This is a sealed bid solicitation document from Sacramento County's Department of Waste Management & Recycling for the destruction of four extraction wells at the closed Elk Grove Landfill located at 9660 Ecology Lane in Sacramento, California. The project requires comprehensive well decommissioning services including pressure grouting, overdrilling the upper five feet of each borehole, removing vault boxes and associated equipment, and managing drill cuttings and debris. The four wells to be destroyed are designated as EW-1, EW-4, EW-5, and EW-6, positioned across park land and parking lot areas. A non-mandatory pre-bid meeting is scheduled for November 13, 2025, at 10:00 a.m. on-site. Questions must be submitted by November 20, 2025, at 5:00 p.m., with responses published by November 26, 2025. Sealed bids must be electronically submitted via the Sacramento County Electronic Bidding Portal by December 4, 2025, at 2:00 p.m., with bid opening occurring immediately thereafter. The contract term is 45 calendar days, with work permitted between 7 a.m. and 6 p.m. seven days per week, excluding legal holidays.
The estimated construction cost is $100,000.00, with award based solely on the base bid without additive or deductive items. Bidders must provide bid security of at least 10 percent of the aggregate bid sum and will be required to execute material and labor Payment Bonds and Performance Bonds for 100 percent of the contract price. Only California C-57 licensed drilling contractors are eligible to bid. Contractors and subcontractors must be registered with the California Department of Industrial Relations and comply with prevailing wage requirements. The procurement does not specify set-aside designations for disadvantaged enterprises. Liquidated damages are assessed at $500 per calendar day for delays. Additional requirements include obtaining necessary permits, submitting a Contract Specific Safety Plan and Water Pollution Control Plan within 15 calendar days of contract execution, and providing valid Certificates of Reported Compliance for vehicles subject to California Air Resources Board Advanced Clean Fleets regulations.
