About this file

This is a Questions and Answers (Q&A) document for Invitation for Bid (IFB) 31-6003 issued by the Defense Logistics Agency for the sale of Foreign Excess Personal Property (FEPP) located at Aviano. The document does not contain specific product or service requirements but rather addresses clarifications and inquiries submitted by potential bidders regarding the solicitation terms and conditions. Without access to the actual questions and answers contained within the document, a detailed summary of specific bidder inquiries and government responses cannot be provided. However, based on the related solicitation details, this Q&A document pertains to the procurement of excess personal property with an estimated Original Acquisition Value of $39,000,000 over a three-year term, which may include rolling stock such as vehicles and trailers. The FEPP is offered in "as-is, where-is" condition with DEMIL code A and Limited F classifications, and has been classified as "new," "useable," or "repairable" property under GSA definitions rather than scrap material.

· Question: What is the historical annual OAV generated by site or region?

Answer: The posted Invitation for Bid (IFB) has several Receipt in Place (RIP) locations, making the quantity amount for each location difficult to determine. However, in the posted IFB, on page 6, section A.3 Item Description it does provide the historical OAV for the Aviano region.

· Question: What are the general categories of property released (vehicles, rolling stock, equipment, furniture, electronics, MRO inventory, tools, etc.)?

Answer: See attachment “A” for details

· Question: What are the approximate quantities or percentages by major category?

Answer: The answer can be determined by filtering the columns in attachment “A”

· Question: What are the historical release frequency and volume trends.

Answer: The answer can be determined by filtering the columns in attachment “A”

· Question: Is there any prior bidder's lists, award information, or publicly releasable information regarding previous contracts for similar FEPP streams.

Answer: Award information for the current contract, including the awardee and award value, is publicly available on SAM.gov. A sanitized summary of the prior bid extract is provided as Attachment "B." Proprietary and source-selection sensitive information has been redacted

· Question: Is there Any historical sales reports, summary data, or other documentation that may assist prospective bidders in understanding the scope and nature of the property historically offered.

Answer: Please refer to IFB 31-6003 and attachment “A” that has recently been posted on SAM.gov
