About this file
This is a Questions and Answers (Q&A) document for Invitation for Bid (IFB) 31-6004, a Defense Logistics Agency solicitation for the sale of surplus lead-acid batteries located at various pickup points in Germany. The Q&A addresses bidder inquiries regarding container requirements, property inspection procedures, deposit requirements, and line item numbering for the SF-114 form.
Key clarifications provided include: (1) container specifications stated in the IFB attachments are mandatory with no substitutions permitted—roll-off containers are required at Kaiserslautern and Mannheim sites, with 640-litre containers at other locations; (2) prospective bidders must contact the Point of Contact (POC) listed in the IFB to arrange a property inspection date and time; (3) the required deposit amount equals three months' worth of the estimated contract value multiplied by the bidder's bid price; and (4) lead-acid batteries should be listed as a single line item numbered 10 on the SF-114A form. The underlying opportunity involves the recycling of drained and undrained lead-acid batteries (UN2794, Hazard Class 8, Packing Group II) classified as hazardous waste with DEMIL Code A.

Q. Your documentation indicates that you require a roll-off container at each of the Kaiserslautern and Mannheim sites and 640-litre containers at others.
We would like to provide boxes at the sites where roll-off containers are currently required, so that no roll-off containers are needed.
A. The containers that are stated in the attachment are the containers that are needed, no substitution
Unfortunately, several details required of us in document SF114 are unclear to us, or we are unsure how to interpret them.
Q. We are therefore asked whether our property has been inspected – by whom? A public authority, a specific organisation, or is it generally open to visitors?
A. A representative from the potential bidder will contact the POC listed in the IFB to arrange a date/time to inspect the property
Q. What type of deposit is required here? What is the situation regarding the deposit certificates and the amount of the deposit?
A. The deposit amount would be equal to 3 months’ worth of the estimated contract value times your bid price
Q. What is the item number for lead-acid batteries that I need to specify in SF114A?
A. It will be only one-line items; thus, the Items number will be 10
