About this file
This document is a project manual for a state and local contract opportunity issued by Hinds Community College for a Federal Aid Project (No. STP-0211-00(015)LPA) located in Hinds County, Mississippi. The project involves construction of pedestrian and sidewalk improvements at the Raymond Campus, prepared by McMaster and Associates, Inc. in June 2020. The project manual includes comprehensive bidding requirements, specifications, and administrative documentation for potential contractors, with a detailed breakdown of construction tasks including concrete work, sidewalk construction, grading, and various related infrastructure improvements. The manual provides unit pricing for multiple construction elements and includes specific technical specifications for different construction components.
The project is federally funded and requires compliance with Davis-Bacon wage regulations, with specific wage determination requirements for workers. Contractors must provide a bid bond of 5% of the total bid amount and meet various administrative requirements, including having a DUNS number and complying with federal contracting regulations. The bidding process includes strict guidelines for submission, with requirements for signed documents, addendum acknowledgments, and specific formatting. Bidders must also meet Equal Opportunity Clause Certification and Non-Collusion requirements. The project appears to have specific federal oversight, with wage rates and worker classification being critical components of the contract award process.
