB) #32801-13569 issued by the Tennessee Wildlife Resource Agency (TWRA) for Portable Toilet Rental and Service, dated February 4, 2025. The amendment provides clarifications to bidder questions regarding the procurement of portable toilet rental and service, including delivery, setup, maintenance, and pickup services at TWRA locations.

The amendment clarifies several key aspects of the bid requirements: bidders may quote only specific sites they are interested in servicing rather than all locations; pricing should be submitted as a per-toilet per-month rate for each location, with Edison calculating the total estimated rental period cost; bidders with existing W-9 and direct deposit forms on file with the State do not need to resubmit these documents. The document refers bidders to Specifications II.E for service frequency requirements and Terms and Conditions 3.9 regarding bid submission methods. All revisions in this amendment are effective upon release, with all other ITB terms and conditions remaining in full force and effect.

DATE: February 4, 2025

ITB # 32801-13569 IS AMENDED AS FOLLOWS:

QUESTION / COMMENT STATE RESPONSE

1. In the specifications section III.B.2 you state:

“Bidders shall bid one location or all locations.” Does this mean that we can quote only specific sites in the west and middle area, or must we quote all locations in either the west or middle locations?

You can quote only the specific sites that you are interested in servicing.

2. The specification page asked for a pricing response, and I wanted to clarify how to price

it. The unit of measure MO (month) equals the cost to rent one (1) toilet for one (1) month and there is an estimated number of months for the rental. Do you want a price per asset per month for each location or a do we multiple the estimated number of months by our price per asset for a total during the estimated rental period?

Event 32801-13569 is requesting the price per portable toilet per month for each location. Edison will calculate the cost for the total estimated rental period.

3. Contractor shall coordinate with the Wildlife Resources site contact to schedule service dates and times. How often should we assume the Wildlife Resources will want the assets serviced so we can price accordingly? Examples, serviced daily or serviced weekly? We can provide a quote for any frequency of service you desire.

See Specifications II.E.

4. Can the bid be emailed to you, or does it have to be mailed or done online?

See Terms and Conditions 3.9

5. Do I need to send with the bid or can the ones I have on file already be sufficient?

a. Direct deposit form

b. Recently dated W-9 or the original dated W-9 ( Aug of 2019)

See Terms and Conditions 6.8.

If you have already registered these documents with the State, then you do not need to submit them for this Event.
