About this file
This is Addendum 3 to RFP #25-05-3237TP issued by Hanover County, Virginia for Appraisal Review Services. The addendum clarifies that the RFP is seeking only appraisal review services, not full appraisal services, and extends the proposal due date to December 20, 2024 at 2:00 PM. Key changes include removing the requirement for property inspections (making them optional with owner approval) and eliminating the requirement for appraisers to be on the VA DOT Approved Senior Fee Appraiser Panel since the services are for reviews only. The scope modification removes references to conducting appraisals and replaces them with "preparing appraisal review reports."
The document appears to be an administrative change notice and does not contain specific pricing terms, set-asides, or funding information. The addendum includes a signature page requiring acknowledgment from bidders and provides contact information for the Purchasing Officer Senior, noting that email is the preferred method of communication due to telework schedules. The document header includes an illustration of the historic Hanover Courthouse and lists the Board of Supervisors and key administrative staff.

ADDENDUM NO. 3 TO ALL OFFERORS:
Reference: Request for Proposals (“RFP”)
#25-05-3237TP
Commodity: Appraisal Review Services
Issued: November 26, 2024
Proposals Due: December 20, 2024, prior to 2:00 p.m. (NOTE: this is a change)
The following are questions received for the purposes of changes, clarifications, and-or modification to be incorporated to the RFP documents referenced above:
1. Change:
A. Due to questions received and the issuance of Addendum 3, proposal (“EOI”) due date shall change once again. All references to the due date and time shall be changed to read, “…received by the issuance department prior to 2:00 PM (prevailing time), December 20, 2024.”
B. Page 3, Section 1., paragraph 1.1, delete “appraisal” and replace with “preparing appraisal review reports”.
C. Page 3, Section 2.1 B, delete the entire statement and replace with “B. The Contractor may elect to conduct detailed inspections of the real property for which the parcels form a part thereof, and the information may be included for preparing appraisal review reports. The Contractor shall obtain voluntary approval from the owner prior to entering the property.”
D. Page 3 & 4, Section 2.1 G, delete in its entirety.
2. Questions:
Q1. “Section 1.1 Purpose mentions ‘preparing appraisal and appraisal review reports’. Is this RFP for appraisals, or appraisal reviews?”
A1. The services requested are for appraisal reviews only.
Q2. “Section 2.1 Scope of Services says the consultant will be completing appraisal reviews. However, then 2.1 B states that the contractor will conduct inspections of the property for each appraisal review.
Generally, an inspection is required for an appraisal, but not for an appraisal review. ‘Our employee’
RFP #25-05-3237TP Addendum 3 Page | 2 completes reviews for appraisals that have been done all over the country, but he doesn't need to inspect each property. Is this a VA or Hanover County standard?”
A2. Site visits are not required.
Q3. “Section 2.1 Scope of Services: Section G - states that appraisers must be on the VA DOT Approved
Senior Fee Appraiser Panel. I'm just verifying that if an appraiser is not on said panel, he/she should not bother replying to this RFP.”
A3. Since this RFP is not seeking appraisal services, the stated requirement is not applicable.
Note: A signed acknowledgment of this addendum is to be included with your EOI. Signature on this addendum does not substitute for your signature on the original RFP document. The original RFP document must be signed.
